The four contractors of the Bien Hoa - Vung Tau Expressway component 1 project, which were warned by the investor, have basically got motorbikes and equipment to speed up construction. Hai Dang contractor alone is still deserted due to 1.3km of land acquisition and waiting for earth to be filled.
Mobilizing machinery to speed up construction
On March 21, reporters returned to the construction site of component project 1 of the Bien Hoa - Vung Tau expressway, the section through Bien Hoa City and Long Thanh District, where many contractors were reminded about the delay in mobilizing vehicles, equipment, and personnel to ensure construction.
According to records, the contractor has mobilized more vehicles, equipment, and personnel than before and accelerated construction in many items.
There are many basic sections of the ground so the contractor is speeding up construction.
According to the reporter's observation, the construction section of Construction Corporation No. 1 (CC1) is different from before, the contractor mobilized motorbikes and equipment to the construction site, is digging the roadbed, and accepting the foundation.
Others focus on drilling piles, abutment bases, abutment bodies, pier bodies... for Quan Thu bridge and DT769 overpass. In addition, they also construct civil underpasses, wing walls, culvert yards, foundation pits, crushed stone foundation pads...
Mr. Huynh Van Hieu, Deputy Site Commander of Construction Corporation No. 1, said that the site is implementing 4 construction projects.
The part constructed by CC1 has mobilized many personnel and machinery for construction.
Similarly, the section undertaken by Hai Dang Company, at the time the reporter was present, there were no motorbikes or equipment spread out at the construction site.
However, in front of the camp, the contractor has mobilized motorbikes and equipment, waiting for the land and land to arrive to start construction immediately.
Explaining the deserted construction site, Mr. Duc Huy, Commander of Hai Dang Company, said that the construction site of Hai Dang still lacks 1.3km of land, many sections are patchy like leopard skin, and the fill soil has not arrived yet, so it is "lying in wait".
In mid-March, Dong Nai Department of Construction inspected and recorded that 4 contractors of the expressway construction project component 1 were slow to mobilize vehicles and equipment to carry out construction, including: Construction Corporation No. 1 (CC1), Trung Nam Company, 479 Hoa Binh Company and Hai Dang Company.
The reason given by the contractors was due to land and embankment problems. Afterwards, the Dong Nai Traffic Construction Investment Project Management Board (the investor) reminded these four contractors.
The unit said that after March 20, if the problems are gone but the contractors still do not mobilize enough construction machinery, they will be punished.
As for the section of the bridge through Bien Hoa City constructed by Company 479 Hoa Binh, the contractor is also mobilizing personnel, vehicles and equipment to the construction site.
The contractor is digging and clearing some areas. "We have mobilized 15 personnel with two construction teams to drill piles and cast beams," said Mr. Duong Dinh Hoi, the company's construction team leader.
As for the Trung Nam Company section, at the time of the reporter's presence, this unit was mobilizing the most bustling motorbikes and equipment because there were basically no more land issues.
One group is digging and making steel, the other group is drilling piles, and trucks are carrying soil and rock in and out of the construction site continuously.
All contractors said that in the coming time, when the ground is favorable and enough soil is available, the unit will mobilize more vehicles and equipment to the construction site to speed up construction.
The section under construction by Trung Nam contractor is currently very busy.
According to the assessment of the Dong Nai Traffic Construction Investment Project Management Board, after being given basic warnings, contractors mobilized more motorbikes and equipment to ensure construction.
The Project Management Board also coordinated with the contractor to overcome difficulties in materials and local authorities to overcome difficulties in site clearance.
Many sections of the ground are like leopard skin, waiting for the earth to be filled.
When talking about the current difficulties and obstacles, Mr. Huynh Van Hieu, Deputy Commander of Construction Corporation No. 1, said that currently the land area adjacent to the construction section of Hai Dang Company has only been assigned 700m/1.3km, so construction is still difficult.
The bridge section is still stuck with site clearance and technical infrastructure relocation, but the unit is trying to speed up the progress. It is expected that one bridge will have its girder placed on April 30 and another will have its girder placed on July. In addition, there is still another section stuck with an additional 100m of site clearance.

"The total construction area of CC1 section is 3.2km, 800m of which is occupied by 60 households and an organization, so the construction is still affected.
Currently, the unit has increased vehicles, equipment, and personnel to the construction site, so we hope to have the site ready soon.
We recommend that the locality speed up the handover of all land and technical infrastructure before April 15 so that the contractor can carry out construction to ensure project progress," said Mr. Hieu.
In addition, because the soil has not yet arrived, the machinery and equipment have not yet filled the foundation but have focused on digging the roadbed and rolling the lower foundation.
"Previously, we were short of 350,000m3 of fill soil. Last week, Dong Nai province cleared the two mines and the unit is fulfilling its environmental obligations, paying resource taxes, and compensating people... It is expected that the soil will be back at the construction site before March 27," Mr. Hieu added.
Similarly, explaining the reason for the delay in construction of Hai Dang Company, Mr. Duc Huy, Commander of Hai Dang Company, said that he was still waiting for the land to arrive at the construction site and there were still many problems with the site clearance.
"The current site is only 60% complete. We have mobilized 18 motorbikes and equipment to the site along with many personnel, meeting the capacity and bidding documents. Next week, when enough land is available, we will focus on filling the foundations of the locations with available site," said Mr. Huy.
The section under construction by Hai Dang Company has many obstacles, waiting for the soil to be filled, so motorbikes and equipment have to stay still.
Regarding Hai Dang's materials, Mr. Duc Huy added that on March 20, the unit was allowed by the local authorities to exploit soil at the mine in Phuoc Tan and had been granted a license.
Currently, procedures for opening the mine, registering vehicles, etc. are being carried out, but it is expected that mining and bringing soil to the construction site will begin next week.
"Because the site is still blocked and the soil has not arrived yet, we are having difficulty in constructing even though all the motorbikes, equipment, and personnel have been gathered.
Next week, when the soil arrives, we will increase the construction of the roadbed to strengthen the next items.
Regarding the section of Hoa Binh 479 Company, Mr. Duong Dinh Hoi requested that the locality soon complete the relocation of electricity and water infrastructure to ensure construction.

Bien Hoa - Vung Tau Expressway is about 53.7km long. Of which, the section through Dong Nai province is about 34.2km; Ba Ria - Vung Tau province is nearly 20km.
Currently, component 1 and component 2 projects through Dong Nai have only achieved 25-35% of output and are still facing difficulties with land clearance. The section through Ba Ria - Vung Tau alone has achieved over 76%.
Regarding the land handed over for the expressway section through Bien Hoa city, 1,052 households have been handed over, reaching 51/59.5 hectares (86%).
The section through Long Thanh district has been handed over 84% and there are still 122 households that have not handed over the land.
