From today (March 1), Hanoi City Police will take over the task of state management of drug addiction treatment and post-treatment management in the city, transferred from the Department of Labor, War Invalids and Social Affairs (formerly).
After taking over the management of 7 facilities, the City Police merged them into 4 facilities, including: Hanoi Drug Rehabilitation Facility No. 1 (Yen Bai Commune, Ba Vi District); Hanoi Drug Rehabilitation Facility No. 2 (Tan Minh Commune, Soc Son District); Hanoi Drug Rehabilitation Facility No. 3 (Xuan Son Commune, Son Tay Town) and Hanoi Drug Rehabilitation Facility No. 4 (Xuan Phuong Ward, Nam Tu Liem District).
At Hanoi Drug Rehabilitation Center No. 4, right after the meeting to deploy tasks, all work and activities took place as usual.
Lieutenant Colonel Nguyen Viet Long - Head of Hanoi Drug Rehabilitation Center No. 4 (Drug Crime Investigation Police Department, Hanoi City Police) said that with the spirit of not allowing any interruption or break in drug rehabilitation work, the unit quickly approached and carried out the new task.
The unit still maintains a closed schedule of 12 activities per day. Drug addicts are maintained in 5 stages including: Reception and classification; detoxification and treatment of diseases related to mental disorders; vocational education; training in production and labor; preparation for re-entry into the community.
Lieutenant Colonel Ho Le Quan, Deputy Head of the Hanoi City Police Department's Staff Department, said that taking over the task of state management of drug addiction treatment and post-treatment management transferred to the Department of Labor, War Invalids and Social Affairs (formerly) is a key and central task to bring drug addiction treatment to a new, more substantial and better stage.
According to information from the Drug Crime Investigation Police Department (Ministry of Public Security), currently, the country has 97 drug rehabilitation facilities.
Based on the survey and assessment, it is shown that many rehabilitation facilities have degraded, are overloaded, and do not meet rehabilitation requirements; some localities do not have rehabilitation facilities or have to perform many functions; the current arrangement and organization of rehabilitation facilities is not reasonable; rehabilitation facilities in some localities are located in other localities, leading to ineffective rehabilitation work...
After transferring the state management function of drug addiction treatment and post-treatment management to the Ministry of Public Security, the goal is to make a clear qualitative change in drug addiction treatment work, better organize and manage human resources, and overcome difficulties and shortcomings in this work.
Rehabilitation facilities will be reorganized to ensure synchronous, unified, consistent, streamlined, effective and efficient operations. Thereby, 97 drug rehabilitation facilities equivalent to department level have been arranged into 77 team-level units managed by the police of provinces and cities.
