Implement planning well, creating momentum for economic development

The Bac Kan Provincial Planning for the period 2021 - 2030, with a vision to 2050, was approved by the Prime Minister on November 3, 2023. Immediately afterwards, the Provincial People's Committee held a Conference to announce the Planning and publicly posted it on the Electronic Information Portal for localities, businesses and people to access and exploit effectively. At the same time, a plan to implement the Planning was also issued to ensure a synchronous and on-schedule implementation process. In addition, the province has issued documents directing departments, branches and localities to implement plans to develop sectors and fields in accordance with the approved planning. This contributes to promoting investment, creating favorable conditions for businesses to develop, and at the same time helping authorities at all levels have a basis to effectively implement socio-economic programs.

Land use planning is identified by Bac Kan as one of the key tasks of planning work, and is also the basis for sustainable development of the locality. Land use planning not only helps to exploit resources reasonably and protect the environment, but also creates conditions to attract investment and develop urban and rural infrastructure. Accordingly, the Provincial People's Committee has closely directed the adjustment of district-level land use planning for the period 2021 - 2030. Up to now, 3/8 districts (Cho Moi, Ba Be, Cho Don) have approved the adjustment of district-level land use planning; the remaining 5/8 districts have been approved by the Appraisal Council. The approval of annual land use plans for localities is carried out in the correct order, ensuring strict and effective land management.

Along with that, the planning of inter-district, district and urban areas to ensure harmonious and sustainable development is also actively implemented. Currently, 9/9 urban areas in the province have implemented the master plan for the period 2021 - 2030, with a vision to 2050, of which 5 urban areas have been approved, 2 urban areas are under consideration, the remaining 2 urban areas are continuing to implement the planning, in particular, Bac Kan city - a type III urban area has established a list of 11 urban subdivision plans, of which 3 plans are being implemented; 17 detailed urban construction planning projects have been appraised and approved, creating an important foundation for infrastructure investment, expanding urban space in a civilized and modern direction.

Bac Kan has focused on implementing functional zone planning, creating favorable conditions for the development of industrial parks, eco-tourism and industrial clusters. The province has approved a list of 17 functional zone planning projects; to date, 1 zoning plan has been approved (expanding Thanh Binh Industrial Park), 2 zoning planning tasks have been approved. Currently, projects such as Cho Moi 1 Industrial Park and Nam Cat Lake Eco-tourism Area are being implemented. In addition, 7 detailed plans for industrial clusters have also been established, contributing to promoting local industry development, creating jobs and increasing budget revenue for the province.

Rural planning is implemented synchronously with urban planning to improve the quality of life for rural people. Currently, 68/92 communes have completed the general planning for commune construction; 24/92 communes are completing the dossier. Some communes with special locations have had their planning integrated with urban planning and relic planning, ensuring consistency. Detailed planning of rural residential areas is also being promoted, with 8/95 communes having implemented it. This is an important step forward in building new rural areas, improving traffic infrastructure, electricity, water, schools and medical facilities, contributing to improving people's lives.

To ensure that the planning work is truly effective, the Provincial People's Committee has directed specialized agencies to review and abolish expired plans, and at the same time adjust and supplement a number of important plans according to actual needs. In particular, the province has issued policies to replace expired plans, such as Decision No. 2732/QD-UBND dated December 31, 2019 on approving the Project on restructuring the agricultural sector of Bac Kan province towards increasing added value and sustainable development in the period of 2020 - 2025, with a vision to 2035. This helps orient the development of the agricultural sector towards sustainability, increasing added value.

Despite many positive results, the planning work of Bac Kan province still faces some difficulties. Some localities have not been proactive in monitoring and implementing industry development plans according to the plan; the progress of establishing and adjusting district-level land use plans and construction and rural planning is still slow compared to the plan...

Planning work is identified as an important foundation to promote local socio-economic development. Therefore, the Provincial People's Committee continues to direct relevant units to accelerate the progress of planning implementation, ensuring synchronization and conformity with the general development orientation; strengthen supervision and urge the implementation of planning in localities, in order to promptly remove difficulties and obstacles...; thereby contributing to effective resource management, opening up many opportunities for sustainable development, gradually building a picture of synchronous and modern socio-economic development./.
