(NLDO) - The Prime Minister affirmed that before March 15, if ministries and localities do not complete the allocation of budget capital, the capital will be recovered to be allocated to other projects.


On the afternoon of March 9, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired the 16th meeting of the Steering Committee.

The meeting was held in person and online between the Government headquarters and 44 provinces and centrally-run cities with important national and key transport projects in the area.

Attending the meeting at the bridge locations were Deputy Prime Ministers: Tran Hong Ha, Ho Duc Phoc; Minister, Head of the Government Office Tran Van Son; members of the Steering Committee, leaders of ministries, ministerial-level agencies, agencies under the Government; Chairmen of People's Committees of provinces and cities; representatives of corporations, general companies, project management boards, investors, contractors...

The meeting aims to review and urge the work after the 15th meeting and discuss solutions, continue to remove difficulties and obstacles, and speed up the progress of works and projects.

Complete capital allocation before March 15

In his opening speech, Prime Minister Pham Minh Chinh stated that we are having to carry out many large and important tasks at the same time, including the GDP growth target of 8% or more in 2025.

One of the important solutions to achieve growth from 8% is to focus resources on completing a synchronous and modern strategic infrastructure, opening up and effectively using public investment, using public investment to lead private investment, and activating all other resources. In public investment, investment in transport works accounts for a large proportion.

The Prime Minister stated that by 2025, the country must complete the goal of having at least 3,000 km of expressways and 1,000 km of coastal roads, basically opening the expressway from Cao Bang through Lang Son to Ca Mau; basically completing Long Thanh airport, Tan Son Nhat T3 terminal, Lach Huyen port... Some transport projects are expected to be completed in 2027 but can strive to be completed earlier if there are opportunities and favorable conditions.

The Prime Minister also reiterated the request for ministries, agencies, and localities to urgently complete the allocation of the entire state budget investment plan for 2025, to be completed before March 15. In case of failure to allocate on time, the Government will recover the unallocated central budget capital to allocate to other projects in need of capital to accelerate progress and review and handle responsibilities.

Along with that, strive to save an additional 10% of regular expenses in 2025 compared to the annual estimate to focus on the Lao Cai - Hanoi - Hai Phong railway project.

The Prime Minister requested ministries, branches and localities to review projects; report on difficulties and problems that need to be further resolved, especially materials for key transport projects in the Mekong Delta; site clearance, handover, relocation of technical infrastructure; procedures and construction status of projects.

On this occasion, the Prime Minister commended and welcomed Ho Chi Minh City for officially inaugurating metro line No. 1 on the morning of March 9.

1,188 km of highway expected to be completed in 2025

According to the Ministry of Construction, at the 15th meeting, the Prime Minister assigned 33 tasks to ministries, branches and localities, focusing on removing difficulties and obstacles, speeding up investment preparation procedures for projects; to date, the units have completed 22 tasks on time, including a number of important tasks.

Accordingly, the Ministry of Finance has completed the appraisal of the Tan Phu - Bao Loc expressway project; and has instructed Tuyen Quang province on adjusting the investment policy of the Tuyen Quang - Ha Giang project.

The Ministry of Agriculture and Environment has provided guidance on the use of sea sand as filling material for traffic works, guided An Giang province on stone mining, and instructed other provinces on licensing procedures and increasing the capacity of filling material mines in the Mekong Delta region.

The Ministry of Construction has approved the adjustment of the investment policy for the Ben Luc - Long Thanh project; has completed and submitted to the Government for promulgation a Resolution on the implementation of the high-speed railway project on the North - South axis; has completed and submitted to the Prime Minister for approval the adjustment of the Long Thanh international airport project phase 1.

Regarding the implementation of expressway projects planned to be completed in 2025 to achieve the goal of having 3,000 km of expressway nationwide, currently, the Ministry of Construction, localities and Vietnam Expressway Corporation (VEC) are implementing 28 projects/component projects with a total length of about 1,188 km, expected to be completed in 2025. Of which, 16 projects with a total length of 786 km are being implemented closely following the completion plan in 2025, many projects with favorable conditions will strive to shorten the construction time by 3 - 6 months compared to the contract (of which the Ministry of Construction has 14 projects/760 km, localities have 2 projects/26 km).

Currently, there are 12 projects with a total length of 402 km that are still facing difficulties in site clearance and construction material sources. We need to resolutely and focusedly resolve and organize construction in "3 shifts, 4 teams" to be able to complete in 2025 (of which the Ministry of Construction has 3 projects/129 km, and localities have 9 projects/273 km).
