The plan aims to strengthen the leadership of authorities at all levels in food safety work, contributing significantly to the cause of caring for, protecting and improving people's health, improving the quality of the race, ensuring social security and sustainable development of the city and the country.
Accordingly, the City People's Committee requests the city's departments, branches, and sectors, and the People's Committees of districts, towns, and cities to clearly define responsibilities, improve the effectiveness and efficiency of State management on security and food safety, develop and deploy plans to implement Directive 34-CT/TU, and assign specific tasks to each unit. Districts, towns, and cities include food safety criteria in their local socio-economic development plans.
On the other hand, the City People's Committee requires units and localities to widely propagate, mobilize and disseminate policies, guidelines and policies on food safety to all people, helping people and food production and business establishments to correctly understand and strictly implement policies and laws on food safety.
The plan also clearly states 10 specific goals. In particular, the Hanoi People's Committee aims to research and perfect the organization of the State management apparatus in the direction of unifying only one focal point to perform the task of ensuring security and food safety from the city to the grassroots level according to the principle of streamlining, efficiency, in accordance with the regulations of the Party and the State.
100% of the Food Safety Steering Committee and officers working on food safety at the city, district, town, commune, ward and township levels are trained, fostered and updated on food safety knowledge every year.
100% of food production, processing, and food service establishments that ensure food safety conditions and are eligible for food safety certificates are granted certificates.
100% of food production, processing and trading establishments in the city, food services and street food in districts, towns, communes, wards and townships are inspected and monitored periodically according to plan.
100% of food poisoning cases are reported, investigated and handled promptly; the rate of acute food poisoning recorded is controlled to less than 7 people/100,000 people/year.
100% of information reflecting on food safety violations is checked, verified and handled promptly; 100% of food safety violations are handled according to regulations.
In addition, the plan also sets out 6 key tasks. In particular, the City People's Committee emphasized the drastic participation of all levels and sectors, especially the role and responsibility of State management of food safety of authorities at all levels.
In particular, units and localities must strengthen inspection and supervision of security and food safety work; resolutely combat, prevent and strictly handle violations of food safety; proactively prevent and combat negativity and group interests in the field of security and food safety.
