At the conference, Head of the City Party Committee's Organization Committee Vu Duc Bao announced the decisions of the Standing Committee of the City Party Committee on the establishment and termination of activities of party organizations under the City Party Committee, and decisions on personnel work of agencies and units.
Accordingly, the activities of 3 Party Executive Committees ( Party Executive Committee of the City People's Committee, Party Executive Committee of the City People's Court, Party Executive Committee of the City People's Procuracy) and 8 Party delegations at the city level including: Party delegation of the City People's Council, Party delegation of the City Fatherland Front Committee, Party delegation of the City Labor Federation, Party delegation of the City Women's Union, Party delegation of the City Farmers' Association, Party delegation of the City Veterans' Association, Party delegation of the City Union of Science and Technology Associations, Party delegation of the City Union of Literature and Arts Associations ended. The activities of: Party committee of Hanoi City Agencies and Party committee of Hanoi City Enterprises ended.
The Standing Committee of the City Party Committee has decided to establish two new Party Committees under the Hanoi Party Committee, including: the Party Committee of the City Party agencies and the Party Committee of the Hanoi People's Committee.
The Standing Committee of the Hanoi Party Committee appointed the Party Executive Committee of the Hanoi Party agencies consisting of 33 comrades and the Standing Committee of the Party Committee consisting of 11 comrades; Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong was appointed to hold the position of Secretary of the Party Executive Committee of the Hanoi Party agencies.

Urgently deploy tasks according to the new organizational model
Speaking at the conference, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai said that, implementing the Central Committee's policy on reorganizing, innovating, streamlining the apparatus, improving the effectiveness and efficiency of the political system, the Hanoi Party Committee promptly directed the dissemination, implementation, and ensuring compliance with the Central Committee's direction with a high spirit of unity in awareness and action throughout the Party Committee and the city's political system, along with consensus among all cadres, party members, and people.
Party committees, party organizations, agencies and units in the city's political system, especially the City Party Committee's Organization Committee, the City Party Committee Office and related agencies and units have made efforts, proactively and coordinated to advise the City Party Committee Standing Committee and the City Party Executive Committee to strictly direct the implementation of tasks on streamlining the organizational apparatus.

Actively innovate the content and form of propaganda, improve the quality of political theory work, traditional education, orient public opinion, fight against wrong views, protect the Party's ideological foundation. The Party Committees of the City Party agencies and the City People's Committee Party Committee need to focus on directing the development of specific plans, making thorough and thoughtful preparations in all aspects to successfully organize the Party Congresses at their level and direct the Congresses of grassroots party organizations for the 2025-2030 term in accordance with regulations. At the same time, they must proactively grasp the situation, promptly advise the Standing Committee of the City Party Committee in directing and resolving arising issues related to the organization of Party Congresses at all levels, ensuring that the implementation process takes place on schedule, closely and effectively.
The Secretary of the Hanoi Party Committee requested that Party committees and organizations at all levels continue to promote and do well political and ideological work, promptly encourage cadres and Party members to promote the traditions of their agencies and units, and have a high sense of responsibility in performing assigned tasks. Pay attention to directing the full and timely implementation of regimes and policies, ensuring the legitimate and legal rights and interests of cadres, civil servants, public employees and workers affected by the process of organizational restructuring.

According to the decision, the Hanoi Party Committee's Propaganda and Mass Mobilization Committee was established on the basis of merging the Hanoi Party Committee's Propaganda and Mass Mobilization Committee.
The Standing Committee of the City Party Committee has decided to assign comrade Nguyen Doan Toan (born in 1971), member of the Standing Committee of the City Party Committee, Head of the Propaganda Department of the Hanoi City Party Committee to hold the position of Head of the Propaganda and Mass Mobilization Department of the Hanoi City Party Committee from March 1, 2025.
The Standing Committee of the City Party Committee also decided to assign tasks to 6 Deputy Heads of the Propaganda and Mass Mobilization Department of the Hanoi City Party Committee, including: Dao Xuan Dung, Nguyen Hoang Son, Nguyen Huy Cuong, Vu Ha, Dinh Van Khoa, and Nguyen Thi Hue.
