Instead of just teachers lecturing, Ms. Nga encourages students with good abilities to interact and exchange lessons with students with weaker learning ability, helping them consolidate their knowledge. Associate Professor Dr. Nguyen Xuan Thanh, Head of the Department of Secondary Education (Ministry of Education and Training), said that the 2018 education program was issued by the Ministry and implemented nationwide, so there is no way for localities to set their own standards for knowledge or limit knowledge related to exam questions.
According to Mr. Thanh, Circular 29 stipulates that each subject cannot be taught free supplementary knowledge for more than 2 periods/week, but does not prohibit students from taking extra classes. Accordingly, schools and teachers can organize for students to study extra classes at school outside of regular hours depending on the school's facilities, without controlling the duration.
Thus, extra classes are self-study activities with guidance from teachers at school that need to be encouraged. Schools need to open doors, set aside classrooms and libraries for students to study on their own. Currently, due to widespread and prolonged extra classes, students have little self-study ability and are heavily dependent on extra classes.
Some teachers only care about teaching but not really care about guiding students to study by themselves, assigning students to study, do, and practice at home. From the new regulations on extra teaching and learning, teaching and learning must gradually change.
