BHG - With the issuance of many documents and announcements of conclusions urging the acceleration of construction progress and disbursement of state budget capital sources right from the beginning of the year, especially attaching responsibility to the heads of all levels, sectors and localities, the "bottlenecks" in disbursing public investment capital (PIC) have gradually been resolved, leaving many valuable experiences for the province in achieving the economic growth target.

With the viewpoint of not avoiding shortcomings, clearly seeing limitations to overcome, our province has pointed out the reason for the slow disbursement of preferential loans from foreign donors because most activities are associated with foreign factors from the stage of importing machinery and equipment to mobilizing experts, workers, foreign contractors, supervision consultants, and agreeing with donors for each activity and plan of the project. In addition, many projects have to adjust loan agreements, although the project has completed the volume but cannot disburse; many projects have encountered problems with procedures for controlling expenditures, disbursements, and capital withdrawals; there are still cases of incorrect capital withdrawal dossiers, lack of procedures, and prolonged processing time; the transfer of sources, accounting for revenue - expenditure, and advances are still slow...

On the other hand, the shortage of construction materials and steel due to high prices has caused many projects to be behind schedule. Contractors' psychology has also been affected when signing lump sum contracts, the increase in raw material prices has made it difficult to find sources of supply and affected financial plans. The formation of many new processes and procedures has made it difficult for departments, branches, sectors, units, and People's Committees of districts and cities to grasp and consistently implement the provisions of the law. Many agencies and localities are confused and spend a lot of time completing procedures because project documents must go through many levels and agencies from the central to local levels, administrative procedures are complicated, and the decentralization of responsibilities is not thorough.
According to the assessment of the authorities: In addition to the impact of objective factors, the main reason is that the coordination between levels and sectors in project implementation is still inadequate. The qualifications of officials in some places in the management of investment projects are still limited, the preparation of investment projects has not been thoroughly studied, especially the consulting stage is still weak. Awareness of law enforcement, respect for discipline and order in investment projects is not high; not proactive and serious in complying with regulations, criteria and principles in investment projects, easy to compromise when approving projects that do not meet legal and efficiency requirements...
In addition, the DTC is sometimes slow to innovate, lacks initiative and creativity, and has not fully utilized the advantages of decentralization and delegation; project decisions lack linkage with tasks and socio-economic development goals, and only focus on short-term benefits. Many projects have had to adjust the total investment due to high site clearance costs, affecting the balance and completion of projects on schedule. The direction, management, and implementation work is sometimes and in some places not timely, still confused, passive, indecisive, and not firmly grasping the situation. The capacity in implementation is still weak, not resolute, and not effective; the role and responsibility of the head have not been clearly demonstrated; the allocation of DTC capital still lacks focus and key points; the responsibility in coordinating work handling and organizing the implementation of mechanisms and policies is not tight, and there is still a situation of shirking and avoiding responsibility. The capacity for planning and implementation still has many shortcomings, especially the capacity for appraisal, inspection, supervision, construction... leading to the situation where many projects are behind schedule, disbursement, and settlement.
Through the implementation of projects, especially key projects, it has been shown that the propaganda work to the people about compensation policies and support for site clearance is not complete, not transparent, not fair; some investors have not actively carried out payment and settlement procedures; the professional capacity of some project managers, supervision consultants, and contractors has not met the requirements; the work of urging contractors to implement construction is not drastic and effective.
Overcoming difficulties with valuable experience
According to the authorities, the total capital plan for the 2021-2025 period of the province is 24,659.7 billion VND; of which, domestic capital is 22,199 billion VND; foreign capital is 2,460.7 billion VND. The total number of medium-term investment projects in the 2021-2025 period managed by the province is 716 projects; the scope, scale, and total investment of each project are strictly controlled in accordance with the objectives, fields, and regulations of law.

In the process of implementing the disbursement of medium-term public investment capital for the period 2021 - 2025, our province has realized that investment experience must be focused, key, not scattered, spread out, or fragmented; must be in line with the goals, orientations, and tasks of socio-economic development; propose major transport projects that have the power to change and impact the socio-economic development of the province, and concentrate resources to accelerate the implementation progress. Promote decentralization and delegation of authority along with strengthening inspection and examination work. At the same time, strictly implement legal regulations on public investment, in accordance with authority, order, and procedures as prescribed; do not avoid or shirk responsibility. Improve analytical and planning capacity, do a good job of investment preparation and project implementation preparation.
To create unity "from top to bottom, from top to bottom, from top to bottom, from top to bottom, from top to bottom, the consistent, effective and timely direction and management of the Provincial Party Committee - People's Council - Provincial People's Committee and the participation of the heads of departments, branches, units, People's Committees of districts and cities, promptly and resolutely handling arising problems, difficulties and obstacles are decisive factors. Along with regular training and capacity building of staff, it is necessary to promptly replace cadres, civil servants and public employees who are weak in capacity, stagnant, causing harassment and negativity, resolutely handling negative behaviors in the management of public investment. Continuing to promote the restructuring of public investment, promoting the leading and spreading role, being the "seed capital" to mobilize investment from the non-state sector, creating new space and motivation to promote sustainable socio-economic development.
In order for the DTC to truly play a leading role and create momentum to promote socio-economic development, our province always identifies the disbursement of DTC capital as a key task and synchronously deploys solutions, promptly removing "barriers" for investors. Innovating the direction and operation, the Provincial People's Committee established a working group to resolve the backlog of settlement of DTC capital projects. Regularly urge, guide, and implement solutions to remove difficulties and obstacles for investors to speed up the settlement of completed DTC projects. Focus on priority for each group of projects. Therefore, most units are active, proactive, and focus on human resources to urgently complete legal procedures to ensure compliance with regulations.
Comrade Nguyen Song Tu, Deputy Director of the Provincial Construction Investment Project Management Board, said: The direction and supervision have created pressure for disbursement so that investors and contractors can make efforts to overcome difficulties, deploy solutions to mobilize human resources and machinery, build charts and commit to specific implementation volumes. Many contractors have determined to speed up the project construction progress according to the viewpoint of "overcoming the sun, overcoming the rain", working in "3 shifts, 4 teams" to ensure progress according to plan and carry out procedures for payment and settlement of completed volumes.
With high determination, great efforts, drastic actions, and synchronous and effective solutions in disbursing investment capital, our province is focusing on directing investors to carry out tasks and solutions to accelerate the progress of allocating and disbursing investment capital. Directing and guiding investors to complete documents to approve the settlement of unfinished and unsettled projects. Focusing on directing investors to proactively coordinate with the People's Committees of districts, cities and related units to review and thoroughly handle problems in site clearance, speed up the progress of relocating technical infrastructure works to hand over the site to contractors for key projects... determined to create a breakthrough in disbursing investment capital, creating a strong driving force to promote economic growth in the "sprint" year of 2025.
