The Customs system is reorganized into three levels: Customs Department, Regional Customs Branch and Border Gate/Outside Border Gate Customs; reorganizing the current 35 provincial and municipal Customs Departments into 20 regional Customs Branches (numbered from I to XX). After the arrangement and reorganization, the General Department of Customs into the Customs Department, reducing about 485/902 focal points, equivalent to 53.77%.

From March 15, along with the entire Customs sector, Tuyen Quang Customs Branch officially operates under the new organizational model of Tuyen Quang Customs under the Customs Branch of Region V including (Bac Ninh, Bac Giang, Tuyen Quang, Thai Nguyen, Bac Kan), headquartered in Bac Ninh. Customs Branch of Region V has 6 departments and teams under the branch block including: Office, Personnel Department, Risk Management and Information Technology Department, Customs Operations Department, Customs Control Team, Re-assessment and Post-clearance Inspection Team.
In parallel with the process of streamlining the apparatus, the Customs Department restructured the information system throughout the industry. Accordingly, the customs code was updated to match the new names of the units to ensure the smooth implementation of the information technology system.

At Tuyen Quang Customs, immediately after converting the model, Tuyen Quang Customs focused on customs clearance of goods, not allowing any customs clearance documents of enterprises to be stuck. Comrade Luong Trung Kien, Head of Tuyen Quang Customs, said: With the spirit of implementing the new model without interruption, the unit established a standing team to resolve problems in the process of implementing tasks; review work related to the treasury and taxes, ensuring that enterprises fulfill their tax obligations to be eligible for customs clearance of goods. During the conversion process, the unit arranged officers and civil servants to be on duty 24/24 to support enterprises. In particular, all officers and civil servants worked two days on the weekend (March 15-16, 2025) to ensure the system operated stably, without affecting the customs clearance process.
Ms. Pham Thu Phuong, Chief Accountant of Tuyen Quang Mechanical Joint Stock Company, said that the Company often has a large number of orders and transaction records at the customs unit. However, in the process of converting the customs model, the Company is always guided and supported by the unit's staff, promptly and quickly removing difficulties and obstacles in the import-export procedure process. The latest information and documents are always transferred by the customs unit via Zalo, posted on the Website for businesses to promptly grasp and adjust. Thanks to that, the unit's import-export process is not affected.
The change in the customs organization model aims to implement the Party and State's reform policy, helping the apparatus to be streamlined, operate more effectively and efficiently, and develop into a regular and modern customs agency. Implementing the new model, Tuyen Quang Customs will continue to focus on reforming administrative procedures, applying information technology and modern customs management methods. Thereby, helping to simplify the process, reduce customs clearance time and facilitate businesses; maintain cooperative relationships with relevant agencies to support businesses comprehensively.
