On March 22, information from the Department of Home Affairs of Nghe An province said that to ensure compliance with the instructions of the Central Government and the Provincial People's Committee, the Department of Home Affairs has just sent an official dispatch requesting the People's Committee of Tuong Duong district to develop a plan to arrange commune-level administrative units.

Specifically, the Department proposed that the People's Committee of Tuong Duong district, based on the area scale, population and other conditions, based on the expected central reduction ratio after the rearrangement, develop a plan to reduce to 6-7 commune-level administrative units after the rearrangement.

The arrangement plan must ensure that it meets the prescribed standards. If the arrangement plan of 5 or more commune-level administrative units does not meet the criteria, no additional mergers are required. Minimize the merger of too many units to facilitate management, serve the people and arrange cadres and civil servants.

Encourage the original import, minimize the adjustment of part of one commune administrative unit to another commune administrative unit to establish a new grassroots administrative unit.

Regarding the names of administrative units after the reorganization, they must be carefully and thoroughly researched, considering and cautiously taking into account traditional, historical and cultural factors. Priority should be given to using the names of administrative units before the merger to name new ones in order to minimize the impact on people due to the need to convert documents.

The Department of Home Affairs also guides the selection of the administrative-political center of one of the current commune-level administrative units as the location for the new unit to ensure that the local government at the commune level quickly goes into stable operation.

According to the report of the People's Committee of Tuong Duong district, this locality has 17 commune-level administrative units (including 1 town, 16 communes) with a total area of ​​over 2,800km2 and a population of over 80,600 people. Tuong Duong is the largest district in Nghe An province and also the largest district-level unit in the country.

According to the General Statistics Office, Tuong Duong district covers an area larger than 20 provinces and cities nationwide, including: Bac Ninh, Hai Phong, Hai Duong, Hung Yen, Thai Binh, Vinh Phuc, Nam Dinh, Ha Nam, Ninh Binh, Da Nang city, Binh Duong, Ba Ria - Vung Tau, Ho Chi Minh City, Vinh Long, Hau Giang, Bac Lieu, Tien Giang, Ben Tre, Tra Vinh and Can Tho city.

The area of ​​Tuong Duong district is larger than the combined area of ​​Hung Yen (930.2km2), Ha Nam (860.9km2) and Bac Ninh (822.7km2) provinces and is 3.4 times larger than the smallest province in Vietnam, Bac Ninh.
