Public and private sector jointly invest in data infrastructure

(NLDO)- On March 22, in Hanoi, the National Data Association was officially launched and successfully held its first National Congress for the 2025-2030 term.

Attending the Congress were General Secretary To Lam and Politburo members: Prime Minister Pham Minh Chinh; Secretary of the Party Central Committee, Head of the Party Central Committee's Internal Affairs Commission Phan Dinh Trac; Secretary of the Party Central Committee, Head of the Party Central Committee's Inspection Commission Nguyen Duy Ngoc; Senior General Luong Tam Quang, Minister of Public Security; and leaders of central ministries, departments and branches.

General Secretary To Lam delivered a speech directing the Congress.

The National Data Association was established under Decision No. 10/QD-BNV dated January 10, 2025 of the Ministry of Home Affairs, with the mission of connecting management agencies, businesses, organizations and individuals operating in the data field.

The association aims to build a strong data ecosystem, contributing to promoting the development of the digital economy and increasing the value of data in the national economy. General Luong Tam Quang, Minister of Public Security, was elected as Chairman of the National Data Association.

Speaking at the Congress, General Secretary To Lam emphasized that data is a new resource, the "air and light" of the new era, and a new means of production; digital transformation is a tool to innovate production and business methods and innovate productive forces.

According to the General Secretary, Resolution 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation has identified the important role of data as well as the goals for building a database system, moving towards exploiting and connecting data in the most effective way.

Regarding data, the General Secretary said that there are three very important factors. First, it is necessary to ensure high-quality data, which is an important factor. It is necessary to pay attention to building industries and technologies related to data, so that each person, each industry, each field raises awareness of the role of data and cares about data.

The second is data connection. According to the General Secretary, there are many data centers and data warehouses, but they must be connected to be effective.

Third is data security, because data is a resource, if we do not secure it, everyone will have it. "We work hard to build it but if we do not secure it, we will work for free for others" - said the General Secretary.

The General Secretary emphasized the above three factors, the National Data Association needs to pay attention to turn them into action.

The General Secretary pointed out that the current reality is that awareness of the role of data is still inadequate. Accordingly, for society to develop, general awareness must be increased. In addition, data infrastructure is still scattered and lacks connectivity; high-quality human resources for the data industry are limited.

In particular, the legal framework for data is not yet complete, privacy and personal data rights are posing many problems. General Secretary To Lam also emphasized that data security and safety still face many challenges, and the risk of information and data leakage is always present. We are also facing the risks of cyber attacks and cyber warfare.

General Secretary To Lam and Prime Minister Pham Minh Chinh presented flowers to congratulate the Executive Board of the National Data Association for the 2025-2030 term.

According to General Secretary To Lam, realizing the value of data is not only about perfecting policies, but also about technology. Because without technology, we cannot collect, store, and process data... The General Secretary highly appreciated the efforts of the Government, ministries, localities, and relevant agencies in the past time in forming a data system. At the same time, he affirmed that the establishment of the National Data Association is very necessary.

At the Congress, General Secretary To Lam also outlined a number of key tasks for the Association during its term. First of all, it is necessary to study and propose the completion of the legal corridor on data, to ensure maximum exploitation of data, and to ensure data security and safety. The Ministry of Public Security is currently finalizing the draft Law on Personal Data Protection, and the General Secretary requested that all resources be focused on this task.

In addition, it is necessary to promote data enrichment; proactively apply technology, move towards self-sufficiency in core technologies, artificial intelligence, big data, blockchain, cloud computing. The General Secretary requested to quickly popularize knowledge about data to people, especially understanding the value of data. Along with that, the Association needs to organize creative challenge competitions, encourage people and the community to come up with initiatives about data.

General Secretary To Lam directed the National Data Association to strengthen its capacity for data autonomy, moving towards creating "Make in Vietnam" data products that can compete in the world.

Another important task directed by the General Secretary is to promote the construction of advanced data infrastructure, including investment from both the State and the private sector. At the same time, learn from and participate in global initiatives on data.

Regarding the task of data security, the General Secretary requested to build a system to protect products, secure data, develop data security services, and form a data security industry.

"In the past, when it came to records, we just built a warehouse, locked the door and that was it, but now we can't do that, we have to change our thinking, change the way we do things" - the General Secretary requested.

At the Congress, General Secretary To Lam called on the business community and people to join hands with the National Data Association to successfully carry out the tasks of building, connecting, developing and exploiting data.

Speaking to receive the direction of General Secretary To Lam, Minister of Public Security Luong Tam Quang emphasized that with his outstanding vision and strategic thinking, the General Secretary had given very profound and practical directions, contributing to paving the way for development of the National Data Association.

On behalf of the Congress, the Minister of Public Security seriously accepted the General Secretary's direction to concretize and effectively implement the goals and tasks set out in the Congress Resolution, so that the Association's activities can develop strongly, in accordance with the orientation and policies of the Party and State in the coming time.

According to Minister Luong Tam Quang, the first National Congress of the National Data Association approved the Program and direction of the Association's activities for the 2025-2030 term, approved the Charter and the Personnel Organization Project of the Association. The Congress also elected the Executive Committee, the Inspection Committee, the Standing Committee, the Secretariat and passed the Congress Resolution with high consensus of all members.
