Kinhtedothi - On the evening of December 22, during the working program in Lao Cai, Prime Minister Pham Minh Chinh and the working delegation worked with the Standing Committee of Lao Cai Provincial Party Committee.
Earlier on the same day, Prime Minister Pham Minh Chinh attended the inauguration ceremony of the project to rebuild three villages of Lang Nu, Nam Tong and Kho Vang; surveyed the construction plan and direction of the Lao Cai-Hanoi-Hai Phong railway connecting Vietnam with China; congratulated priests, monks and Catholics at Lao Cai Parish and presented gifts to some Catholic families on the occasion of Christmas; and attended the groundbreaking ceremony of the Golden Square Lao Cai social housing project in Bac Lenh ward, Lao Cai city.
At the meeting, delegates assessed that with many distinct potentials, comparative advantages and outstanding opportunities, and abundant resources , Lao Cai has all the "unique" favorable conditions to develop into a growth pole of the northern border region and the whole country, becoming a center for economic trade connection between Vietnam and ASEAN countries with the Southwest region of China.
Lao Cai is located at a "vital gateway", is the "fence" of the Fatherland, is an "outpost" in foreign affairs activities. The province is a locality with "headwater rivers and top mountains"; has a large international border gate; has a large area and low population density.
Natural area of over 6,300 km2 (ranked 19/63 nationwide); population of over 730,000 people (ranked 54/63 nationwide), including 25 ethnic groups (ethnic minorities account for 66.2%).
Lao Cai is one of the few mountainous provinces with all types of intra-provincial, inter-provincial and international transportation (highway, railway, waterway, Sa Pa airport will start construction in the near future).
The province is the economic and foreign affairs center on the Kunming - Lao Cai - Hanoi - Hai Phong - Quang Ninh economic corridor; a transit center between the provinces of Vietnam, ASEAN with the Yunnan market and the Southwest region of China.
Lao Cai province has famous and branded tourist destinations (such as Sa Pa, Fansipan peak, Bac Ha, etc.); has rich soil, rich in mineral resources with many precious minerals, high quality and large reserves (apatite, iron, copper, etc.); a dense river and stream system with steep terrain brings advantages in developing medium and small hydropower...
Lao Cai has a rich and unique treasure of tangible and intangible culture (in the top of the country in terms of the number of cultural heritages, with 37 national intangible cultural heritages, 02 representative heritages of humanity - the Tay, Giay tug-of-war ritual and the Tay, Nung, Thai then practice ritual). Lao Cai people are united, hard-working, proactive, creative, kind, hospitable with a strong desire to rise up.
Reports and opinions at the review meeting in 2024, although there are still many difficulties and challenges, especially due to natural disasters, the Party Committee, government and people of Lao Cai province are united, highly determined, make great efforts, overcome all difficulties, are proactive, creative, and achieve positive results.
GRDP economic growth in 2024 is estimated at 7.38%, 2.2 percentage points higher than the growth rate in 2023 (5.11%), higher than the overall growth rate of the whole country. GRDP per capita is estimated at 97.5 million/person/year, an increase of 8.9 million VND/person/year compared to 2023, equal to 80% of the national average. Economic scale is estimated at 78,000 billion VND, an increase of 11.8% compared to 2023, ranking 44/63 provinces and cities.
Although agricultural, forestry and fishery production was affected by storm No. 3, the basic plan targets were completed. Industrial production faced many difficulties but was still on the growth track. Commercial business activities were bustling, with total retail sales of goods and service revenue increasing by 9.65% over the same period. The number of tourists to the province increased sharply, estimated at 7.8 million, up 8% over the same period. The total import-export value through border gates for the whole year is estimated at 3.625 billion USD, up 68% compared to 2023.
Lao Cai is always in the group of provinces with high disbursement rates in the country, estimated to reach 100% of the plan in 2024. Many projects on transportation, health, education... have received investment attention, with many works being effective.
State budget revenue has improved a lot, estimated at 12,800 billion VND for the whole year, equal to 139.5% of the central budget estimate and 135.9% compared to 2023. Credit growth has achieved good results, total credit capital is estimated at 70,800 billion VND, up 10% over the same period.
National defense, security, order and social safety are ensured; foreign affairs activities are promoted. Party building and the political system are focused on.
Cultural and social fields are focused on; many policies to ensure social security and social welfare are effectively implemented. Social housing construction is actively implemented, with 6 projects with a scale of 4,851 apartments being implemented, reaching 63% of the target assigned by the Government by 2030; of which 3/6 projects have been and are being implemented with a scale of 3,866 apartments; 3/6 projects are completing investment procedures and are expected to start construction before April 30, 2025.
The work of eliminating temporary houses, dilapidated houses, and houses affected by storm No. 3 has been resolutely carried out, with the goal of having no temporary or dilapidated houses in the province by the end of June 2025, exceeding the schedule assigned by the Prime Minister by 6 months. The total number of houses needing support in the 2024-2025 period is 11,024 (7,743 new houses, 3,281 houses repaired); to date, about 5,397 houses have been completed, reaching 50% of the plan.
The province has proactively and flexibly responded to natural disasters and storms, promptly deployed effective measures and solutions appropriate to the situation, mobilized the participation of the entire political system and the people, businesses...; made efforts, resolutely, seriously and effectively implemented the Central Government's instructions on overcoming the consequences of storms (after storm No. 3).
Lao Cai Provincial Party Secretary Dang Xuan Phong affirmed that the province will set higher goals and targets than the Central Government in implementing tasks.
Strive for GRDP growth to reach over 10%
Concluding the meeting, Prime Minister Pham Minh Chinh basically agreed with the delegates on the potentials, opportunities, advantages, achievements and results of Lao Cai in 2024.
The Prime Minister gave a general assessment that since the previous meeting (September 2022) up to now, Lao Cai has made many progresses in all aspects, done many good deeds, contributing to the overall achievements and results of the whole country, especially effectively overcoming the consequences of storm Yagi, improving the material and spiritual life of the people, consolidating and strengthening the people's trust in the Party and State.
In addition to the very basic results, the Prime Minister pointed out a number of difficulties, shortcomings and limitations of the province. Accordingly, the scale of the economy is still small; the quality of economic growth is not sustainable. Natural disasters and weather are complicated, subsidence and landslides are difficult to predict. Infrastructure, especially transport infrastructure, is still inadequate. The poverty rate is high, the gap between rich and poor between urban and rural areas is still high. National defense, order and social safety in some places have potential complications...
Regarding viewpoints and orientations for the coming time, the Prime Minister requested to continue to thoroughly grasp and develop action plans and programs to concretize and fully and effectively implement the Resolution of the 13th National Party Congress, the Resolutions, Conclusions and directions of the Central Committee, the Politburo, the Secretariat, the National Assembly and the Government, including Resolution No. 11-NQ/TW of the Politburo on socio-economic development directions and ensuring national defense and security in the Northern midlands and mountainous areas and the Resolution of the Provincial Party Congress; properly apply and implement the Party's guidelines and policies, the State's policies and laws and the direction and administration of the Government and the Prime Minister.
Along with that, closely follow practice, start from practice, respect practice, take practice as a measure; focus on summarizing, concluding, evaluating lessons learned, promoting good models, effective methods to continue to replicate, creating high spreading power.
As a locality with special strengths and comparative advantages in terms of security, defense, tourism development connection, services, international trade, especially with Sa Pa, border gate economy, Red River..., Lao Cai needs to strongly promote its potentials, strengths, self-reliance, self-reliance, effectively exploit forest space, underground space and outer space, rise strongly with endogenous strength, without waiting or relying, contributing to building an independent and autonomous national economy.
Strengthen decentralization, delegation of authority, and individualization of responsibility along with resource allocation, inspection, supervision, and control of power; have measures to effectively inspect and supervise the implementation of each level.
Building a system of administrative agencies that are united, highly unified, honest, democratic, active, effective, and take people and businesses as the center of service. Building a team of professional, clean, dedicated officials serving the people.
Regarding some key tasks and solutions, the Prime Minister first requested Lao Cai to review the set goals and tasks, strive to achieve any goals that have not been achieved, and continue to improve the quality and efficiency of any goals that have been achieved.
Along with that, continue to prioritize growth, renew traditional growth drivers (investment, export and consumption), promote new growth drivers such as science and technology, innovation, circular economy, sharing economy, knowledge economy, green transformation, digital transformation, build Lao Cai's database to develop artificial intelligence and policy making.
Striving to achieve GRDP growth of over 10% in 2025, the Prime Minister stated that it is necessary to mobilize all resources for development, improve the efficiency of attracting and using investment capital (especially FDI capital and public-private partnership).
Continue to promote border gate economy to become an economic breakthrough for Lao Cai province and the provinces of the Northern Midlands and Mountains; focus on building Lao Cai into a center for economic trade connection between Vietnam and ASEAN countries with the Southwest region - China in the spirit of Resolution 11-NQ/TW dated February 10, 2022 of the Politburo.
Continue to innovate methods, improve the Party's governing capacity, build a clean and strong Party organization and political system in all aspects; more resolutely and actively focus on streamlining the organization and apparatus to operate effectively and efficiently according to Resolution 18 of the Central Committee. Promote decentralization and delegation of power along with resource allocation, promote proactiveness, self-reliance and self-reliance at all levels; resolutely eliminate the "ask - give" mechanism.
Synchronously implement tasks and solutions for human resource development, especially high-quality human resources. Continue to improve the investment and business environment; focus on improving the Provincial Competitiveness Index (PCI)...
Preserve and promote traditional cultural values, characteristics of ethnic groups and people of Lao Cai. Effectively implement social security work, ensure social welfare. Complete the elimination of temporary and dilapidated houses in the whole province (June 2025), complete the assigned target of social housing.

Effectively implement foreign affairs activities, maintain security and national defense; build a peaceful, friendly, cooperative and developing border. Proactively build smart border gates and coordinate with ministries and branches to build and implement the Lao Cai - Hanoi - Hai Phong railway project.
Also at the meeting, leaders of ministries and branches responded, Prime Minister Pham Minh Chinh gave his opinion on the proposals and recommendations of Lao Cai to continue focusing on implementing and accelerating the progress of key infrastructure projects connecting the province and the country, internationally: Sa Pa airport, Lao Cai - Hanoi - Hai Phong standard gauge railway, promoting the completion of the 4-lane Hanoi-Lao Cai expressway, Ban Vuoc-Ba Sai border bridge, Lao Cai-Vinh Yen 500KV power line project (to be completed in 6 months)...
The Prime Minister also assigned the Ministry of Culture, Sports and Tourism to coordinate with Lao Cai province to study and propose the organization of the Red River Festival, to be completed in the first quarter of 2025.
