On the morning of December 30, in Hanoi, Permanent Deputy Prime Minister Nguyen Hoa Binh chaired a national online conference to review ethnic work in 2024 and deploy tasks for 2025.

In 2024, ethnic work will receive attention, direction and coordination from the Party, the State and the entire political system at all levels; People and the social community nationwide will pay attention, monitor and create an important driving force in implementing ethnic policies and the efforts of ethnic minorities. The Government and the Prime Minister always pay attention, direct and operate resolutely, effectively and efficiently on ethnic work, especially poverty reduction for ethnic minorities.
In particular, in 2024, the Government and the Prime Minister have paid attention to providing specific and close direction on the construction and completion of institutions, removing difficulties and obstacles in the implementation of social policies, focusing on the National Target Program (NTP) for socio-economic development in ethnic minority and mountainous areas (EMMP). The Government has included the monitoring and urging of the implementation of the 3 NTP programs in the meeting agendas and resolutions of regular monthly meetings. The Prime Minister regularly urges ministries, governing bodies, and project owners to respond to recommendations and proposals from localities, ministries, and branches; requires ministers, heads of ministerial-level agencies, government agencies, and chairmen of People's Committees of provinces and centrally run cities to focus on implementing tasks related to accelerating public investment capital and implementing NTP programs.
The results achieved in ethnic work and ethnic minority policies have significantly contributed to changing the face of ethnic minority and mountainous areas. The economic structure has shifted positively, people's livelihoods have become increasingly diverse and rich; income has been raised, material and spiritual life has been constantly improved; the number of poor households has decreased rapidly; education and health care have been given attention; culture, good customs and practices have been gradually preserved and promoted; security and order have been maintained; the great solidarity of ethnic groups has been consolidated and strengthened.
Speaking at the conference, Deputy Prime Minister Nguyen Hoa Binh emphasized that ethnic work and implementing CSDT play a very important role. In 2025, Deputy Prime Minister Nguyen Hoa Binh requested the Ethnic Committee to reaffirm its political determination because ethnic work and resources for implementing CSDT have received special attention and timely allocation from the Party and State.
At the same time, closely following the Party's policies, the National Assembly's resolutions, and the National Target Programs, in 2025, it is necessary to complete the support for housing construction for the poor; summarize phase 1 of the National Target Program on socio-economic development in ethnic minority and mountainous areas and prepare for the period 2026-2030.
Implementing the summary of Resolution No. 18-NQ/TW, the Ethnic Committee will have changes when merging a part of the tasks related to religious work transferred from the Ministry of Home Affairs, poverty reduction work from the Ministry of Labor, Invalids and Social Affairs, so it is necessary to streamline the apparatus, ready to receive and perform the tasks well. The Ethnic Committee needs to study and propose the content of implementing the two national target programs to bring about real effectiveness.
In addition, the Ethnic Committee needs to focus on disbursing the National Target Programs well; allocate capital early in 2025 for localities. Resources allocated to implement the National Target Programs must be focused and key. The Ethnic Committee needs to review, summarize, and evaluate to build a list of priority projects to focus resources and promote efficiency.
Ministries and branches must have the responsibility to join hands with the Ethnic Committee and localities to implement ethnic work and ethnic policies... Strengthen propaganda and mobilization so that the determination of the Party and State in poverty reduction work is the aspiration and determination of ethnic minorities so that the work of hunger eradication and poverty reduction in ethnic minority areas is truly sustainable, without the mentality of waiting and relying on others.
