90-day peak competition to complete the elimination of temporary and dilapidated houses

Determined to complete the goal of eliminating temporary and dilapidated houses by June 2025, the Vietnam Fatherland Front at all levels in Bac Giang province is stepping up coordination to focus on removing difficulties and obstacles, mobilizing maximum resources to support 1,316 households in building and repairing houses.


Reporter of Dai Doan Ket Newspaper had an interview with Mr. Dinh Duc Canh - Chairman of the Vietnam Fatherland Front Committee of Bac Giang province.

PV: Up to now, how has Bac Giang province implemented the work of eliminating temporary and dilapidated houses?

Mr. Dinh Duc Canh: Implementing the documents of the Government, the Prime Minister and the documents of ministries, branches, the Central Committee of the Vietnam Fatherland Front and the Bac Giang Provincial Party Committee on the implementation of eliminating temporary and dilapidated houses in 2025, Bac Giang has promptly reviewed and completed the Steering Committee (SC); revised and supplemented the Regulations and assigned tasks to the members of the SC; issued a Plan on the implementation of eliminating temporary and dilapidated houses in the province in 2025; established a Steering Committee Support Team and documents requesting 10/10 districts, cities and towns to review, synthesize and make a list of households with temporary and dilapidated houses.

In 2025, Bac Giang has 1,316 households in need of support to repair and build new houses. Of these, 813 households are eligible for support, 503 cases do not meet legal conditions for residential land. Households eligible for support include 491 poor and near-poor households; 233 households of people with meritorious services to the revolution and relatives of martyrs; 27 households under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period; 62 households under the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas for the 2021-2025 period.

In phase 1, Bac Giang aims to basically complete the construction and repair of 4 approved groups of subjects by June 30, with legal residential land, ensuring conditions for support for repair or new construction; complete acceptance, put the project into use in July 2025. By September 30, the whole province will basically complete the work for households with temporary houses, dilapidated houses but not meeting the legal conditions for residential land and poor households, near-poor households with especially difficult circumstances who are unable to support housing construction.

To ensure that housing support for people is public, transparent, and targeted, what specific criteria are used to conduct the review and assessment, sir?

- Up to now, the work of reviewing, appraising and approving housing support for the subjects has been carried out transparently and to the right subjects according to Plan No. 14 dated January 10, 2025 of the Provincial Steering Committee on the implementation of eliminating temporary and dilapidated houses in Bac Giang province with specific criteria. For example, housing support for poor and near-poor households are those who have houses but they are not durable, built with temporary, flammable materials, with a life span of less than 5 years, do not ensure "3 hard" (hard floor, hard frame - wall, hard roof) or the average housing area is less than 8m2/person; have not received housing support from programs, projects, support policies of the State, socio-political organizations...

In case of housing support from the above programs, projects and policies, the construction must be a collapsed or severely damaged house, at risk of collapse due to natural disasters, storms, floods, landslides but there is no funding source for repair or reconstruction. Households that have received housing support under other housing support programs and policies for a period of 10 years or more up to the time of survey but now have damaged, dilapidated houses, at risk of collapse. Households eligible for support under the above conditions must ensure that the regulations on legal residential land at the location of new house construction, house repair are guaranteed in accordance with legal regulations and the land is not disputed.

How does the Vietnam Fatherland Front Committee of Bac Giang province monitor the process of resource allocation and housing support, sir?

- According to Plan No. 14 dated January 10, 2025 of the Provincial Steering Committee on the implementation of eliminating temporary and dilapidated houses in Bac Giang province, the Steering Committee for Eliminating Temporary and Dilapidated Houses assigned the Provincial Vietnam Fatherland Front Committee to advise on "Guiding, inspecting, urging, and supervising the implementation of the campaign, mobilizing support for the construction of eliminating temporary and dilapidated houses for poor and near-poor households in the whole province".

In the coming time, the Vietnam Fatherland Front Committee of Bac Giang province will coordinate with relevant agencies to advise the Provincial Steering Committee to issue a document to deploy the content of monitoring the elimination of temporary and dilapidated houses in the area. On that basis, deploy the monitoring of the reception, management, use and settlement of housing support funds for the right purposes and objects, ensuring publicity, transparency and compliance with commitments to donors.

In localities, the Vietnam Fatherland Front at all levels will proactively supervise so that housing construction support is timely, strict, follows procedures, ensures quality, efficiency and prevents loss, waste and negativity.

In the coming time, what specific tasks will Bac Giang province prioritize to focus on so that the work of eliminating temporary and dilapidated houses is on schedule and achieves the best results?

Based on the decision to approve the results of the review of temporary and dilapidated houses in the area, the Bac Giang Provincial Steering Committee will focus on leading and directing the People's Committees of districts, cities and towns; provincial departments and branches to accelerate the progress of eliminating temporary and dilapidated houses according to the set plan. To ensure sufficient resources, the Bac Giang Provincial Steering Committee has sent a letter to agencies, units and enterprises inside and outside the province to mobilize participation in supporting funding for the program to eliminate temporary and dilapidated houses. Along with that, the Vietnam Fatherland Front Committees at all levels continue to effectively receive and manage funding sources, through the Fund "For the Poor", "Repaying Gratitude" and advising on the allocation and use of support funds to ensure timeliness and effectiveness according to regulations.

The process of supporting households to eliminate temporary and dilapidated houses in Bac Giang province still faces some difficulties such as reviewing and assessing to ensure objectivity, transparency, correct subjects, support resources and land problems. To overcome these problems, the Vietnam Fatherland Front Committees at all levels and the Standing Committee of the Steering Committee are coordinating and participating in resolving issues related to land problems. Closely following the Central's directive documents and the leadership and direction of the Provincial Party Committee, the Provincial Fatherland Front Committee is launching a peak emulation campaign within 90 days from March 15, 2025, striving to basically complete it for eligible subjects before June 30, 2025.
