This morning, February 28, the Ministry of Culture, Sports and Tourism (MCST) organized a workshop on "Contributing comments to the draft feasibility study report of the National Target Program on Cultural Development for the period 2025 - 2035" in person and online nationwide. Speaking at the workshop, Minister of Culture, Sports and Tourism Nguyen Van Hung said: The National Target Program on Cultural Development for the 2025 - 2035 period was approved by the National Assembly for investment in phase 1 according to Resolution No. 162/2024/QH15 dated December 27, 2024 of the 15th National Assembly with a total minimum implementation capital of VND 122,250 billion, including 10 components.
Of which, the central budget accounts for 63%, local budget accounts for about 24.6%, the rest comes from other sources. To implement the program in accordance with the process and procedures, the Ministry of Culture, Sports and Tourism has drafted a feasibility study report and sought opinions from localities.
The feasibility study report outlines the need for investment in cultural development; assesses the current status of the sectors and fields within the program's objectives and scope, urgent issues that need to be addressed; general and specific objectives of the program in the 2025-2035 period; scope and scale of the program; components of the program that need to be implemented to achieve these objectives; estimated total investment capital to implement the program, capital allocation and mobilization plan; estimated implementation time and progress; solutions to implement the program; proposals and recommendations...
The national target program on cultural development for the period 2025 - 2035 aims to build a civilized society, therefore, Minister of Culture, Sports and Tourism Nguyen Van Hung suggested that localities need to closely follow the program's components, focusing on preserving and promoting cultural heritage values, promoting cultural industries to become important components of the national economy, paying attention to perfecting the cultural institutional system; promoting cultural cooperation to make a list of proposals, recommending indicators, solutions, and contents suitable for the locality to send to the Ministry of Culture, Sports and Tourism to complete the report.

At the workshop, delegates discussed and analyzed key issues related to solutions and resources to implement the program in the coming period.
Focus on clearly defining cultural development goals in line with practical needs, strengthening the preservation and promotion of national cultural values... ensuring sustainability and effectiveness in implementing phase 1 to 2030 to achieve 9 target groups.
Specifically: The system of cultural values, the system of human values, and the system of Vietnamese family values are implemented nationwide through codes of conduct; striving for 100% of provincial-level administrative units to have all three types of provincial-level cultural institutions.
Complete the restoration and embellishment of 95% of special national relics; cultural industries contribute 7% of the country's GDP; strive for 100% of students in the national education system to access and participate in art education and cultural heritage education activities...
Through the opinions at the workshop, the Ministry of Culture, Sports and Tourism will absorb and complete the report before submitting it to the Government for approval.
