The new Rules and Regulations on recruitment, promotion, and consideration of promotion of civil servants and public employees issued by the Ministry of Home Affairs together with Circular No. 001/2025/TT-BNV dated March 17, 2025, take effect from May 1, 2025 and replace the Rules and Regulations in Circular No. 06/2020/TT-BNV dated December 2, 2020.

Regulations for candidates to note
Firstly, according to the Regulations, candidates must be present at the examination room on time. Candidates who arrive late after the start time of the examination, part of the examination, or subject are allowed to take the examination in the following cases:
One is, no more than 05 minutes for exams with a maximum exam time of 30 minutes or no more than 10 minutes for exams with a maximum exam time of 60 minutes or more.
Second, if there is a force majeure event or objective obstacle as prescribed by law that prevents the candidate from being present on time or within the time specified in Point a of this Clause, the Head of the Examination Board, the Head of the Interview Board, and the Head of the Assessment Board shall report to the Chairman of the Council for consideration and decision on whether the candidate is allowed to take the exam in specific cases.
Second, dress neatly, civilized, polite.
Third, present your Citizen Identification Card or Identity Card or one of the other legal identification documents with photo and personal information.
Fourth, sit in the correct position according to your registration number or in the position specified by the Examination Council.
Fifth, you are only allowed to bring into the exam room: rulers and pens for taking the exam; drinking water in transparent containers without labels or any symbols or characters; papers and documents as required for each exam; and some medicines that candidates with medical records must bring.
Mobile phones, tape recorders, cameras, computers, technical devices for receiving, transmitting, transmitting information, data backup devices, and other information storage and transmission devices are not allowed in the examination room, unless otherwise specified.
Sixth, comply with the instructions of the examination room supervisor, members of the Interview Board, members of the Examination Board and the Examination Council; if you have any comments or questions, you must ask openly to the examination room supervisor, members of the Interview Board, members of the Examination Board; maintain order and do not smoke or use stimulants, foods or alcoholic beverages in the examination room or examination area.
Seventh, do not exchange information, test papers, or scratch paper with others during the exam, do not look at other candidates' test papers, or engage in any other cheating. It is strictly forbidden to copy or transmit information related to questions and answers outside the exam room or to receive information from outside into the exam room.
Eighth, the test paper must be written in only one type of ink, blue or black. Only use the type of test paper provided to do the test; all the required items for the candidate must be filled in on the test paper. Except for the mandatory sections on the answer sheet, candidates must not mark or make their own symbols on the test paper, and must not write their full name, signature, title, symbols, characters or other signs on the test paper. In case of needing to rewrite, cross out or strike through the written part of the test paper (except where otherwise specified).
Ninth, candidates are not allowed to leave the examination room for exams with a maximum duration of 60 minutes or less. For paper-based exams with a duration of more than 60 minutes, candidates are only allowed to leave the examination room after 2/3 of the exam time at the earliest; in case candidates submit their exam papers, they must submit them along with the exam paper and scratch paper before leaving the examination room.
In case of emergency, leaving the examination room for personal reasons must be permitted by the examination room supervisor.
Tenth, candidates must stop working and submit their papers immediately when the supervisor, interview board member, or examination board member declares the end of the test time; sign the list of submitted papers or the list of test results (for computer-based tests). For paper-based tests, the total number of test papers submitted must be clearly stated; in case the candidate is unable to complete the test, he/she must also submit the test papers.
Eleventh, in case of organizing the exam on computer:
First, in case of a problem with the test machine during the test, the candidate must immediately notify the invigilator or computer technician to make a record confirming the problem; the candidate can retake the test during the test session or on the test day. In case the test cannot be retaken during the test session or on the test day, the candidate will be arranged to retake the test on the following day as decided by the Chairman of the Council.
Second, candidates are strictly prohibited from engaging in any behavior that affects the computer system serving the exam. In case of violation, the form of handling shall be determined based on the motive, nature, extent, consequences, cause of the violation, and specific circumstances as prescribed in Article 2 of these Regulations.
Twelfth, candidates are only allowed to leave the examination room after submitting their papers and signing the list of submitted papers and the list of exam results.
In case a candidate does not sign the list of submitted papers or the list of exam results before leaving the exam room, the exam score will be determined as 0 (zero) points. In case the supervisor, interview board member, or examination board member discovers that a candidate signs on behalf of another candidate, the exam score of these candidates will be determined as 0 (zero) points. In all these cases, a record must be made.
Thirteenth, candidates have the right to report to the examination room supervisor about any violation of the rules and regulations by the candidate (if any).
Regulations on the organization of recruitment of civil servants, public employees, and civil servant promotion exams. Specifically as follows:
For computer-based exams, the test start time is pre-programmed in the exam software, automatically starting to calculate the test time according to regulations, consistent for each exam, regardless of whether the candidate logs into the exam account.
The examination process is specifically regulated in the Council's Examination Organization Guide.
During the test, candidates can submit their test papers on the test software at any time. When the test time is up, the test software automatically stops the candidate's test and collects the test papers.
When the test time is over, the computer technician in the examination room checks, extracts from the examination software and prints the list of test results of the candidates in the examination room for the candidates to sign to confirm the submission of their test.
Candidates are only allowed to leave the examination room (end of the examination) after the end of the examination time for examinations with a duration of 60 minutes or less or at the earliest 15 minutes before the end of the examination time for examinations with a duration of more than 60 minutes but no earlier than 60 minutes from the start of the examination time.
After completing the collection of papers, checking, extracting exam organization data; preparing exam reports and compiling them into exam proctoring files to hand over to members assigned by the Head of the exam proctoring committee; deleting all data stored on the server; sealing the server, workstation, exam machine or server room, exam room.
Candidates who are exempted from any exam are allowed to be absent from that exam.
For paper-based exams, the test starts when the test starts. The maximum time for the test is written on the test paper. The invigilator writes the start time and the time for submitting the test on the board in the exam room.
The examination process is specifically regulated in the Council's Examination Organization Guide.
Only collect the candidates' papers after 2/3 of the test time at the earliest. When the test time is over, ask the candidates to stop working; call each candidate's name to submit their papers, and receive their papers. When receiving the papers, count the total number of papers that the candidates have submitted, ask the candidates to write down the correct total number of papers and sign the list of papers submitted before allowing the candidates to leave the test room.
Check and arrange the papers in ascending order of the registration number in the paper bag. Minutes of handling incidents, unusual situations, and violations of exam rules and regulations (if any) are collected into a separate bag for examination supervision. Hand over the papers and examination supervision records to the members assigned by the Head of the Examination Committee to collect the papers. The papers and examination supervision records must be checked publicly and the number of papers and the total number of pages of each paper must be compared with the list of submitted papers.
After checking, the test bag and the list of submitted tests of each examination room are sealed on the spot by the member assigned by the Head of the Examination Committee, together with the invigilators of that examination room, who sign the seal label on the test bag and sign the minutes of handover and receipt of the test.
The marking process of the Marking Board is specifically regulated in the Examination Organization Guide of the Council.
Summary and announcement of exam results
After completing the marking as prescribed in Article 16 of this Regulation, the Council shall compile the examination results from the summary table of marking results and the table of combining the scores with the registration number, forming the examination results (first time) to announce and notify the receipt of appeal applications as prescribed.
After completing the re-examination marking as prescribed in Article 17 of this Regulation, the Council shall summarize the official examination results after processing the examination results as prescribed in Article 18 of this Regulation, report to the head of the competent authority recruiting civil servants, public employees, and organizing civil servant promotion examinations for approval and recognition of the examination results before the Council announces the approved and recognized examination results as prescribed.
In case there is no re-examination of the exam, after the deadline for receiving re-examination applications has expired, the Council shall report to the head of the competent authority recruiting civil servants, public employees, and organizing civil servant promotion exams to approve and recognize the exam results before the Council announces the approved and recognized exam results according to regulations.
For the organization of interviews, oral examinations, practice examinations, and project defenses, the examination time is calculated from the time the candidate begins the interview, oral examinations, practice examinations, and project presentation after completing the preparation within the prescribed time. In case the preparation time ends but the candidate has not started the test, the examination time is calculated to start immediately after the end of the preparation time.
The process of organizing interviews, oral exams, and practical exams is specifically regulated in the Council's Exam Organization Guide.
Based on the content and nature of the exam, recruitment plan, and recruitment announcement, the Chairman of the Council decides how to announce the exam to candidates to ensure that candidates have the necessary preparation time according to regulations. The announcement must ensure publicity, transparency, and equality in receiving information from all candidates.
Conduct interviews, oral questions and score candidates. The content of the interviews and oral questions (including the candidates' answers) must be recorded simultaneously in writing with the signatures of the interviewers and oral questioners and the candidates and in one of the following forms: Audio files storing the sounds of the interviewers and oral questioners and the candidates or multimedia files storing the images and sounds of the interviewers and oral questioners and the candidates.
For the project defense exam, the organization shall follow the exam organization instructions prescribed by the Council.
For organizations that consider promoting civil servant professional titles
The members assigned to appraise the same application shall conduct a joint appraisal of that application.
Based on the components of the application file and the application evaluation criteria, the application evaluation member shall evaluate whether the application file meets the standards and conditions for consideration of promotion to the professional title of a civil servant and record the evaluation results and related information (if any) in the Application Evaluation Form.
When appraising the dossier, if the members of the appraisal committee do not agree on the appraisal results, the application and the appraisal results of the members shall be transferred to the Head of the appraisal committee for consideration and decision, or the Head of the appraisal committee shall synthesize and report to the Chairman of the Council for consideration and decision.
The appraisal results of each application are summarized in a general appraisal results summary table signed by the members participating in the appraisal of the application and the Head of the appraisal board.
The Head of the appraisal board hands over the appraisal results of each application, and the final summary of appraisal results is sealed in an intact envelope to the Council.
When delivering and receiving, a handover record must be made, with the signatures of the delivering party, the receiving party, the representative of the Council, and the representative of the Supervisory Board.
Based on the number of applications for consideration, the nature of professional activities, standards and conditions for consideration of promotion to civil servant professional titles, the Council may directly appraise the applications according to the provisions of this Article without having to establish an Application Appraisal Board.
In case competent agencies, organizations and units organize examinations, recruitment of civil servants, public employees, examinations for promotion of civil servants, and consideration of promotion of professional titles of public employees according to plans and projects approved by competent authorities according to Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government regulating the recruitment, use and management of civil servants, which has been amended and supplemented by a number of articles according to Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government or according to Decree No. 138/2020/ND-CP dated November 27, 2020 of the Government regulating the recruitment, use and management of civil servants, which has been amended and supplemented by a number of articles according to Decree No. 116/2024/ND-CP dated September 17, 2024 of the Government before the effective date of this Circular, it shall continue to be applied. Regulations on organizing examinations, recruitment of civil servants and public employees, examinations for promotion of civil servants' ranks, examinations or consideration for promotion of professional titles of public employees; Internal regulations on examinations, recruitment of civil servants and public employees, examinations for promotion of civil servants' ranks, examinations or consideration for promotion of professional titles of public employees issued together with Circular No. 06/2020/TT-BNV dated December 2, 2020 of the Minister of Home Affairs promulgating the Regulations on organizing examinations, recruitment of civil servants and public employees, examinations for promotion of civil servants' ranks, examinations or consideration for promotion of professional titles of public employees; Internal regulations on examinations, recruitment of civil servants and public employees, examinations for promotion of civil servants' ranks, examinations or consideration for promotion of professional titles of public employees within 06 months from the effective date of this Circular; after this period, if not completed, the provisions of this Circular shall apply.
