Prime Minister Pham Minh Chinh requested construction work in "3 shifts" and speed up the progress to complete the Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh expressways by September 30. Currently, the progress of both projects is over 70%.
On the afternoon of March 22, Prime Minister Pham Minh Chinh and his delegation inspected the Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh Expressway Projects. Deputy Minister of Construction Nguyen Viet Hung accompanied the delegation.

"Overcoming the sun and rain" to reach the highway finish line
Inspecting at the North gate of Son Trieu tunnel of Quy Nhon - Chi Thanh Expressway Project, Prime Minister Pham Minh Chinh visited, encouraged and shared the hardships with workers at the construction site.
Reporting to the Prime Minister, Mr. Pham Van Minh, Director of Project Management Board 85 (investor) said that the Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh expressways are 134km long, passing through Binh Dinh and Phu Yen provinces. Up to now, the site clearance work has been completed. The soil and rock quarries have also been fully arranged. The progress of both projects is currently over 70%.
"We strive to open 110km to traffic by National Day, September 2nd. The remaining 24km will be delayed and will be completed after 1 month, meaning that a total of 134km will be completed by October 1st. Due to the section through the natural forest being stuck, the progress is slower," said Mr. Minh.
After listening to the progress reports of the two projects Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh, the Prime Minister highly appreciated the working spirit of the investor and contractor, who have focused on machinery and human resources to construct the project. The head of the Government directed that the project must be completed by September 30.
"If there are any shortages or problems, report to the Government for handling. As for the remaining materials, report to local leaders for handling," the Prime Minister requested.
Prime Minister Pham Minh Chinh reiterated the consistent guiding spirit during the construction of the expressway: "brave the sun and rain, not losing to storms and winds", work "3 shifts, 4 shifts", during holidays and Tet; work during the day when there is not enough time to work at night; eat and sleep urgently; only discuss work, not discuss backtracking to speed up progress. Strive to complete the expressway from Cao Bang to Ca Mau by December 31, 2025.
For localities with expressways passing through, the Prime Minister requested to calculate the effective exploitation of expressways.
Prime Minister Pham Minh Chinh requested to take care of the lives of workers at construction sites.
"Currently, there are intersections, we must consider exploitation, planning which areas are industrial parks, which are tourist areas, which are seaports, airports, residential areas... We must pay attention to exploit them to the fullest," said the Prime Minister.
The head of the Government also requested that, along with speeding up the progress, the investor must ensure the workers' living conditions, with incomes higher each year than the previous year; and ensure environmental safety and hygiene. The province cares about the lives of the people who have given up their land for the project, ensuring they have a better and happier life.
Both projects are ahead of schedule.
Project Management Board 85 said that the Hoai Nhon - Quy Nhon Expressway is more than 70km long, passing entirely through Binh Dinh province. Currently, contractors are mobilizing 86 construction teams (44 road construction teams, 42 bridge and other construction teams) with 520 pieces of equipment and 790 personnel.
Some major items such as K95 foundation filling reached over 95%; K98 soil filling reached over 74%; grade 1 crushed stone mixture reached over 63%; reinforced crushed stone mixture reached 55%; C19 asphalt concrete reached 19%... Construction of 72/73 civil underpasses, 117/120 on-site culvert locations. Cumulative output reached over 4,800 billion VND, reaching over 63% of the contract, 0.08% faster than the approved schedule.
In this project, the difficulty is that the contractor received the handover of the site to access the construction of the section through the natural forest from Km18+650 to Km21+100 under package 11-XL on November 30, 2024 (8 months behind schedule).
The handover was in the middle of the rainy season, making it impossible for the contractor to speed up to make up for the slow progress due to the problem of natural forest clearance in the past. By the end of February 2025, when the rainy season in the area ended, the contractor could start construction simultaneously and speed up the progress.
Contractor concentrates on asphalt paving machinery for Hoai Nhon - Quy Nhon highway.
Quy Nhon - Chi Thanh project, 61.7km long, through Binh Dinh and Phu Yen provinces. Currently, contractors are mobilizing 75 construction teams with 825 locomotives and nearly 1,700 workers. This project has 3 bidding packages. Cumulative output to date is more than 7,100 billion VND, reaching nearly 70% of the contract value, meeting the project's progress.
Mr. Pham Van Minh, Director of Project Management Board 85, informed that the progress of both projects is guaranteed according to plan. Currently, contractors are focusing on construction, accelerating output, and bringing the project to completion on schedule according to the timelines assigned by the Prime Minister.
