Provincial People's Committee leaders inspect and remove difficulties and obstacles of projects in Dinh Lap district

- On March 21, Working Group No. 4 of the Provincial People's Committee led by Comrade Doan Thanh Son, Vice Chairman of the Provincial People's Committee, Head of Working Group No. 4, inspected the situation, considered and resolved difficulties and obstacles for projects in Dinh Lap district.

According to the report at the working session, Dinh Lap district currently has 3 projects with state and non-state capital sources subject to inspection according to plan No. 76/KH-UBND dated March 18, 2025 of the People's Committee of Lang Son province, including: Flood avoidance road project to the center of poor mountainous communes 30a (Dong Thang, Cuong Loi, Lam Ca); forestry development investment project of Dinh Lap district; urban area project in the East of Dinh Lap town. However, the above projects are all behind schedule compared to the plan due to many reasons such as: institutions, procedures on investment, construction, site clearance, weather, construction material prices, contractor capacity is not guaranteed...

At the inspection, representatives of departments, branches and the People's Committee of Dinh Lap district proposed many solutions to remove obstacles in implementing projects such as: adjusting investment policies for some projects; implementing procedures to terminate land leases for organizations to implement projects according to planning; reviewing land allocation and land lease to implement projects for effective investment, management and exploitation...

Representative of the Provincial Construction Investment Management Board spoke and reported at the inspection session.

Speaking at the inspection, the Vice Chairman of the Provincial People's Committee acknowledged the proposed solutions to remove difficulties of agencies and units; requested investors, contractors and relevant agencies to urgently overcome the limitations pointed out.

Regarding the project of flood-avoiding roads to the center of poor mountainous communes 30a (Dong Thang, Cuong Loi, Lam Ca); ensuring social security and serving national defense and security in Dinh Lap district (phase 2), the Vice Chairman of the Provincial People's Committee requested the Provincial Construction Investment Project Management Board to strengthen inspection, supervision and monitoring of contractors at the site to ensure the progress and quality of the project according to the adjusted plan. The contractor will focus on human resources, equipment and materials to complete the entire road surface in May 2025 and complete the project before October 2025; the construction process must ensure traffic safety, environmental sanitation, etc.

Regarding the Eastern Urban Area project of Dinh Lap town, the Vice Chairman of the Provincial People's Committee requested investors to strengthen coordination and complete investment procedures according to comments from professional agencies; assign the Department of Finance to preside over and coordinate with the Department of Construction, the District People's Committee and relevant agencies to guide investors to adjust the project in April 2025; Dinh Lap District People's Committee focuses on resolving the site clearance work, to be completed in May 2025.

Regarding the Forestry Development Investment Project in Dinh Lap District, he requested the investor to coordinate with the Department of Agriculture and Environment and the People's Committee of Dinh Lap District to review and adjust the project area; the Department of Agriculture and Environment shall preside over and advise the Provincial People's Committee to recover the area of natural forests and protective forests where the investor does not implement the project according to regulations, and propose strict handling of violations if detected, to be implemented in April 2025. Based on the review results, the Department of Finance shall consider and guide the investor to adjust the project in May 2025; in case the investor fails to complete the adjustment and correction contents according to regulations, the project will be terminated after June 30, 2025.
