Program 05-CTr/TU: Creating positive changes, promoting economic development

Completed 85% of program targets

After 4 years of implementation, Program No. 05 has completed 11/13 targets (85% rate, of which 2 basic targets were completed), 2/13 targets are being implemented (15% rate).

Regarding tasks, projects, and plans, 58/94 tasks have been completed and basically completed (accounting for about 62%); 18/94 tasks are being implemented (accounting for about 19%) and 18/94 tasks are being implemented regularly or integrated into other tasks (accounting for about 19%).

The Program's targets and tasks in planning and planning management have achieved positive results. The Hanoi Capital Planning for the period 2021-2030 and vision to 2050 and the Adjustment of the Hanoi Capital Master Plan to 2045, vision to 2065 were approved by the Prime Minister; The City People's Committee has approved the entire Zoning Plan, Urban Development Program, and Hanoi City Architecture Management Regulations. The system of legal documents in the field of architectural planning is increasingly being improved...

In order to improve the efficiency of management, resource use, and environmental protection, the rate of collection, transportation, and treatment of hazardous waste reaches 99%; the rate of collection and treatment of urban solid waste reaches 100%, and in rural areas reaches 95-99%.

The amount of waste collected and treated each day is up to nearly 6,900 tons. The rate of urban wastewater treated to technical standards is 40.8%. It is expected that by the end of 2025, this rate will exceed 50%.

In resource management, use, and environmental protection, the basic assigned tasks are performed by the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) to ensure quality and progress.

In the field of natural disaster prevention, rescue, and climate change response, the Fire Prevention, Fire Fighting, and Rescue Police force has been given priority in investing in building facilities and purchasing modern equipment and vehicles. These equipment and vehicles have created great efficiency in fire fighting and rescue work in the city, contributing to reducing the number of major fires, casualties, reducing fire fighting and rescue time, minimizing economic losses, etc.

"Along with the City Party Committee's Work Programs, the achievements of Program No. 05-CTr/TU have contributed to the socio-economic development of the city, as well as the whole country, especially in the planning work for the 2021-2025 period," the summary report stated.

In addition to the achieved results, the Program Steering Committee also frankly acknowledged some shortcomings and inadequacies that need to be overcome, such as the progress of urban design implementation in the historical inner city area, detailed planning for renovation and reconstruction of old apartment buildings, construction of a list of valuable architectural works; solutions for population control and distribution according to approved planning... have not yet met the progress. Urban and rural development according to planning still lacks resources and implementation conditions...

The auction of land use rights, determination of specific land prices to collect land use fees, land lease, change of land use purpose of projects, and site clearance of projects are still slow and have not achieved progress as planned.

In disaster prevention, control and search and rescue, there is still subjective thinking in some localities and units, leading to the construction and implementation of plans and projects that are not timely and effective.

Speaking at the conclusion of the conference, Chairman of the Hanoi People's Committee, Head of the Program Steering Committee Tran Sy Thanh once again affirmed that this is a program with a wide scope and a very important role, aiming to gradually realize the orientation of developing the capital in a sustainable direction, harmonizing economic growth with environmental protection, improving the efficiency of planning management, resource use and responding to climate change, contributing to building a modern, green, clean, livable capital Hanoi, in line with the development trend of the world.

From clearly analyzing the subjective and objective causes of the shortcomings and limitations and drawing lessons, the Chairman of the City People's Committee requested departments, branches, sectors and localities to continue to focus on implementing well a number of key tasks.

Specifically, the Department of Planning and Architecture Advise the City People's Committee to establish and adjust urban and rural planning levels, underground space planning and specialized technical infrastructure planning according to the Hanoi Capital Master Plan to 2045, with a vision to 2065.

The Department of Planning and Architecture coordinates with the Department of Home Affairs to arrange communes in accordance with the scope of urban and rural planning, ensuring compliance with the Adjusted Master Plan of Hanoi Capital to 2045, vision to 2065, and the City's Urban Development Program to 2035.

"This is a new and difficult issue, so we recommend that the Department of Planning and Architecture and the Department of Home Affairs coordinate closely to create a harmonious connection and development inheritance," the Chairman of the City People's Committee emphasized.

In the coming time, in preparation for the implementation of low emission zones in the city, the Chairman of the City People's Committee requested the Departments of Industry and Trade and Construction to coordinate with a number of units to proactively develop plans and standardize stations and types of charging stations for electric vehicles.

The Department of Agriculture and Environment continues to encourage and guide units to fully implement assigned targets and tasks in their areas of responsibility. From now until the end of 2025, strive to achieve the highest targets on environment and rescue.

Departments, branches, sectors and People's Committees of districts, towns continue to carry out assigned tasks, with the spirit of striving to fulfill the highest targets and tasks of the Program being implemented until the end of 2025.
