This is the information stated by Director of the Department of Agriculture and Rural Development Nguyen Xuan Dai at the Quarter II/2024 meeting between the Standing Committee of the City Party Committee - People's Council - People's Committee of Hanoi with leaders of districts, towns and cities in the online form taking place on the afternoon of June 28.
Accordingly, reporting on proactive work and readiness to respond to natural disasters in the city, Director of the Department of Agriculture and Rural Development Nguyen Xuan Dai said that due to the impact of climate change, the weather and hydrological situation in 2024 may be complicated and unpredictable. Therefore, from the beginning of 2024, the City People's Committee and the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue (PCTT & TKCN) of Hanoi City have issued many documents directing and informing all levels and sectors to raise vigilance, proactively review, develop and complete programs, plans, and plans to prevent, respond to, and overcome the consequences of incidents, natural disasters and search and rescue in accordance with the characteristics of each locality and unit; be ready for possible situations.
Up to now, 30/30 districts, towns and cities have completed the consolidation of the command and direction apparatus and the PCTT & TKCN Command Board. 579/579 communes, wards and towns have completed the organization of the shock force for natural disaster prevention and control with the participation of over 60,000 people; the core is the militia and self-defense force, the mobilization reserve; with the participation of other forces such as the Youth Union, the Women's Union... The Capital Command has coordinated the use of forces and means to respond to incidents, natural disasters and search and rescue with military units stationed in the area, with a total of 10,732 coordinated personnel and 303 vehicles of all kinds.
In addition, from the beginning of the year, the City People's Committee has directed departments, branches, districts, towns and cities to promptly deploy preparations to inspect and review forces, materials, vehicles and logistics according to the "4 on-site" motto. From there, build, complete and implement plans and solutions for PCTT & TKCN in 2024, ready when natural disasters and incidents occur.
Specifically, regarding dykes, Hanoi currently has a total of 626.513km of classified dykes. In addition, there are 43 dyke lines, dykes and specialized dykes with a total length of 144.152km that have not been classified. The assessment of the current status of dyke works before the 2024 flood season has been completed. Currently, there are 5 key points at the city level in the city.
In the first 6 months of 2024, there were 5 dike incidents in the city (2 embankment incidents, 2 riverbank incidents and 1 other dike project incident). Inspections of the dike, embankment, culvert and riverbank systems are carried out regularly, incidents and damage to dike projects are detected, reported and proposed for timely handling.
Regarding irrigation and flood prevention in the suburbs, the city currently has 89 irrigation reservoirs; 461 dams and weirs; 1,984 electric pumping stations with 4,413 pumps of all kinds; 2,433 canals with a total length of 3,617.03 km. The results of the inspection of irrigation works before the 2024 storm season show that the irrigation system in the city is basically stable, ensuring production, people's lives and natural disaster prevention and control in the area.
Regarding inner-city drainage, in 2024, the city will still have 11 flooding points for rains with intensity of 50-70mm/h; 19 local flooding points and some water stagnation points due to sunken, low roads with rains of 100mm/h or more, causing overload to the drainage system.
The City People's Committee has issued a plan to ensure drainage and prevent flooding in the inner city of Hanoi during the 2024 rainy season. The Department of Construction has issued a plan on natural disaster prevention in the work of preventing inner-city flooding; preventing fallen trees and broken branches on urban roads; ensuring public lighting safety and providing clean water before and during the 2024 rainy and stormy season.
Regarding forest fire prevention and fighting, from the beginning of 2024 to now, there have been 2 forest fires in the city with a total burned area of 2 hectares. All fires were detected and promptly extinguished, not allowing them to spread, and not greatly affecting forest resources. Compared to the same period in 2023, the number of fires decreased by 24 cases, and the burned area decreased by 37,511 hectares.
Regarding search and rescue work, in the first 6 months of 2024, there were 85 incidents in the city, including 73 fires, 2 forest fires, 2 explosions, 3 building collapses, and 5 search and rescue incidents. The Capital Command mobilized a total force and means to overcome the consequences: 2,448 people and 249 vehicles of all kinds.
