On February 28, 2025, the Politburo agreed with the proposal of the Ministry of Education and Training to exempt tuition fees for students from preschool to public general education. As soon as the information was widely announced in the media, many managers, teachers and parents across the country expressed their joy at this humane decision. Many people believe that this is a popular decision, with social significance and strong influence. This is also a great motivation for schools and families to have more conditions to care for and invest in students' education.

However, when the information was made public, on reactionary websites and social networks, hostile forces took advantage to distort and sabotage our Party and State. On the website of the terrorist organization Viet Tan, they argued that: "People are happy because students from primary to high school will be exempted from tuition fees. This should have been done a long time ago". In the comments section of the above article, many opinions that did not understand this policy correctly said that "tuition fees from a few tens to a few hundred thousand a month are not worth much compared to other learning expenses that parents have to pay"; or "reducing tuition fees but increasing surcharges";...

The weight of policy is not measured by numbers alone!

The Viet Tan terrorist organization is really confused. Because in reality, the weight and effectiveness of a policy, sometimes cannot be measured by numbers alone!

First of all, it must be recognized that free tuition is one of the most meaningful decisions. Only those who are in difficult economic circumstances can understand the value of these support policies. Without tuition support, many students from poor households, remote areas may have to drop out of school to work to earn money to support their families.

With this support, the burden of worries of parents when entering the new school year is also reduced somewhat. Students with difficult circumstances continue to go to school, will have more decent clothes, school supplies or a bicycle to school, instead of having to spend that money on tuition. Especially, for families with 2-3 children of school age, with many other expenses for education, this support is even more meaningful.

In addition, this move also aims to bring fairness and equality in the two public and private education environments in terms of tuition fees - which currently have and continue to have a huge gap and difference.

According to statistics, the country currently has 23.2 million students (not including students studying at vocational education and continuing education centers), including: 3.1 million preschool students under 5 years old; 1.7 million preschool students 5 years old; 8.9 million primary school students; 6.5 million middle school students and 3 million high school students.

Currently, 10 provinces and cities have issued Resolutions of the Provincial People's Council on exempting preschool and general education fees for the 2024-2025 school year: Quang Ninh, Hai Phong, Yen Bai, Quang Nam, Khanh Hoa, Da Nang, Ba Ria - Vung Tau, Binh Duong and Long An. However, many students and families in other localities still have to pay tuition fees.

Regarding the budget to implement the tuition exemption policy for students, based on relevant regulations, the Ministry of Education and Training estimates that the state budget needs to pay to exempt tuition fees for all students from kindergarten to high school to be about 30 trillion VND.

According to the ministry, if the local budgets of provinces/cities that have exempted tuition fees are deducted, the central budget will have to pay less than this amount. In fact, the budget level that needs to be guaranteed will depend on the specific tuition fees of each province/city directly under the Central Government, decided by the provincial People's Council based on the Government's regulations on the floor and ceiling tuition fees.

From the past to the present, tuition fees have affected most families and are a matter of special concern to public opinion every time a new school year begins. The policy of exempting tuition fees for all children from preschool to high school at public institutions nationwide will contribute significantly to improving the quality of education, receiving high consensus from society, in line with the superiority of the regime and policies of the Party and State on education and in line with the general trend of developed countries.

Currently, the Government has issued regulations on tuition exemption for students. According to current regulations, from September 1, 2025, the State will exempt tuition fees for all public students from 5-year-old kindergarten to junior high school (up to grade 9). In addition, the Government has also issued a policy of reducing 50 - 70% of tuition fees, supporting study costs for many poor students, students in difficult circumstances, students under social policy, ethnic minority students (studying in public and private schools).

In addition to the subjects exempted from tuition fees according to the current regulations mentioned above, the Ministry of Education and Training proposed and received approval from the Politburo to add tuition exemption for preschool students from 3 months to 4 years old and high school students. Accordingly, all preschool students, primary school students, middle school students and high school students in public schools will be exempted from tuition fees. Students in private schools will be compensated for tuition fees equal to the tuition fees of public schools according to the provisions of law; the difference in tuition fees between public schools and private schools will be paid by the student's family.
