Implementing the Work Program, today, the Provincial Party Standing Committee organized the 31st Provincial Party Executive Committee Conference to discuss the implementation of tasks in the first 6 months of the year, decide on key tasks for the last 6 months of 2024, give opinions on the draft Resolution of the Provincial Party Executive Committee on continuing to build and develop Thanh Hoa culture and people in the new period and some other important contents.

On behalf of the Provincial Party Standing Committee, I warmly welcome and send my best regards and warmest sentiments to the representatives of the Central Party Committees, the provincial leaders, the members of the Provincial Party Executive Committee, and the delegates attending the Conference. In preparation for this important Conference, over the past time, the Standing Committee of the Provincial Party Committee has directed the Party Committee of the Provincial People's Committee, the Provincial Party Committee Office, relevant agencies and units to prepare Reports and Submissions; submitted for comments from the Provincial Party Committee Standing Committee and received and completed to report at the Provincial Party Committee Conference. Next, I would like to present some main contents and tasks of the Conference.

Firstly, on the assessment of the implementation of socio-economic development tasks, ensuring national defense and security, Party building and the political system in the first 6 months of the year; key tasks in the last 6 months of 2024

Dear comrades!

The Party Committee, government and people of all ethnic groups in our province enter 2024 - the fourth year of implementing the Resolution of the 13th National Party Congress, Resolution No. 58 of the 12th Politburo, Resolution of the 19th Provincial Party Congress and Resolution of the Party Congresses at all levels, term 2020-2025, with many opportunities and advantages, intertwined with many difficulties and challenges. In that context, with the attention and direction of the Central Party Committee, the National Assembly, the Government, the coordination and support of the departments, ministries, branches and central agencies; the Provincial Party Committee, the People's Council, the People's Committee, the Vietnam Fatherland Front Committee of the province, all levels and branches from the province to the grassroots have focused on leading, directing and implementing drastically, synchronously, creatively and effectively the tasks and solutions set out and have achieved many very important and quite comprehensive results in all fields. Notably:

The economy grew strongly and fairly evenly in all regions; the growth rate of gross regional domestic product (GRDP) in the first 6 months of the year was estimated at 11.5%, ranking 3rd in the country and leading the group of provinces and cities with the largest economic scale in the country (the whole country is 6.42%). All production sectors have developed, many main indicators increased compared to the same period; in which agriculture had a good harvest, the winter-spring rice yield reached the highest ever; industrial production grew strongly; tourism activities were vibrant, total tourism revenue increased; state budget revenue exceeded estimates and the same period. Compensation and site clearance work was focused on. The implementation of key projects, especially the 500kV line 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) through Thanh Hoa and the 200kV line project Nam Sum - Nong Cong are being carried out vigorously. The rate of public investment disbursement is the highest among provinces and cities nationwide. The Provincial Competitiveness Index (PCI) in 2023 increased by 17 places.

Culture and society continued to make progress. The quality of comprehensive education was improved, and key education remained among the leading groups in the country. Social security was taken care of, and people's lives were improved. National defense, security, and social order and safety were maintained. The work of building and rectifying the Party and the political system received special attention and had many innovations; the leadership capacity of Party committees and the direction and administration of authorities at all levels were improved; solidarity and unity within the Party, the entire political system, and the people continued to be consolidated and enhanced.

However, with the spirit of facing the truth, we need to frankly admit that in the leadership, direction and organization of the implementation of tasks in the first 6 months of 2024, there are still limitations, some issues are major difficulties and challenges, especially the 8 groups of limitations and weaknesses mentioned in the Report, notably: High economic growth, but the growth rate in the second quarter is lower than the first quarter. Large-scale, high-tech agricultural production, following the value chain, develops slowly; livestock efficiency is low. There are not many new industrial products; the competitiveness of some traditional industrial products is low, production output tends to decrease. The operations of many enterprises are still very difficult. The progress of implementing infrastructure investment projects in industrial parks, industrial clusters and solid waste treatment projects is still very slow. In addition, 13/48 localities and units have a disbursement rate of public investment capital much lower than the average of the province. Environmental pollution caused by production, especially livestock farming, still occurs, causing public outrage. Cultural and social aspects are slow to change. Political security and social order and safety still have potential factors that can cause instability. State management, effectiveness and efficiency of direction and administration of some sectors and localities are still limited; the working capacity and sense of responsibility of some cadres, civil servants and public employees have not met the requirements and tasks... The implementation of regulations on protecting state secrets in some agencies, units and localities in the province still reveals some shortcomings and limitations that pose a high risk of exposing and leaking state secrets...

The above limitations and weaknesses have been and are hindering the development of our province; there are new limitations and weaknesses that have arisen, and many that have existed for a long time from previous years.

Dear comrades, Dear Conference!

At this important conference, I request that you carefully study the Report prepared by the Provincial Party Committee Standing Committee and, based on the practical situation of the province, as well as the sectors, fields, and working areas, participate in discussing, analyzing, and objectively and comprehensively assessing the situation in the first 6 months of 2024. Compare with the goals and tasks set out at the beginning of the year, clearly point out the outstanding results and achievements that have been achieved, especially the positive factors and newly emerging factors; In addition, I request that you analyze and clarify the limitations and weaknesses, especially the groups of limitations and weaknesses mentioned in the Report. Are they complete and properly assessed? Are there any additional limitations and weaknesses that need to be added?

During the discussion, we suggest that comrades focus on analyzing and clarifying the causes of successes, as well as the causes of limitations and weaknesses, especially subjective causes and important experiences in leadership, direction and operation.

Dear comrades!

2024 is a year of special significance, a year of acceleration and breakthrough to reach the finish line, decisive for the successful implementation of the goals of the 2020 - 2025 term. The results achieved in the first 6 months of the year are very exciting, but these are only initial results, the tasks set for the Party Committee, government and people of all ethnic groups in our province in the third quarter and the remaining 6 months of 2024 are still very large.

Provincial Party Secretary, Chairman of the Provincial People's Council Do Trong Hung delivered the opening speech at the conference.

Based on the analysis and forecast of possible events in the third quarter and the last 6 months of 2024; determined to strive to achieve an economic growth rate of 11% or more. Accordingly, it is necessary to promptly grasp opportunities and advantages, see all difficulties and challenges; from the practical implementation of tasks in localities, agencies and units; request comrades to specifically participate in 9 groups of tasks and key solutions for the last 6 months of the year stated in the Report, ensuring closeness to reality and high feasibility. In particular, it is necessary to focus on analyzing and clarifying solutions to remove difficulties and obstacles in investment activities, in site clearance, especially for key projects and works of the province; solutions to accelerate the disbursement of public investment capital in the area; accelerate the implementation of transitional projects and complete documents and procedures to start new projects as planned; Solutions to remove difficulties, create favorable conditions for businesses to maximize capacity, increase output, enhance production value... contributing to the completion and successful completion of goals and tasks in 2024 and the entire 2020 - 2025 term.

Along with the above content, at this conference, we will also review reports of the Party Committee of the Provincial People's Committee on the implementation of the Public Investment Plan; the situation of budget revenue and expenditure and the situation of investment attraction, the progress of implementation of major and key investment projects in the first 6 months of 2024.

Second, on the draft resolution of the Provincial Party Executive Committee on continuing to build and develop Thanh Hoa culture and people in the new period.

As we all know, culture holds a special position and plays a very important role in the history of formation and development of each country, nation and humanity; is the direct driving force for sustainable socio-economic development; stimulates creativity and awakens the latent abilities of people. During his lifetime, President Ho Chi Minh - the national liberation hero, an outstanding culturalist always promoted the role of culture. He affirmed that "Culture must light the way for the nation to go" . In the Outline of Vietnamese Culture in 1943 drafted by the late General Secretary Truong Chinh, it was clearly stated that "The cultural front is one of the three fronts (economic, political, cultural) where communists must operate. Not only must we make a political revolution but we must also make a cultural revolution" and advocated developing culture in three directions: National - Scientific - Mass. At the 2021 National Cultural Conference, General Secretary Nguyen Phu Trong affirmed: “Culture is the soul of the Nation, expressing the identity of the Nation. If culture exists, the Nation exists,...” . The above contents have profound orientations, demonstrating the spirit of “liberation” and are the torch that lights the way for the cause of building a new culture and developing an advanced Vietnamese culture with strong national identity, meeting the requirements of rapid and sustainable national development in the new revolutionary period.

Our beloved homeland Thanh Hoa is a land of "spiritual land and talented people", rich in historical, cultural and revolutionary traditions, always playing an important role in the history of building and defending the country of the nation. Implementing the Party's guidelines and policies, in recent years, the Provincial Party Committee and Party committees at all levels have always paid attention to leading and directing the promotion of building and developing Thanh Hoa's culture and people to meet the requirements of industrialization, modernization and international integration, achieving many important results. However, the work of building and developing Thanh Hoa's culture and people in general is not commensurate with the potential, expectations and requirements of the Province. Cultural and human development has not had a major, synchronous and long-term orientation; the strength of the community in building and developing culture has not been exploited and promoted to become the will and determination of the entire political system and the entire people.

To overcome the shortcomings and limitations and inherit and promote the good cultural values, historical and revolutionary traditions of the homeland, selectively absorb the cultural quintessence of the nation and humanity; build and comprehensively develop culture and people to become the driving force and important endogenous strength to promote Thanh Hoa's rapid and sustainable development; strive to become a rich, civilized and modern province by 2030; and become a comprehensively developed and "model" province of the whole country by 2045, the Provincial Party Committee's Standing Committee assigned the Provincial Party Committee's Propaganda Department to preside over and coordinate with relevant agencies and units to advise on the development of the Project and draft Resolution on continuing to build and develop Thanh Hoa's culture and people in the new period.

Based on the preparation of the Provincial Party Committee's Propaganda Department, the Provincial Party Committee's Standing Committee discussed 3 times and agreed on the policy of submitting to the Provincial Party Committee's Executive Committee to issue a Resolution "On continuing to build and develop Thanh Hoa culture and people in the new period". The draft Resolution was sent to the members of the Provincial Party Committee's Executive Committee for comments for the first time. 11 comrades participated in directly contributing comments to the draft. The Provincial Party Committee's Standing Committee has fully absorbed reasonable and accurate comments to complete the draft Resolution.

Considering that this is an extremely important content, a regular, continuous, long-term task of the Party Committee, the government and the entire political system from the province to the grassroots level; the Standing Committee of the Provincial Party Committee decided to continue reporting to ask for opinions from the members of the Provincial Party Executive Committee on the draft content of the Resolution at this Conference. We request that you uphold your sense of responsibility, actively participate in contributing opinions to complete the draft Resolution; focus on whether the viewpoints and general objectives of the Resolution are complete? Are the main indicators appropriate? Do any indicators need to be supplemented or replaced? Are the main tasks and solutions appropriate to successfully implement the viewpoints, objectives and main indicators?
