Ms. Nguyen Ngoc Ngan lives in District 7 and works in Go Vap District (HCMC), nearly 15 kilometers away. Her son is in 4th grade and she has had to send him to her teacher's house for extra classes for "peace of mind", but most of it comes from the family's needs.
For a long time, she was unable to pick up her children, so after school, she signed up for the homeroom teacher to take her children home and take care of them after school with some other students. During that time, she took the opportunity to tutor the children in math and Vietnamese.

The mother said that thanks to this after-school class, she can arrange to pick up her child and go home without having to practice studying, but only need to tutor her child in English and "the task is done".
Before Circular 29 on extra teaching and learning of the Ministry of Education and Training took effect, the teacher met her to inform her about stopping extra teaching. She heard a bit of sadness in her voice, so she couldn't help but feel sad.
The first week she was off from teaching, Ms. Ngan had to ask the nanny at school to take care of her child after school hours, while she waited for her to pick her up. After work, the mother hurriedly drove to school to pick up her child. In the evening, she had to do a bunch of housework and help her child with her homework.
Now, Ms. Ngan is less worried about finding someone to pick up her child. She and her husband also have to rearrange their personal habits such as trying to finish work at the office, not bringing work home, sharing housework, limiting phone use in the evening... to spend time with their child.
It is not easy to send children to extra classes like before, requiring the couple to make a real effort to arrange and accompany their children. Parents and children also have more time to talk, bond and understand each other instead of "living on their own" like before.
In the evening, the whole family cleans the house and reads books together. The children hang clothes, clean up toys, take out the trash, talk to their parents… and learn many skills.
"When the whole family gathers together, each person becomes more responsible, feels more cared for and loved. I feel like my family is being reborn," said Ms. Ngan.
She suddenly realized that there were many things about her child that she had not known when she left her child to the school and teachers. Her child felt empty and hurt when she had little time to interact and live with her parents.
She also realized that academic knowledge and English are necessary, but they are not as important as the child feeling affection, connection, interaction, and love in the family.
However, according to Ms. Ngan, when family members interact more, it can bring them closer together, but it can also lead to many conflicts and arguments. This requires each person to have a spirit of constructiveness, cooperation, and sharing.

According to Ms. Nguyen Ngoc Ngan, Circular 29 on extra teaching and learning not only "manages" the teaching staff but also sets out the responsibility of each family towards their children - something that no school or teacher can replace.
Always studying the main subjects, where is the time to study more "important" things?
MSc. Nguyen Thuy Uyen Phuong, Chairwoman of the Council of ICS Construction School, said that after Circular 29 took effect, her driver immediately "told" her about her child's teacher being banned from giving extra classes.
I thought the teacher no longer taught extra classes, which was good news for the parents, but the driver "told" them in a very dissatisfied voice. That his child's teacher was from the countryside, still living in a rented house, tutoring a few students a month to earn some money, but if she had to teach extra classes, how would she live, how much salary did she have? Now the parents in the class were thinking of ways to help her...
Ms. Phuong immediately explained to the driver that the policy was to prevent teachers from "saving lessons" and forcing students to take extra classes. The driver's child's teacher was not like that, but such things could happen here and there.

Ms. Phuong added that if teachers want to teach extra classes legitimately, they can go to licensed centers to register. Or better yet, teachers can study to switch to teaching life skills, supplementary learning skills, etc. instead of tutoring core subjects.
Countries like China and South Korea also strictly control licensed tutoring centers. There are even rules that if teaching core subjects, they cannot earn too much profit, cannot teach too many hours… Vietnam will also gradually move towards such management.
MSc. Nguyen Thuy Uyen Phuong stated that the management industry is like that because if not, only children from rich families will have the conditions to study well. And instead of rethinking their educational methods to make them more effective, formal schools will push pressure to tutoring centers.
Then students, all day at school they study the main subjects, after school they continue to study the main subjects, so when is there any time left for them to learn more "main" things for this life such as: Skills to live in harmony with others, financial skills, developing talents, artistic sense...
Ms. Phuong said that it is very difficult to have a policy that satisfies all parties or ensures the interests of all parties. Communicating the policy and building plans to solve the problems afterwards is even more difficult.
Teachers need specific support and guidance when they want to register to teach extra classes at a center or need a plan to help them teach extra hours in non-academic areas.
