On March 22, in Hanoi, the National Data Association (NDA) was officially launched and successfully held its first National Congress for the first term (2025-2030). General Secretary To Lam and Prime Minister Pham Minh Chinh attended the Congress.
Also attending the Congress were Politburo member, Party Central Committee Secretary, Chairman of the Central Inspection Commission Nguyen Duy Ngoc; Politburo member, Party Central Committee Secretary, Head of the Central Internal Affairs Commission Phan Dinh Trac; Politburo member, General Luong Tam Quang, Minister of Public Security, and 200 official delegates, representing nearly 400 members, organizations and individuals participating in the Association.
The National Data Association was established under Decision No. 10/QD-BNV dated January 10, 2025 of the Ministry of Home Affairs with the mission of connecting management agencies, businesses, organizations and individuals operating in the data field. The Association aims to build a strong data ecosystem, contributing to promoting the development of the digital economy and increasing the value of data in the national economy.
The successful organization of the first National Data Association Congress is an important event, marking the step of organizational consolidation, orienting activities in the next 5 years, and at the same time demonstrating the Association's pioneering role in implementing Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation.
At the Congress, delegates listened to the announcement of the Decision to establish the Association; Summary report on the establishment process; Association Charter; Draft directions and tasks for the 2025-2030 term. The National Data Association Executive Board consisting of 62 members was introduced; the Association's Standing Committee consisting of 7 members chaired by General Luong Tam Quang, Politburo member, Minister of Public Security, and the Inspection Committee for the first term was introduced.
Speaking at the Congress, General Luong Tam Quang emphasized: The Association will be a bridge between businesses, building a diverse and stable data ecosystem, meeting the requirements of sustainable digital transformation in all fields, creating a premise to bring the country into the new digital era.
During its first term, the Association will focus on four key tasks: Coordinate with relevant authorities, associations and organizations to disseminate national policies and laws on data. Participate in contributing opinions to relevant legal documents. Make recommendations and consult with competent State agencies on issues related to the development of the data industry. Support relevant authorities when requested.
Speaking at the Congress, General Secretary To Lam stated that we are living in the digital age, where data has become an important resource and means of production, a new "oil", even the "blood" of the digital economy. And reality also shows that digital transformation, with data at the center, is fundamentally changing the way we live, work, and develop. Therefore, our Party and State have soon recognized the importance of data, and most recently the Politburo issued Resolution No. 57 clearly identifying data as the center of digital transformation, an important driving force for development. The Resolution also proposed pilot policies, creating an initial legal corridor for promoting the development and exploitation of data. However, according to the General Secretary, we also need to frankly acknowledge that data management and exploitation in Vietnam still have many shortcomings. In that context, the establishment of the National Data Association is of utmost importance, and will be the "extended arm" of the Party and State, the "pioneer" in implementing Resolution 57, making Vietnam a digital nation, developing based on data.
With that spirit, General Secretary To Lam suggested that in the coming time, the Association should focus on proposing to perfect the legal corridor on data, creating conditions for data to circulate, connect, share and be exploited to the maximum, while still ensuring security, safety and data sovereignty, promoting the core role in building, developing, exploiting and enriching national data, focusing on four main pillars: people, location, activities and items.
“Proactively and actively apply, master, and move towards self-reliance in core data technologies, especially artificial intelligence (AI), big data, blockchain, and cloud computing. I especially emphasize the role of the Association in a number of key programs and initiatives, it is necessary to develop a Data Market for Sustainable Development, build a national data market, deploy a Data Platform to serve research, start-up development, innovation, and provide data-related products and services to serve socio-economic development. It is necessary to build a national open AI platform to help businesses easily access AI applications and popularize data literacy for all people and raise awareness, knowledge and skills about data for the whole society, especially about the importance of protecting personal data, as well as compliance with legal regulations,” the General Secretary emphasized.
The General Secretary also requested that during this term, the Association must have solutions to enhance its capacity for self-reliance in data technology, prioritize, encourage, and create mechanisms for "Make in Vietnam" data technology products to compete fairly in the market. In addition, it is also necessary to support the promotion of the construction of advanced data infrastructure, including data centers invested by the State and private enterprises.
“Promote international cooperation, learn from experience, attract resources and participate in global initiatives on data. Build effective enforcement and monitoring mechanisms. State agencies with the leading role of the Ministry of Public Security, the Ministry of Science and Technology and a number of related ministries and sectors need to have a tighter and more synchronous monitoring system based on the strong application of digital technology to ensure that legal regulations are fully complied with,” said the General Secretary.
