BHG - “Agree to implement the Tuyen Quang – Ha Giang expressway project phase 2 with a scale of 4 lanes. This is a very urgent matter, a “way out”, a way out for Ha Giang’s economy”. That was the emphasis of General Secretary To Lam during his visit and work in our province on February 6.

Before the 2020-2025 term, the northern mountainous province did not have a railway system, was not planned to develop a commercial airport and did not have an expressway. The only and vital traffic route connecting Ha Giang with the capital Hanoi and the developed economic regions of the Northern Midlands and Delta is National Highway 2. Therefore, the Resolution of the 17th Provincial Party Congress, term 2020-2025, identified 1 of the 3 most important and strategic breakthroughs as building transport infrastructure. The Action Program to implement the Resolution of the Provincial Party Congress and the Socio-Economic Development Plan for the period 2021-2026 of the Provincial People's Committee aims to propose to the Central Government to approve investment in the Tuyen Quang - Ha Giang Expressway.

Perspective of the construction plan of the expressway phase 2 through Ha Giang city.

With the province's drastic participation and continuous efforts, the goal of building the province's expressway has become a reality when the Prime Minister approved and delegated to Ha Giang province to invest in the Tuyen Quang - Ha Giang Expressway project, phase 1 (section through Ha Giang province). The project was approved by the Provincial People's Council in Resolution No. 30/NQ-HDND dated August 25, 2022, the Provincial People's Committee decided to invest in the project in Decision No. 2198/QD-UBND dated December 5, 2022, with a cross-section scale of 2 lanes, roadbed width of 12m; the scope of site clearance according to the scope of construction of a complete 4-lane expressway according to the Road Network Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021.

The project has a total length of 104.5 km, of which 77 km is in Tuyen Quang province and 27.5 km is in Ha Giang province; the starting point is at the intersection of Tuyen Quang - Phu Tho expressway with National Highway 2D, in Nhu Khe commune, Yen Son district (Tuyen Quang); the end point is in Tan Quang commune (Bac Quang). In Ha Giang province, the starting point connects to the end of Vinh Tuy bridge in Vinh Tuy town (Bac Quang); the end point is at Km27 + 480, in Tan Quang commune (Bac Quang). The total investment in phase 1 is 3,198 billion VND from the central budget allocated according to the Program for socio-economic recovery and development after the Covid-19 pandemic and the provincial budget. The project implementation period is from 2022 to 2025. In May 2023, the Tuyen Quang - Ha Giang Expressway Project phase 1, the section through Ha Giang province, officially started construction. This is a group A transport project, added by the Prime Minister to the list of national key projects, key projects of the transport sector.

Recognizing the importance of the expressway for the development of the province, over the past 2 years, provincial leaders have regularly inspected, urged, and removed difficulties and obstacles for the Tuyen Quang - Ha Giang Expressway Project, especially site clearance and saving local expenditure sources to reserve resources for implementation... As of early February 2025, site clearance for the entire 4-lane route reached 97%, with 26,844/27,480km of road handed over to the contractor. All 3 construction packages have achieved progress, with output value of 49%, equivalent to VND 1,130 billion/VND 2,316 billion. Of which, package No. 03-XL (Km0+00 - Km12+500) reached 55.4% of the contract value, equivalent to VND 450/812 billion; Package No. 04-XL (Km12+500 - Km19+120) reached 48% of the contract value, equivalent to 365/764 billion VND; Package No. 05-XL (Km19+120 - Km27+480) reached 43% of the contract value, equivalent to 315/740 billion VND. Immediately after the Lunar New Year holiday, the contractors gathered 134 pieces of equipment, machinery, nearly 200 workers, divided into 15 highly concentrated construction teams, striving to complete the project in 2025 according to the set plan.

The expressway project is being actively implemented by the province and the Prime Minister has approved the investment policy to increase it to 4 lanes, and has allocated an additional 1,500 billion VND to the province for implementation. However, phase 1 of the project has an end point in Tan Quang commune (Bac Quang), nearly 50km from Ha Giang city and over 70km from Thanh Thuy International Border Gate. Therefore, to maximize the effectiveness of the expressway phase 1 under construction, creating a highway axis to enhance the trade of goods through Thanh Thuy Border Gate connecting the Northern region with China, promoting tourism development in Ha Giang as well as reducing the load on National Highway 2. At the same time, realizing the growth target of over 8% in 2025 and double digits in the period of 2026 - 2030, reducing the poverty rate by an average of 5%/year according to the direction of the Central Government, poses an urgent requirement in implementing phase 2 of the project from Tan Quang commune (Bac Quang) to Thanh Thuy Border Gate Economic Zone.

During the working session with key leaders of the province, General Secretary To Lam agreed with the province's proposal to implement the second phase of the Tuyen Quang - Ha Giang Expressway Project with a complete 4-lane scale. The General Secretary affirmed: The biggest "bottleneck" for Ha Giang is the difficult traffic system, especially traffic to connect trade and promote the economy with the large Chinese market. The General Secretary assessed that this is a very urgent task, a "way out", a way out for the Ha Giang economy, especially the development of the border trade and tourism economy of Ha Giang. This project is a breakthrough, a strategy that must be done soon.

According to the survey, research and preliminary agreement of the province, phase 2 of the Tuyen Quang - Ha Giang Expressway Project has its starting point in Tan Quang commune connecting with the phase 1 expressway, the end point connecting to National Highway 2 in Phuong Do commune, Ha Giang city, adjacent to the Thanh Thuy Border Gate Economic Zone planning area, with a total length of about 45km. The project has a scale of 4 complete lanes, a roadbed width of 24.75m, according to the standards of a class 100 expressway, a design speed of 100km/h. It is expected that in 2025, investment preparation work will be carried out and construction will start in 2026. The project implementation will certainly pave the way for the development of the province, bringing Ha Giang into a new era, an era of national development as General Secretary To Lam said.
