Urgently complete the feasibility report
Speaking at the Workshop, Minister of Culture, Sports and Tourism Nguyen Van Hung said that after two sessions, the National Target Program on Cultural Development for the 2025-2035 period (Program) had been approved by the National Assembly in terms of investment policy; as stated in Resolution No. 162/2024/QH15 of the National Assembly.
The Resolution marked an important milestone after the National Assembly considered and approved a responsible proposal from the Culture, Sports and Tourism sector, with the desire for culture to develop strongly and become one of the important pillars in accordance with the Party's viewpoint and guidelines: Culture becomes a driving force in the country's sustainable socio-economic development. The Program's approval of investment policy also demonstrates the Party's timely attention and institutionalization of its viewpoint on cultural development.
The Minister stated that the Program was approved after a long process of research and advocacy to gain consensus in the context that the country still needs many resources to invest in many different fields. To remove obstacles, the presiding agency has persistently advocated, persuaded and used scientific data to prove.
After the National Assembly Resolution was issued, the Party Central Committee Conference discussing the 2025 socio-economic plan concluded that it was necessary to immediately implement the National Target Program on Cultural Development for the 2025-2035 period. The total investment for the Program is more than 122 trillion VND.
After this conclusion, the Government included it in the annual work resolution, assigning the Ministry of Culture, Sports and Tourism to preside over and coordinate with agencies, departments and localities to focus on completing and submitting to the Prime Minister a feasibility study report for nationwide implementation.
The Minister emphasized that the National Target Program on Cultural Development for the 2025-2035 period is a public investment program, so it requires practicality. The theoretical issues have been expressed in the viewpoints, objectives and submitted to the National Assembly from the beginning. Therefore, the feasibility report must also comply with the standards of the Law on Public Investment.
"The issue of public investment here is quite comprehensive, including two sources of capital: investment capital and career capital. Thereby, ensuring that the factor in cultural development must focus on caring for people; ensuring that the benefits from this public investment must be for people, for people. The beneficiary groups are divided into two groups: artistic and scientific workers to focus on performing the work and the second group is the people," the Minister stated.
According to the Minister, the preparation of a feasibility study report is a task that needs to be completed urgently; closely following regulations related to public investment, at the same time, it is necessary to have an overview of cultural development in the past, achievements, difficulties, goals to aim for... To do this, it is necessary to have criteria for evaluation, regulations on principles and norms for resource allocation.
Overview of the Workshop
In order for the Workshop to achieve many results, the Minister asked delegates to focus on contributing ideas to complete the feasibility study report, focusing on practical factors so that when the Program comes into life, it will be effective, different, and overcome shortcomings compared to the three previous Programs.
The viewpoint is clearly stated as decentralization, locality knows, locality does, locality is responsible. In the 10 component projects, localities need to make proposals; their responsibilities. The Minister wishes to listen to proposals on specific policies and guidelines.
Another issue that was also clarified was the criteria for establishing norms, on which basis, the Ministry of Culture, Sports and Tourism, as the leading agency, will coordinate with other ministries to promptly submit to the Government a list of categories and data so that localities have a basis for implementation. The Ministry of Culture, Sports and Tourism will play an advisory role, reporting to competent authorities to allocate resources. At the same time, the Ministry will also play a role in inspecting the implementation.
The Minister also expects that localities will actively participate in implementing and coordinating to remove bottlenecks and effectively carry out the major and important tasks assigned by the Party and State.
At the Workshop, Director of the Department of Planning and Finance Le Hong Phong presented a report summarizing the content of Resolution 162/2024/QH15 of the National Assembly approving the investment policy and issues to be implemented in the Feasibility Study Report of the National Target Program on Cultural Development for the 2025-2035 period.
The National Target Program on Cultural Development for the period 2025 - 2035 aims to create a strong and comprehensive change in cultural development and to build and perfect the personality, ethical standards, identity, bravery, and value system of Vietnamese people and families. Improve the spiritual life, access to and enjoyment of culture, the need for exercise and entertainment of the people, narrow the gap in cultural enjoyment between regions, areas, social classes, and genders, thereby improving labor productivity and work efficiency.
Mobilize the participation of organizations, individuals and communities in managing, protecting and promoting the value of the nation's cultural heritage. Mobilize resources, focus on key, quality and effective investments for cultural development, contribute directly to socio-economic development, promote cultural industries to become important components of the national economy.
Building a professional, high-quality cultural and artistic human resource with political will to serve domestic needs and aim to meet foreign markets. Promoting the national, scientific and popular character of culture through investment to preserve traditional national culture, building a grassroots cultural environment, in which the people are the creative subjects, and the intellectuals and artists play an important role.
Focus on international integration and absorbing the quintessence of human culture, building an advanced culture imbued with national identity, promoting the soft power of Vietnamese culture.
The program has 18 specific goals set, of which 9 goals are determined to be achieved by 2030; by 2035, 9 specific groups of goals are achieved.

Need to pay attention to investing in human resources
At the Workshop, many comments agreed with the draft content of the Feasibility Study Report; at the same time, recommendations and proposals were made in accordance with the practical situation.
Director of the Department of Culture, Sports and Tourism of Tuyen Quang, Au Thi Mai, suggested that the Ministry of Culture, Sports and Tourism take the lead in developing and promptly issuing general guidance documents so that localities have a basis for implementation. At the same time, maximum decentralization should be given to localities to implement the Program.
Expressing her wish that the Program would soon be put into practice, Ms. Mai said that, in the current context of most localities, the allocation of implementation resources must be focused and key, ensuring that it is a source of inspiration for the implementation of tasks; creating a breakthrough in cultural development; promoting innovation in literary and artistic creation. At the same time, to use resources effectively, there must be policies to encourage social resources.
Deputy Director of the Department of Culture, Sports and Tourism of Ho Chi Minh City Nguyen Thi Thanh Thuy said that the Feasibility Study Report has ensured unity, synchronization, and overall comprehensiveness; affirming that the implementation of the goal of building culture has truly become a solid spiritual foundation and an important endogenous strength for development.
Regarding the Strategy for developing cultural industries, linking investment in cultural industries at a strategic level, the leader of the Department of Culture, Sports and Tourism of Ho Chi Minh City emphasized a number of specific contents: Building a brand for cultural industries; support and investment from the state and other economic sectors to promote the comprehensive development of cultural industries need to be synchronized with the system of mechanisms and policies; difficulties in implementing investment projects under the public-private partnership method, in the management and use of public assets need to be carefully evaluated in the Feasibility Report.

Effective management of cultural units and institutions requires not only the shell and "hardware" but also the "software". "To have this team, it is not only necessary to set targets but also to focus on the training process. Localities give comments at the Workshop
Affirming that the National Target Program has a strategic vision and is meaningful in reviving culture in the new period with many opportunities and challenges, Associate Professor, Dr. Pham Duy Duc noted that this is a program with many participating entities, and it is necessary to mobilize and fully promote the role of these entities. It is necessary to focus on researching and removing "bottlenecks" such as investment, public-private partnership; international cooperation; supplementing and emphasizing more indicators such as innovation in culture, cultural projects associated with sustainable development, etc.
In particular, Associate Professor Dr. Pham Duy Duc emphasized that in order to innovate and improve the quality of human resources for culture, it is necessary to invest in innovation of education and training programs. This is a key issue.
Sharing the same view on the need to invest in human resources to have a talented, high-quality workforce for the culture, sports and tourism sector, according to People's Artist Vuong Duy Bien, Vice President of the Vietnam Union of Literature and Arts Associations, the National Assembly's approval of the National Target Program on Cultural Development is a big step forward, creating momentum for the development of culture in the new situation.
People's Artist Vuong Duy Bien said that the school system must be proactive in discovering talents for investment, along with investment in art troupes and creations. However, it is also necessary to consider the mechanism to invest in talented artists working independently, because their contributions are all contributions to the country's arts and culture, even if they do not belong to associations, industries, or the state payroll.

Promote decentralization, local autonomy and responsibility
Concluding the workshop, Minister Nguyen Van Hung said that in a short time, the Ministry of Culture, Sports and Tourism has urgently deployed the development of the Feasibility Study Report and draft decisions of the Prime Minister to submit to the Government for consideration in May. In order to have a basis to complete the report with the highest quality, organizing the workshop is of great significance, thereby seeking opinions from scientists, units, beneficiary localities, and those directly implementing it.
The Minister said that the Workshop listened to 12 opinions from localities and experts, and the Ministry of Culture, Sports and Tourism will absorb them to continue perfecting the report.
Reviewing a number of issues, Minister Nguyen Van Hung once again emphasized that the National Target Program on Cultural Development for the 2025-2035 period is essentially public investment. Public investment must strictly comply with the provisions of the Investment Law and other legal provisions.
Therefore, the feasibility study report must also be based on these regulations, avoiding getting bogged down in the contents of viewpoints and policies that were submitted to the competent authority from the beginning. The process of building and developing culture always adheres to the principle of Party leadership, State management, people being the creative subjects, and artists playing an important role.
With 10 component projects, the Minister emphasized that the projects are all aimed at building a civilized society and cultured people. "With that amount of money, we cannot build a civilized society. But it is a resource for us to enrich cultural identity and strengthen regional cultural traditions. At the same time, we can promote positive factors and shape the cultural environment, so that people have the opportunity to practice and contribute to building a civilized society," Minister Nguyen Van Hung stated.
From that awareness, the Minister said that the 10 component projects still need to be researched and adjusted appropriately. The Politburo also requested that when implementing the Program, there must be a focus, key points, and the fields must be selected and the key stages must be calculated.
In developing norms and criteria for resource allocation, the Minister requested the drafting agency to develop only one document, but it must include two criteria on allocation and counterpart. At the same time, while waiting for the Government to issue an approval document, it is necessary to take the opportunity to develop a document guiding the implementation of the Program.

The Minister also affirmed that the criteria set is the "root" for calculating the allocation. In particular, the most important thing is to take the current commune-level administrative unit as the area for calculating criteria and allocating resources. The basis of commune-level criteria must still absolutely comply with the Resolution of the Politburo on socio-economic development of regions. In those regions, it is necessary to determine which are the key areas, which are the places that need to be prioritized for cultural development, forming the axis and highlight for that area.
Along with that, when calculating criteria and allocating resources, it must be based on local conditions. Difficult localities, which are "lowlands" in cultural development, must receive due attention and priority. For localities with resources, it is also necessary to carefully calculate to allocate them reasonably. In public investment, resources from the State must be understood as only playing a leading role, in addition to mobilizing the strength of other economic sectors.
Taking a specific example in the construction of cultural institutions, the Minister said that in the capital or some developed localities, tourist centers, the State does not need to concentrate investment resources. Therefore, careful calculation is needed in allocating resources.
In the field of cultural heritage, in reality, it is very difficult to socialize historical and revolutionary relics and heritages in the restoration and embellishment; while purely cultural and spiritual relics such as temples, pagodas, etc. are very much socialized. This is an issue that the State's investment resources must recognize and handle in order to contribute to educating revolutionary traditions and preserving heritage values for future generations.
In the 5-year period, based on this discussion, the Minister proposed that out of the 10 components, 6 components of urgent nature must be selected for priority implementation. In particular, focusing on the field of relic-heritage conservation; cultural industry; developing the cultural institution system to form a cultural environment. Along with that, focusing on international cooperation, forming international cooperation centers abroad - "red addresses" for our overseas Vietnamese, a place for Vietnam to promote culture.
The Minister also noted that there must be a plan for training as well as creating some typical literary and artistic works; focusing on training programs to discover talents; aiming to have training facilities that meet international standards...
The Minister stated that, based on the contents of the Workshop, localities will closely follow and develop an investment portfolio, in which key focus areas are identified, priority is given to urgent contents and a specific implementation roadmap for each content is proposed; closely following the issued criteria.
At the same time, calculate and have reports and recommendations to the Government in the direction of giving localities autonomy, proactive implementation and responsibility.../.
