Many outstanding achievements after 4 years of implementing Program No. 05-CTr/TU

Kinhtedothi - After 4 years of implementation, with the determined efforts of the entire political system from the city to the grassroots, Program No. 05-CTr/TU dated March 17, 2021 of the Hanoi Party Committee has achieved positive and comprehensive results.

Create a modern and synchronous urban face

Speaking at the Conference summarizing Program No. 05-CTr/TU dated March 17, 2021 of the Hanoi Party Committee on "Promoting planning and planning management; improving the effectiveness and efficiency of management and use of resources, environmental protection; proactively preventing and combating natural disasters, rescue, and responding to climate change in Hanoi, period 2021-2025", Vice Chairman of the People's Committee of Hoan Kiem District Trinh Hoang Tung said that according to the Master Plan for Hanoi Capital Construction to 2030 and vision to 2050 approved by the Prime Minister, Hoan Kiem District has 4 planning areas.

Specifically: Hanoi Old Quarter, area of about 82ha; Hoan Kiem Lake area and surrounding areas, area of about 63.72ha; Hoan Kiem District Old Quarter, area of about 202.8ha; Area outside the Red River dike in Hoan Kiem District, area of about 177.7ha.

Implementing Program No. 05-CTr/TU of the Hanoi Party Committee, Hoan Kiem District has coordinated with departments and branches to review and update socio-economic development orientations in the district during the process of adjusting the Hanoi Capital Master Plan to 2045, vision 2065 and organizing construction planning management according to regulations.

For the area outside the Red River dike, the district has actively coordinated with the Department of Planning and Architecture, the Hanoi Institute of Construction Planning and other departments and branches to update development orientations in the Red River Zoning Plan.

The Executive Committee of the Hoan Kiem District Party Committee has developed and issued the Projects on "Accelerating architectural planning, completing zoning planning - urban design of blocks, streets, and squares in Hoan Kiem District"; Project on "Preserving, embellishing and promoting the values of historical, cultural and urban architectural heritage in old quarters in the district"; Project on "Developing the middle and alluvial sandbanks along the Red River in the district into cultural and tourist parks"; Project on "building Hoan Kiem District as a model urban area towards a smart city".

In order to concretize the urban zoning plans H1-1A, B, C approved by the City People's Committee, the People's Committee of Hoan Kiem District has proactively proposed to the City People's Committee to allow the People's Committee of Hoan Kiem District to establish 11 separate urban design plans. Up to now, the People's Committee of Hoan Kiem District has completed and submitted for appraisal 2 plans and submitted for appraisal 9 tasks.

In early 2025, the City People's Committee continued to allow the People's Committee of Hoan Kiem District to allocate capital and appraise the budget for the detailed planning of Phuc Tan and Chuong Duong wards; locally adjust the H1-1B urban subdivision planning (Hoan Kiem Lake area and vicinity); master plan of the TOD area (urban development model oriented towards public transport) east of Hoan Kiem Lake; master plan of Dong Kinh Nghia Thuc Square...

Thus, with 11 separate urban design projects for this street and 1 detailed planning project, the People's Committee of Hoan Kiem District has almost covered the detailed planning and separate urban design. This is the basis for managing investment in construction of works on and on both sides of the street, renovating the technical infrastructure system, adding modern and civilized urban equipment systems, as well as to preserve, renovate, embellish, and reconstruct the urban area, creating a modern and synchronous urban appearance while preserving the identity, culture, and character of the historic inner city area.

Flexible operation with the motto "4 on-site"

According to Major General Dao Van Nhan - Deputy Commander and Chief of Staff of the Hanoi Capital Command, in the period of 2021-2025, the Hanoi Capital Command closely coordinated with the city's departments and branches to participate in developing the Adjustment of the General Planning for Hanoi Capital Construction to 2045, with a vision to 2065, the Planning for Hanoi Capital for the period of 2021-2030, with a vision to 2050...

In particular, the Hanoi Capital Command advised the City's Steering Committee for Natural Disaster Prevention, Control and Search and Rescue to issue the Plan, Annual Work Program and Plan for coordination in using forces and means to respond to natural disasters and search and rescue in the area.

Every year, we coordinate with 51 military and police units stationed in the area, including 10,732 people and 303 vehicles, with a positive spirit, proactively responding quickly and promptly, flexibly applying the motto "4 on-site".

In 2024, the Hanoi Capital Command coordinated with the City Police to mobilize over 55,000 officers, soldiers, militia and self-defense forces, and nearly 1,500 vehicles of all kinds to participate in overcoming the consequences of 240 natural disasters and fires.

Responding to the third storm, military units mobilized 47,338 officers, soldiers, and militiamen, 622 vehicles of all kinds, evacuated 79,530 people to safety, and repaired damage caused by storms and heavy rain.

In the coming time, military units will continue to thoroughly grasp and strictly implement directive documents on natural disaster prevention and control and search and rescue; the Law on Civil Defense and the Law on Natural Disaster Prevention and Control.

In addition, strengthen coordination, information exchange and provision and improve information processing capacity between search and rescue command agencies and departments, branches and localities, report and propose timely and effective handling when situations arise.

Meanwhile, Deputy Director of Hanoi Department of Agriculture and Environment Nguyen Van Quyen said that the Department of Agriculture and Environment (formerly the Department of Agriculture and Rural Development, Department of Natural Resources and Environment) has performed well as a standing agency for natural disaster prevention and control, monitoring, urging, guiding prevention, response, overcoming consequences of incidents, natural disasters and search and rescue in Hanoi.

Notably, during the response phase to the Covid-19 pandemic and storms No. 2 and No. 3, there were no major or serious incidents in the city that had a lasting impact on people's lives.

The specific results are that 2 targets on natural disaster prevention and control according to assigned tasks were completed (100% of the plan); 8 tasks in the field of natural disaster prevention and control, 3 tasks in the field of climate change response, were implemented to ensure progress and quality. However, weather, natural disasters and incidents are always complicated and unpredictable; handling and clearing violations in the fields of dikes, irrigation, natural disaster prevention and control, fire prevention and fighting still face many difficulties; many new standards, regulations, and legal documents need to be guided and uniformly applied...

Therefore, leaders of Party committees and authorities must be close, resolute, and must intervene early, as soon as a natural disaster occurs; grasp developments, follow the situation closely, mobilize combined strength; lead and direct from the grassroots. Regularly review and update scenarios and plans for natural disaster prevention and control, operate according to the "4 on-site" motto. Promote a proactive spirit, always be vigilant, not be negligent or subjective in responding to storms and floods...

After 4 years of implementation, Program No. 05-CTr/TU has completed 11/13 targets (85% rate, of which 2 basic targets were completed), 2/13 targets are being implemented (15% rate).

Regarding tasks, projects, and plans, 58/94 tasks have been completed and basically completed (accounting for about 62%); 18/94 tasks are being implemented (accounting for about 19%) and 18/94 tasks are being implemented regularly or integrated into other tasks (accounting for about 19%).

The Program's targets and tasks in planning and planning management have achieved positive results. The Hanoi Capital Planning for the period 2021-2030 and vision to 2050 and the Adjustment of the Hanoi Capital Master Plan to 2045, vision to 2065 were approved by the Prime Minister; The City People's Committee has approved the entire Zoning Plan, Urban Development Program, and Hanoi City Architecture Management Regulations. The system of legal documents in the field of architectural planning is increasingly being improved...

In order to improve the efficiency of management, resource use, and environmental protection, the rate of collection, transportation, and treatment of hazardous waste reaches 99%; the rate of collection and treatment of urban solid waste reaches 100%, and in rural areas reaches 95-99%.

The amount of waste collected and treated each day is up to nearly 6,900 tons. The rate of urban wastewater treated to technical standards is 40.8%. It is expected that by the end of 2025, this rate will exceed 50%.

In resource management, use, and environmental protection, the basic assigned tasks are performed by the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) to ensure quality and progress.

In natural disaster prevention, rescue, and climate change response, the Fire Prevention, Fire Fighting, and Rescue Police force has been given priority in investing in building facilities and purchasing modern equipment and vehicles. These equipment and vehicles have created great efficiency in fire fighting and rescue work in the city, contributing to reducing the number of large fires, casualties, reducing fire fighting and rescue time, minimizing economic losses, etc.

Along with the Working Programs of the City Party Committee, the achievements of Program No. 05-CTr/TU have contributed to the socio-economic development of Hanoi City, as well as the whole country, especially in the planning work for the period 2021-2025.
