On the morning of March 11, the Hanoi Party Committee coordinated with the Ho Chi Minh National Academy of Politics to organize a scientific conference with the theme "95 years of the founding of the Hanoi Party Committee: historical significance and stature (March 17, 1930 - March 17, 2025)".
Dr. Nguyen Van Phong - Standing Deputy Secretary of the Hanoi Party Committee; Associate Professor Dr. Nguyen Danh Tien - Director of the Institute of Party History (Ho Chi Minh National Academy of Politics) and Member of the Standing Committee of the City Party Committee, Head of the Propaganda and Mass Mobilization Department of the City Party Committee Nguyen Doan Toan chaired the Workshop.
The workshop had 150 delegates attending, including representatives of central agencies, Ho Chi Minh National Academy of Politics, leaders of the City Party Committee, People's Council, People's Committee, leaders of departments, branches, districts, towns; experts, scientists and representatives of families of former senior leaders.
New development period in the revolutionary movement of Hanoi city
Speaking at the workshop, Associate Professor Dr. Nguyen Danh Tien - Director of the Institute of Party History (Ho Chi Minh National Academy of Politics) said that on March 17, 1930, at house number 42 Hang Thiec Street, the Provisional Executive Committee of the Hanoi Party Committee was established, marking the birth of the Party organization and opening a new period of development in the revolutionary movement of Hanoi City.
The establishment of the Hanoi Party Committee is a historical event of great significance to the revolutionary movement of the whole country in general and the capital Hanoi in particular. After 95 years of construction and development, with its intelligence and steadfastness, the Hanoi Party Committee has creatively applied the Party's platforms, guidelines and policies to the actual conditions of the capital. At the same time, it is flexible in practical direction to arouse and promote the strength of the national solidarity bloc combined with the strength of the times, contributing with the entire Party, the entire people and the entire army to gain independence, national liberation, national unification, building socialism and carrying out the renovation process, promoting the cause of industrialization, modernization and international integration.
More than a month after the Communist Party of Vietnam was founded, on March 17, 1930, at house number 42 Hang Thiec Street, the Provisional Executive Committee of the Hanoi Party Committee was established, consisting of 3 comrades: Do Ngoc Du, Nguyen Ngoc Vu and Leu Tho Nam; in which, comrade Do Ngoc Du was appointed as the provisional Secretary of the City Party Committee. The establishment of the Hanoi Party Committee had great significance for the revolutionary movement of the capital in particular and the revolutionary movement of the whole country in general.
Firstly, the birth of the Hanoi Party Committee was the result of a heroic and arduous struggle, overcoming countless difficulties and hardships in the face of the enemy's fierce terror against revolutionary soldiers and the revolutionary movement in the capital.
Second, the establishment of the Hanoi Party Committee was an important milestone in the development of the Vietnamese revolutionary movement, especially in the capital Hanoi - where the administrative apparatus of the French colonialists and feudalists was concentrated.
Third, as the capital, the cultural and political center of the whole country, Hanoi plays a particularly important role in the revolutionary movement of the whole country. Therefore, the establishment of the Hanoi Party Committee not only has significance for the revolutionary movement of the capital but also creates a solid foundation, strongly influencing the revolutionary movement nationwide.
Fourth, the establishment of the Hanoi Party Committee has contributed to consolidating and expanding the revolutionary forces. From here, the Party organization will be the core in building and organizing mass movements in Hanoi. The establishment of the Hanoi Party Committee also demonstrates the maturity and unified leadership of the Party over all classes of people, from workers, farmers to intellectuals and other elements in society. The Hanoi Party Committee has created a tight organizational system, contributing to promoting the participation of the people in the struggle for national liberation.
Impact on the development process of the Capital Revolution
According to Associate Professor Dr. Nguyen Danh Tien, after the Communist Party of Vietnam and the Hanoi Party Committee were established, the French colonialists carried out intense terror in an attempt to destroy the revolutionary movement nationwide, especially in places where the revolutionary struggle movement was developing strongly. In Hanoi, the Party organization and mass organizations were frantically attacked by the enemy, causing the Hanoi Party Committee to be continuously broken and had to be re-established many times.
In that situation, under the leadership of the Party Central Committee, directly the Northern Regional Party Committee, especially the initiative, creativity and flexibility of the Party Secretaries, the Hanoi Party Committee persistently led the restoration of the Party organization and the revolutionary movement; mobilized the masses to participate in the revolutionary high tide of 1930 - 1931 and the movement to fight for people's livelihood and democracy (1936 - 1939); actively built the Central's safe zones in suburban districts; and promoted the work of mobilizing enemy workers and soldiers.
"In particular, during the period of 1944-1945, preparing all aspects for partial uprisings, moving towards a general uprising, the Thanh Hoang Dieu Volunteer Propaganda Team was established, raising a strong anti-Japanese fascist movement in Hanoi, Ha Dong and Son Tay" - Associate Professor, Dr. Nguyen Danh Tien emphasized.
According to Associate Professor Dr. Nguyen Danh Tien, on the basis of preparing the conditions for the uprising, on August 16, 1945, the Hanoi Military Revolutionary Committee was established, actively preparing for the general uprising, leading the people of the capital together with the people of the whole country to make the victory of the August Revolution in 1945 "earth-shaking", smashing the nearly 90-year domination of French colonialism and liberating the nation from the yoke of Japanese fascism. The August Revolution in 1945 was successful, the government was in the hands of the people, the Democratic Republic of Vietnam was born - the first People's Democratic State in Southeast Asia, opening a new era - the era of national independence associated with socialism. From here, Hanoi became the capital of an independent, sovereign nation, creating new positions and forces for the revolutionary movement in Hanoi.
During the long years of resistance against the French colonialists, overcoming countless difficulties, hardships and sacrifices, the Hanoi Party Committee led the army and people of Hanoi to both build and consolidate the organization in the free zones and the temporarily occupied enemy zones, and led the army and people of Hanoi to actively participate in the battles to defeat the military strategies of the French colonialists. At the same time, they directly fought in Hanoi. After 9 long years of resistance, with many sacrifices and hardships, but with great bravery and pride, under the leadership of the Party, our army and people achieved the historic victory of Dien Bien Phu "famous in five continents, shaking the world". With this victory, "for the first time in history, a small and weak colony defeated a powerful colonial country".
The Dien Bien Phu victory in 1954 paved the way for the troops who had left Hanoi for the war zones to return to liberate the capital. On October 10, 1954, Hanoi - the capital of the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam) was cleared of enemies, becoming a milestone, affirming the complete victory of our army and people in the resistance war against the French colonialists, and opening a new era in the thousand-year history of culture and heroism of Thang Long - Hanoi.
After taking over the capital, the Party Committee, government and people of Hanoi together with the people of the North entered the construction of socialism. All levels, sectors and classes of Hanoi people focused on restoring production facilities destroyed by the war, gradually stabilizing the economic and social situation; reorganizing production, ensuring people's lives and gradually building the initial material and technical foundations of socialism. By 1965, Hanoi had become a major cultural, educational and industrial center of the North.
In the first war of destruction in the North, with the spirit of “Nothing is more precious than independence and freedom” and with the iron belief: “The cause of fighting against the US and saving the country of our people… will certainly be completely victorious”, the army and people of Hanoi and the people of the North fought bravely, defeating the air war of destruction by the US imperialists. In particular, in the 12 days and nights at the end of 1972, the army and people of Hanoi fought bravely, creating the miracle of “Hanoi - Dien Bien Phu in the air” - one of the greatest victories of the Vietnamese people in the 20th century, contributing to fundamentally changing the situation of the resistance war against the US to save the country, forcing the US government to sit at the negotiating table to sign the Paris Agreement (January 27, 1973) on ending the war, restoring peace in Vietnam, withdrawing all US troops and troops of allied countries from the South, creating a turning point for the resistance war against the US and saving the country. The victory of “Hanoi - Dien Bien Phu in the air” created the premise for our army and people to advance to gain decisive victory in the resistance war against the US to save the country...
Promoting glorious tradition
According to Associate Professor, Dr. Nguyen Danh Tien, implementing the Party's policy, on May 29, 2008, the 5th Session of the 12th National Assembly passed Resolution No. 15 on adjusting the administrative boundaries of Hanoi City. After adjusting the administrative boundaries, Hanoi City is 3,344.7 km2, 3.6 times larger than the old area; with 29 administrative units, including 10 inner-city districts, 18 districts and 1 suburban town; population is 6,232,940 people.
In the process of carrying out the renovation process, promoting the cause of industrialization and modernization, the Party Committee and the Hanoi government always adhere to the motto: socio-economic development is the center; Party building is the key along with cultural development - the spiritual foundation of society; national defense and security are essential and regular to develop the capital comprehensively and sustainably. Thanks to that, after nearly 40 years of renovation, especially after the merger of Hanoi and Ha Tay, Hanoi has always maintained an average growth of over 7%/year. The scale of Hanoi's economy (GRDP) in 2024 will reach more than 1.4 million billion VND, equivalent to over 59 billion USD. State budget revenue will rank first in the country for the first time, with about 508,000 billion VND.
As the heart of the country, the Party Committee, government and people of Hanoi pay special attention to building culture and developing people. Hanoi is worthy of being the capital of a thousand years of culture and heroism - a place where the noble values of the Vietnamese people converge, crystallize and shine.
In recognition of the efforts of the Party Committee, Government and People of the City, Hanoi has been honored by UNESCO as a “City for Peace”; three times awarded the Gold Star Order by the State, and the title “Heroic Capital”. These are provisions for the Party Committee, Government and People of Hanoi to continue to gain new victories in the New Era – the Era of national prosperity.
According to Associate Professor, Dr. Nguyen Danh Tien, to develop the capital Hanoi to new heights, on May 5, 2022, the Politburo issued Resolution No. 15-NQ/TW on the direction and tasks of developing the capital Hanoi to 2030, with a vision to 2045. Goals by 2030: Hanoi is a "Cultured - Civilized - Modern" city; becoming the center and driving force for the development of the Red River Delta, the key economic region of the North and the whole country; deeply integrating internationally, having high competitiveness with the region and the world, striving to develop on par with the capitals of developed countries in the region. Vision by 2045: Hanoi is a globally connected city, with a high standard of living and quality of life, with GRDP/person reaching over 36,000 USD; comprehensive, unique and harmonious economic, cultural and social development; typical of the whole country; has a level of development on par with the capitals of developed countries in the region and the world.
Developing the capital Hanoi as “Cultured - Civilized - Modern” is a particularly important political task in the strategy of building and defending the Fatherland with the spirit of “The whole country for Hanoi, Hanoi for the whole country”. This is the responsibility and obligation of the entire Party, the entire people, the entire political system, and the top task of the Party Committee, the government and the people of the capital Hanoi.
Well implement the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050 and the Adjustment of the Capital Construction Master Plan to 2045, with a vision to 2065 and planning projects, especially the Zoning Plan of satellite cities, the construction planning of districts in the area as well as other specific plans. The process of developing the urban system of Hanoi Capital not only promotes the economic - cultural - social development of the Capital, but also of the region, creating conditions for the City to integrate internationally and develop on par with the capitals of developed countries in the region. Implement the Capital Law 2024 in practice, with fundamental advantages in developing Hanoi Capital into a modern, smart urban area that leads and creates spillover effects, linking urban areas; has a high standard of living and quality of life; comprehensive, unique and harmonious economic, cultural and social development.
In addition, building the Party Committee and political system of the capital Hanoi to be truly exemplary, united, clean, and strong in all aspects, as President Ho Chi Minh often advised during his lifetime: "The Hanoi Party Committee must be an example for other Party Committees".
