On the afternoon of March 22, in Quy Nhon City, Prime Minister Pham Minh Chinh worked with the Standing Committee of Binh Dinh Provincial Party Committee, assessing the socio-economic situation in recent times and tasks and solutions for 2025.

The Prime Minister acknowledged and commended the efforts and achievements that the province has made in recent times, contributing to the overall results of the country.
The Prime Minister requested Binh Dinh to promote the spirit of self-reliance, self-improvement, far-sightedness, deep thinking, great action, not waiting or relying on others, always being steadfast, maintaining a firm stance, building the province to develop quickly and sustainably, ensuring national defense and security.
At the same time, the province implements its goals, tasks, and solutions with the mindset of being clear, having high determination, making great efforts, taking drastic actions, focusing on key points, not spreading out, doing each task in its own way, and finishing each task. It is necessary to take people and businesses as the center and subject to remove obstacles and difficulties, and avoid waste.
Regarding resources, the Prime Minister requested that internal resources (human, nature, cultural and historical traditions) be considered fundamental, strategic, long-term, and decisive.
The Head of Government emphasized that the work should be carried out with the spirit of "3 yeses and 2 noes". "Three yeses" are beneficial to the country, beneficial to the people, beneficial to businesses with the spirit of harmonious benefits and shared risks. "Two noes" are no personal motives, corruption, negativity and no loss or waste of State assets, people's assets, and national resources.
"Whatever is beneficial to the people and the country, then do it boldly. Whatever is harmful to the people and the country, then avoid it at all costs," the Prime Minister emphasized.
Prime Minister Pham Minh Chinh requested Binh Dinh province to focus on streamlining the apparatus and rearranging administrative boundaries to ensure progress, following the direction and guidance of the Central Government. The most important thing is to do a good job of ideological work, creating consensus among Party committees, authorities and people.
At the same time, it is necessary to strongly and proactively implement 3 strategic breakthroughs in institutions, infrastructure and human resources. The Prime Minister noted that the province has done a good job of clearing land for key infrastructure projects in the area. Paying attention to the lives of people who have given up land for the project, ensuring that the new place of residence is better than the old place. Completely completing the projects that have been and are being implemented, and at the same time preparing to participate in new projects such as implementing the North-South high-speed railway project.
Proposal to supplement infrastructure investment budget
At the meeting, the leaders of Binh Dinh province proposed that the Government, the Prime Minister and the Central Ministries and branches continue to consider and supplement the central budget capital for the province to invest in strategic infrastructure projects, including: Investment project to build runway No. 2 and synchronous works at Phu Cat Airport.
In particular, the proposed support from the increased central budget revenue in 2024 is 500 billion VND to gradually ensure the standards for upgrading to an international airport.

Binh Dinh proposed support for the construction of the project connecting the North-South Expressway to Phu My Industrial Park and Phu My Port with a total investment of 300 billion VND.
According to the People's Committee of Binh Dinh province, the Ministry of Construction is currently coordinating with Binh Dinh and Gia Lai provinces to soon complete and submit for approval the investment policy for the Quy Nhon - Pleiku Expressway Project in April 2025. The province requests early consideration and allocation of investment capital to ensure conditions for starting construction of this project in 2025.
In addition, the province has 5 routes connecting the North-South Expressway with National Highway 1 through Binh Dinh that have not been completed. Therefore, it is proposed to support the upgrading and expansion of 2 National Highways 19B and 19C, with a total length of 15km and a capital of 320 billion VND. Support 350 billion VND to invest in 3 provincial roads (DT 629, DT 638, DT 634), with a total length of 15km, directly connecting to National Highway 1.
Regarding the proposals and recommendations of Binh Dinh province, Prime Minister Pham Minh Chinh directed ministries and branches to continue to remove difficulties and obstacles. At the same time, localities continue to review, synthesize and report on difficulties in institutions, mechanisms and policies for the Government to handle according to its authority.
Binh Dinh plans to start 7 traffic projects worth over 57,800 billion VND
The Management Board of Traffic and Civil Works Projects of Binh Dinh Province said that the unit has just been assigned by the People's Committee of Binh Dinh Province to prepare necessary conditions and strive to start construction in 2025 for 7 traffic projects with a total investment of more than 57,800 billion VND.
These projects include: Quy Nhon - Pleiku expressway, 123km long, with a total investment of over VND38,900 billion; Project to upgrade and expand the western road of the province, over 104km long, with an investment of over VND9,500 billion; Project to invest in building runway No. 2 and synchronous works at Phu Cat Airport with a total investment of over VND3,200 billion; Project to connect the North - South expressway to Phu My Industrial Park and Phu My Port, over 16km long, with an investment of over VND2,100 billion.
The project of the connecting road from the North-South Expressway to Hoai My Industrial Park (Hoai Nhon town) is more than 10km long, with an investment of more than 1,500 billion VND; the project of the connecting road from National Highway 1 to the coastal road connecting to De Gi port, with a total length of more than 17km, with an investment of 1,400 billion VND; the project of the connecting road from Quy Hoa Science and Education Urban Area to Long Van Urban Area is 13.5km long, with a total investment of more than 1,100 billion VND.
