Kinhtedothi - The Chairman of the Ho Chi Minh City People's Committee assigned the Department of Home Affairs to study and complete the plan to organize a two-level local government in Ho Chi Minh City, taking into account the characteristics and suitability with the reality, scale and development level of the city according to two plans.
On March 21, the Office of the Ho Chi Minh City People's Committee issued a notice of the conclusion of the direction of Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc at the meeting of the Standing Committee of the City People's Committee on two-level local government.
Specifically, on March 13, Chairman of the City People's Committee Nguyen Van Duoc chaired a meeting of the Standing Committee of the City People's Committee on two-level local government. After listening to the report of the Department of Home Affairs and the opinions of the members attending the meeting, the Chairman of the City People's Committee assigned the Department of Home Affairs to study and absorb the opinions of the Standing Committee members of the City People's Committee to complete the plan to organize two-level local government in the city, taking into account the characteristics and suitability with the reality, scale and development level of the city according to the two plans.
Option 1: Apply the city-within-a-city model. Specifically, in addition to Thu Duc City, establish a Central City (including 17 districts) which is considered a grassroots government (with Party Committee, People's Committee and People's Council). Each district of the Central City or each ward of Thu Duc City is a Regional Administrative Center (with specialized civil servants to handle administrative work). With 5 districts, divided into communes, wards and towns depending on area size, population and infrastructure.
Option 2: Implement the commune-level model in accordance with Conclusion No. 127-KL/TW of the Central Government (re-divide into wards and towns, depending on area size, population and infrastructure).
The Department of Home Affairs is responsible for presiding over and advising on the assignment of highly qualified civil servants according to Resolution No. 25/2023 of the City People's Council to participate in researching and advising on the construction of a 2-level local government organization model in the city in accordance with the reality, scale and development level of the city, and submitting it to competent authorities according to regulations.
