Preventing the misuse of AI to violate the law
In the context of the fourth industrial revolution taking place strongly, the role of Vietnamese youth in pioneering the development of science and technology, innovation and national digital transformation is becoming more important than ever. In particular, artificial intelligence (AI) is emerging as a powerful wave, promising to bring great changes to life.
As a young man in the People's Public Security Force, I am deeply aware of the great potential of AI in improving work efficiency, especially in areas such as data analysis and high-tech crime prevention. However, besides the great benefits, we also have to face many challenges, difficulties and potential dangers.
To ensure the above, we need to strengthen education and raise awareness of AI among young people. For example, there should be practical programs and activities to equip young people with the necessary knowledge and skills to master AI technology, while clearly understanding the risks and challenges that this technology brings. In addition, there should be legal regulations related to AI, preventing acts of exploiting AI to violate the law. Continue to strengthen the work of ensuring network security. Finally, continue to promote the role of the Youth Union and Association in accompanying and supporting young people; innovate content and methods of operation, create useful and interesting playgrounds for young people to exchange, learn, and share experiences about AI, while raising awareness of protecting information security, personal privacy and culture in cyberspace.
I believe that with the attention and close direction of the Party and State, the support of all levels and sectors, and the efforts of each young person, we will build a generation of Vietnamese youth with courage, intelligence, creativity, mastery of AI technology, ready to enter the era of national development, contributing to bringing the country on par with the world powers.

Motivation for young entrepreneurs to conquer new technological heights
Young Vietnamese entrepreneurs are proud to be the pioneers in developing science and technology, innovation and promoting national digital transformation, contributing to building a digital economy and enhancing the country's position, with the aspiration to make Vietnam a strong country in technology.

In the new development stage of the country, the young Vietnamese entrepreneurs propose that the Government has many specific policies and mechanisms to strongly promote innovative start-up activities in the private economic sector, such as: creating a favorable business environment with streamlined administrative procedures, stable legal framework, creating favorable conditions for start-up businesses to develop. Issuing financial policies to support start-ups, such as establishing venture capital funds, tax incentives for technology businesses, encouraging private investment in research and development. Promoting the strong development of the innovation ecosystem, strengthening the connection between young entrepreneurs and research centers and large enterprises, creating a launching pad for breakthrough ideas.
In particular, we hope that the Government will have a separate support policy for young entrepreneurs starting up in high-tech fields that are innovative but have high risks. Projects such as AI, new technology, etc. need to enjoy special incentives in terms of capital, tax and support for product commercialization. Digital transformation plays a key role in creating new opportunities for young people to start up and innovate. The State's support will further motivate young people, including young entrepreneurs, to conquer new technological heights and contribute their best to the prosperity of the country.

Building a National Digital Music Library
As a young soldier and artist, I have been to many places across the country to perform for soldiers and people. During that time, I had the opportunity to come into contact with the cultures of many different ethnic groups and regions.
Vietnamese culture is a big picture with many diverse colors. In particular, I pay special attention to the spiritual and cultural life - music of those ethnic groups/regions. Currently, only a few typical ethnic musics are well preserved and promoted effectively, but there are still many good things in this field that have not been approached more closely to the younger generation.

With my knowledge, I would like to suggest a way to help spread and preserve those unique musical and spiritual cultural features as follows: "Implementing digital transformation in preserving ethnic music helps connect the community and spread the culture of Vietnamese ethnic groups".
It is possible to build a "National Digital Music Library" in many steps. First, digitize by using AI technology, blockchain to sustainably store unique folk melodies and traditional musical instruments. With data coming from the synthesis results of provinces and cities and then deploy filming, recording, summarizing the history of that melody with images or artifacts as part of the explanation. It is possible to create a separate application, but it is probably more effective to attach it to online education programs, or on map applications, travel applications. Even simpler is to release it on social network sounds, when searching for a local name, songs related to that locality will appear.
Next is "cultivating the roots - building the top" once digitized, we find ways to promote its effectiveness in many fields. The first field is preservation, we can open classes on local folk melodies jointly implemented by the Youth Union, the Young Pioneers and schools at all levels. Every student learns about the spiritual culture of their locality, knows how to use the "National Digital Music Library" to introduce the locality. Every citizen is a cultural ambassador - a tourism ambassador.
Then, promote that cultural value by building small programs in tours so that domestic and international tourists can watch performances and experience in many interesting, impressive and attractive forms. For example, the "National Digital Music Library" will have unique games and online experiences, each tourist can practice on a computer or smartphone and receive gifts such as publications such as logos and stickers printed with images of the locality with the typical musical features that the tourist has just experienced.

Need policies to support farmers in applying technology to production
Through the dialogue program with the theme "Vietnamese youth pioneering in science and technology development, innovation and national digital transformation", I have a message that we can gather outstanding young people in agricultural production and business in many fields to help farmers create chain links, apply technology to agriculture to enhance the value and competitiveness of Vietnamese agricultural products, both in branding and post-harvest processing and preservation.

After the dialogue program, I expect the Government to have policies to support farmers, especially young farmers, to apply information technology to agricultural production, especially to apply a common national electronic diary platform to trace the origin. On a macro level, popularizing the use of electronic diaries for farmers will help the Government and people systematize data, thereby allowing people to proactively connect supply and demand, cross-border e-commerce; building a chain of connections between farmers and the final purchasing channel, reducing intermediaries, which will certainly bring stability to the country's products.

Focus on digital transformation of the healthcare industry
As a young doctor, I am always concerned about the challenges and opportunities in developing the Vietnamese healthcare sector in the era of Industry 4.0. With my passion and desire to contribute to improving the quality of healthcare services, I would like to present 3 specific proposals, focusing on digital transformation of the healthcare sector, which are:
Building and deploying comprehensive public health applications. Currently, people's access to health services is still facing many difficulties, especially in remote areas. Medical facilities are not connected and share information effectively, making it difficult to monitor and treat patients. In my opinion, it is necessary to build a comprehensive public health application or encourage each hospital to develop its own smart application, integrating functions of remote medical examination, home medical examination; online contact with the social work department or on-call doctor; providing medical support tools (risk assessment scorecard, advice on diet and lifestyle); storing and managing electronic medical records and making online medical appointments. All of the above bring benefits to improve people's access to health services; strengthen connectivity and coordination between medical facilities; Improve patient management and treatment efficiency, reduce waiting time and medical examination and treatment costs.

Developing an AI database to support image diagnosis. Medical image diagnosis (X-ray, CT, MRI) requires high expertise and takes a lot of time. I propose to build an AI database to support image diagnosis, capable of analyzing and detecting abnormalities in medical images quickly and accurately. This brings benefits to improve the accuracy and speed of image diagnosis, support doctors to make timely and effective treatment decisions and minimize errors in diagnosis.
Ensure the safety and security of patient information. The application of information technology in healthcare poses a major challenge to patient information security. Measures must be taken to ensure absolute security for medical data, avoiding information leakage or misuse. In my opinion, build strict information security layers, including multiple layers of passwords and access rights, and use AI to automatically manage access rights. Only allow doctors to view patient information when necessary and with the permission of the department, room, or the patient himself.
