137 lecturers and staff of Quang Binh University are owed salaries and insurance for 2 to 7.5 months due to poor student recruitment.
On January 10, Mr. Pham Tien Nam, Chairman of the Quang Binh Provincial Labor Federation, announced the above information.
Specifically, this school has 236 lecturers and staff. Of these, 99 people receive salaries from the provincial budget. The remaining 137 people signed contracts with the school and are owed salaries from 2 to 7.5 months. In addition, the school also owes social insurance contributions to these people, but has not yet disclosed the specific number.
Quang Binh University leaders said they have no money to pay salaries because of poor enrollment, leading to a decline in revenue. The school currently has more than 1,000 students, but more than half are in the teacher training sector - exempted from tuition fees according to government regulations.
The school said that for at least the first three months of this year, there will be no funds to pay salaries for these lecturers and staff.
The Standing Committee of the Quang Binh Provincial Party Committee today met with the Provincial People's Committee, the Department of Education and Training, and the Department of Finance to find support solutions. In the immediate future, the province will direct the school to review and develop a project to rearrange the team to be streamlined and effective. The Provincial Labor Federation will prioritize allocating Tet gifts to the school's lecturers and staff.

Quang Binh University was established in 2006, developed from the Pedagogical College. In Quang Binh's strategy for the period 2021-2030, with a vision to 2050, the province determined to develop the school into a prestigious and quality multi-level, multi-disciplinary training center; consider establishing a high school, a research center and a technology transfer center. However, the school has been facing a surplus of lecturers and a shortage of students in the past few years.
This is also the common situation of many training institutions in the province. In the late 90s, there was a trend of opening local universities and colleges in our country, but after a few years, most of them struggled to survive. The main reason was still the failure to attract students, while the budget was decreasing due to the autonomy mechanism.
Three weeks ago, many lecturers at Quang Nam Medical College stopped teaching because they were owed 6 months of salary and benefits, totaling 7.6 billion VND.
