Proposing the City People's Committee to have solutions to stabilize the real estate market
Specifically, in the fields of economy, budget, and land, voters proposed that the City People's Committee reduce administrative procedures and continue to strengthen the connection of administrative procedures for granting land use right certificates. At the same time, the City should review all management of public assets and investment-linked assets at educational institutions to avoid loss and waste.
Voters suggested that the city have solutions to curb inflation, stabilize the market, control gold prices, food prices, and essential goods so that the salary reform from July 1, 2024 can truly take effect, contributing to improving the lives of officials, civil servants, public employees, and workers.
Voters in Son Tay town also pointed out that the prices of houses and land in the city are very high, most of which are bought by investors for speculation, while people and workers with real needs cannot afford to buy. At the same time, voters asked the City People's Committee to have solutions to stabilize the real estate market, overcome speculation, and ensure that house and land prices are suitable for workers with real needs.
In the fields of planning, transportation, and urban areas, voters suggested that the city consider regulating the time for pruning trees in the city, to avoid arbitrary pruning and pruning so much that there is no shade left.
Regarding fire safety, voters suggested that the City install fire hydrants at locations with many alleys, narrow roads, and small roads where fire trucks cannot enter. At the same time, they suggested that the City People's Committee and related departments and agencies have solutions to more strictly manage fire prevention, fighting, rescue, and relief work, especially for boarding houses and houses combined with business in small alleys.

In the cultural and social fields, voters are concerned about the problem of increasing population while the number of public schools at all levels is not large and is overloaded (especially in inner-city districts) and request the City to direct relevant units to inspect and review land funds to build more public schools to meet the learning needs of students in the capital.
Voters reflected that Resolution No. 03/2024/NQ-HDND dated March 29, 2024 of the City People's Council only stipulates the "ceiling level" - the maximum level applicable to the entire city of Hanoi without stipulating the minimum level and not dividing by urban, rural and mountainous areas, which is very difficult for the implementation of the Resolution.
This content has been directed by the City People's Committee in Document No. 1320/UBND-KGVX dated May 4, 2024. However, this guidance document is still general and subject to agreement, not divided by region (inner city, suburbs, mountainous areas as currently applied to tuition fees), causing voters and parents to be very concerned and worried about schools applying maximum levels in the new school year. Voters request the City to direct the Department of Finance, the Department of Education and Training of the City and related agencies to provide specific instructions on how to determine the collection level (with ceiling and floor levels or specific calculation methods to determine service prices) as a basis for parents and schools to determine appropriate agreed prices.
Implement appropriate salary reform
Regarding the field of organizational apparatus and government building, voters suggested that the City pay attention to and direct the implementation of the salary reform roadmap for cadres, civil servants, public employees and workers to suit the current development situation of society and price increases. After the amended Capital Law is passed, there should be a specific salary mechanism soon to help cadres, civil servants and public employees improve their income.
Voters of Hoang Mai district reported that in recent times, the city has paid great attention to decentralization and authorization, including administrative procedure decentralization. In order for administrative procedure authorization to be appropriate and effective, the City People's Committee is requested to have a policy of supplementing resources for authorized units to ensure sufficient requirements and conditions to perform assigned tasks well.
Also interested in this content, voters of Ba Vi district proposed that the city continue to promote decentralization and authorization to handle administrative procedures so that people can carry out them more conveniently (issuing and exchanging driving licenses, etc.).
