The Prime Minister stated that, regarding ethnic affairs, our country is vast, with 54 ethnic groups with different cultural identities, the core is still "comradely love, compatriotic affection", the spirit of great national solidarity is promoted in all periods and stages of the revolution, achieving great victories from the spirit of great national solidarity as Uncle Ho taught: "Unity, unity, great unity. Success, success, great success. Similarly, on the issue of religion, we have mobilized with the spirit of "Religion and nation", religion and life, life and religion are intertwined, carrying out the political tasks assigned by the Party and the State, serving the revolutionary cause of the Party, the cause of building and defending the country.

Thanks to the attention of the Party and State, the cause of great national unity has been a great success, including the great unity of religions, with which we have overcome all difficulties together with the country and people over the past 95 years since the Party was founded.

The Prime Minister stated that in the new situation, we must attach importance to the great fulcrum of the country, which is the great national unity, and promote to the highest degree “national love and compatriotism” to carry out the heavy tasks assigned by the Party, the State and the people. Regarding national unity, according to the Prime Minister, there must be equal access among ethnic groups; there must be no gap between ethnic groups in development; hostile forces, reactionary organizations, and opportunistic political elements cannot be allowed to divide the solidarity among ethnic groups, and no one must be left behind. This has always been of concern to the Party and the State, especially the Politburo, which has just decided to exempt tuition fees for all levels of education from kindergarten to high school.

In this spirit, the Prime Minister expressed his concern about schools and medical treatment facilities for children in remote areas, ethnic minority areas, border areas, islands, etc.; at the same time, he suggested that the Ministry of Ethnic Minorities and Religions coordinate with the Ministry of Education and Training to develop a project to build boarding schools nationwide so that children in these areas have a place to board and do not have to travel far.

According to the Prime Minister, when there are not enough conditions to organize many schools, there must be a project to build boarding schools nationwide; accommodation for the children must be arranged. To do this, the Government will increase revenue, reduce expenditure, especially reduce unnecessary regular expenditure to reserve resources for these tasks; request the Minister of Ethnic Minorities and Religions to try to complete the project this year.

The Prime Minister also requested upgrading medical facilities in these areas; assigned the Minister of Health to develop a project to improve all medical examination and treatment facilities nationwide, especially in remote areas, with the spirit of prioritizing health care and protecting people's lives above all else.

The Prime Minister emphasized that the implementation of the project must be very scientific and flexible; must implement equal access to health care and education; promote the cultural identity of ethnic groups, turning this into a resource for development. We have had a target program on culture but there is no specific project to turn this identity into a resource for national development, including the cultural and entertainment industry; culture must be transformed into wealth and material things.

Regarding the issue of religion, the Prime Minister emphasized that it is necessary to ensure religious freedom; closely combine religion and life, life and religion, Dharma and Nation; religion combined with nation are extremely crucial issues; must be managed but still must develop, ensuring religious freedom. Religion must be associated with the nation, develop with the nation, must respond to and contribute to the implementation of the Party's policies, the State's policies and laws, the aspirations of the people, must not go against the interests of the nation and the country.

The lives of religious people must be increasingly improved in line with the country's development, with the spirit of leaving no one behind. Religious organizations and religious activities must ensure freedom, health, and the Dharma-Nation associated with the country's development, enhancing the role of religion in social and international activities, typically Vietnam preparing for the United Nations Vesak Festival 2025.

We participate in this process, respond to the progress of religions in this world, participate in leading to promote the implementation of great solidarity of religions in the country and internationally, follow the justice, social progress, the development of human civilization; do not let hostile forces, reactionaries, bad elements incite, entice, divide. To do so, we must take care of the material and spiritual life of our religious compatriots. Religion and nation blend together to develop with the country.

The Prime Minister directed that it is necessary to develop a project to submit to competent authorities for healthy and civilized development in religions; clearly stated that when the organizational apparatus is consolidated and completed, the Minister and leaders of the Ministry of Ethnic Minorities and Religions must immediately get to work, not to interrupt work, especially work related to the people, contributing to the country achieving the target of at least 8% this year is an extremely heavy task, so the country's efforts must also be doubled; ethnicities and religions must contribute to political stability, social order and safety; every business and every person must contribute to the country's growth.

The Prime Minister thanked the National Assembly, the Fatherland Front, and socio-political organizations for always accompanying the people and the country, accompanying issues related to ethnicity and religion, and working with the Government to strengthen state management to develop the country.

The Prime Minister requested to do better in the propaganda work on ethnic and religious affairs, not leaving anyone behind in the related development process. We have done well in this work, achieved many achievements, but compared to the development requirements, there are still many difficulties. The Prime Minister requested that the leaders of the Ministry of Ethnic Minorities and Religions uphold the spirit of solidarity and unity within the organization, be a model of solidarity, and from there, other ethnic groups and religions can follow. The Prime Minister also reminded the leaders and officials of the Ministry of Ethnic Minorities and Religions to regularly and actively go deeper and closer to the grassroots, to remote, border and island areas, thereby introducing ethnic and religious policies, creating motivation and inspiration for equal development.

On behalf of the Ministry of Ethnic Minorities and Religions, Minister Dao Ngoc Dung expressed his gratitude and emotion when the Party and State decided to establish the Ministry of Ethnic Minorities and Religions; committed to accepting the Prime Minister's instructions at the ceremony; the collective leadership and affiliated units of the Ministry of Ethnic Minorities and Religions continue to uphold the spirit of solidarity, unity, dedication, and devotion, doing their best to best perform all tasks assigned by the Party, State, Government, National Assembly and people.
