The issuance of the plan aims to ensure proactiveness and unity in the direction, management, implementation and effective coordination of legal support activities for small and medium enterprises.
At the same time, clearly define the responsibilities and enhance the capacity of departments, branches, sectors, People's Committees of districts, towns and cities in providing legal support for small and medium enterprises in the province.
Thereby, contributing to improving the effectiveness of state management by law for small and medium enterprises; improving the provincial competitiveness index; creating favorable conditions for small and medium enterprises to access legal regulations in the production and business process, contributing to the socio-economic development of the province.
The Chairman of the Provincial People's Committee requested that the content of legal support for small and medium-sized enterprises must have a focus, key points, clearly defining responsibilities and implementation time; ensuring timeliness, practicality, efficiency, publicity and transparency; no overlap or duplication; consistent with the goals, work requirements and the ability to balance resources.
Strengthen coordination between state agencies and organizations representing small and medium-sized enterprises; organizations and individuals providing legal support services to small and medium-sized enterprises; and relevant agencies, organizations and individuals in the process of providing legal support to small and medium-sized enterprises.
Provincial departments and branches; People's Committees of districts, towns and cities, based on Plan No. 548/KH-UBND, according to their assigned authority, functions, tasks and practical situation, develop and organize the implementation of plans to deploy legal support activities for small and medium-sized enterprises in the fields and scope of management of agencies, units and localities.
In addition, regularly review the system of legal documents (especially documents related to enterprises) to promptly propose and recommend to competent authorities to amend, supplement, replace or abolish according to regulations for overlapping contents, inconsistent with current regulations and practical situations.
The Provincial People's Committee assigned the Department of Justice to monitor, urge, guide and coordinate with agencies, units and localities in organizing and implementing this plan; promptly report, propose and advise the Provincial People's Committee to handle any problems and difficulties arising during the implementation process./.
