(HNMO) - The Ministry of Construction has just sent a report to the Prime Minister on removing difficulties and obstacles in fire prevention and fighting (PCCC).
The Ministry of Construction said that there are currently 9 regulations, 25 standards on houses and buildings, 28 standards on fire prevention and fighting equipment compiled and issued by the ministries of Public Security, Construction, Industry and Trade, Science and Technology. Of which, there is the National Technical Regulation on fire safety for houses and buildings (QCVN 06:2010/BXD, amended and supplemented in 2020, 2021, 2022) chaired by the Ministry of Construction, coordinated research and issuance by the Ministry of Public Security.
Through understanding the reality, dialogue with agencies, organizations, individuals, working with the Ministry of Public Security and opinions of localities, the Ministry of Construction pointed out the difficulties and problems regarding fire prevention and fighting in practice in recent times.
In particular, existing works with violations of fire prevention and fighting regulations were constructed and used in many stages (before QCVN 06:2022/BXD took effect) without being promptly handled or notified to competent state agencies. The number of violating facilities that are not subject to fire prevention and fighting approval accounts for the largest proportion (66.2%), leading to little attention being paid to fire prevention and fighting regulations and standards.
With new construction or renovation and repair projects, many investors and fire prevention and fighting consultants do not have a correct understanding of fire prevention and fighting regulations and standards in general, including QCVN 06:2022/BXD; many contents are misunderstood and misapplied....
Existing buildings with fire prevention and fighting problems are the biggest difficulties and obstacles today. The number of these buildings is not small, nearly 40,000 buildings, accumulated over many years, with different problems, not easy to overcome. These buildings violate basic safety principles, such as: Multi-storey buildings, crowded with people but only one escape route; multi-storey buildings using open stairs, in case of uncontrolled fire, smoke will quickly spread along the open stairs and invade the floors, causing risks to the users of the building.
The Ministry of Construction proposed that the Prime Minister assign the Ministry of Public Security to preside over, the Ministry of Construction and ministries, branches and localities to coordinate in reviewing and classifying works with existing fire prevention and fighting problems according to the time of approval and acceptance; type and scale of works; existing problems and violations of fire prevention and fighting; coordinate with the Ministry of Construction to study and develop groups of solutions to strengthen and supplement fire prevention and fighting for existing works; advise the Government to issue a Government Resolution to solve immediate problems and appropriate policies and mechanisms for this subject in the long term to ensure compliance with legal regulations.
On that basis, direct local police to guide facilities with existing fire prevention and fighting problems to implement enhanced and supplemented solutions based on the specific conditions and situations of that facility, and at the same time guide facilities and fire prevention and fighting management agencies according to their authority to implement enhanced fire prevention and fighting inspection and supervision solutions so that facilities can soon be put back into use (conditional operation).
Continue to review regulations and standards in the field of fire safety for houses and constructions, have a specific and periodic plan for revision and compilation; promptly revise according to authority any problems and difficulties caused by regulations and standards; develop and issue guidelines for the application of regulations and standards...
At the same time, according to authority, regularly and periodically train, disseminate and guide on the application of regulations, standards; processes, procedures, content of comments, approval and acceptance of fire prevention and fighting for agencies, organizations and individuals...
