Hanoi issues special mechanism to "eliminate" constructions violating fire prevention regulations

On the afternoon of July 1, continuing the 17th Session, the Hanoi People's Council discussed in groups about 4 contents; including the Project on improving capacity and ensuring fire prevention and fighting safety (PCCC) and rescue and relief (CNCH) in the capital city from now to 2025, with a vision to 2030.

Issue a legal corridor to have sanctions for handling

Discussing at group 2, Deputy Director of Hanoi Police Nguyen Thanh Tung (Cau Giay District delegation) said that recently, the country and the capital have experienced many tragic fires. Based on these fires, the General Secretary and Prime Minister shared and proposed handling in this field according to legal regulations.

Regarding the field of fire prevention and fighting, in terms of legal framework, in the past, the regulations were redundant and still lacking, lacking connection and uniformity. The Law on Fire Prevention and Fighting and Rescue was recently issued, but it still needs to be issued in decrees for implementation.

This law involves ministries and branches such as the Ministry of Construction, which also plays an important role in regulating standards and regulations. The Ministry of Public Security advises on the field of fire prevention and fighting and search and rescue. In fact, the application of legal corridors to fire prevention and fighting regulations by localities is only temporary and topical, and there is no synchronization or connection. For example, the Law on Road Traffic Safety and Order is a connection, clearly stipulating what the Ministry of Transport does and what the Ministry of Public Security does, so this issue must also have a roadmap like that.

According to the delegate: "From projects, construction permits, and related inspections, supervision, testing, and acceptance, there are still many things that are "asked for". Therefore, problems that have existed for too long, through many periods, now that fires have occurred, we have to investigate and consider the whole picture.

Major General Nguyen Thanh Tung - Deputy Director of Hanoi City Police said that recently, the whole country and the capital have had many tragic fires.

The Deputy Director of the City Police Department said that the assignment of responsibility is already in the Law and the Decree, so issuing this project is very timely. From there, it will support the forces participating in such difficult and arduous work. Issuing a remedy mechanism, both the State and the People will do it together.

From now on, Hanoi will apply the newly passed Law on the Capital (amended), the planning of the Capital in each phase, from which to issue a legal corridor to have sanctions, issue specific mechanisms to gradually eliminate illegal constructions. At the same time, a roadmap must be set out, if there is no funding, no support, no close supervision, it cannot be resolved.

Raising public awareness of fire prevention and fighting

Delegate Nguyen Nguyen Quan - Head of the Hanoi City Ethnic Committee said that in order for fire prevention and fighting work to be more effective, along with solutions, it is necessary to change the awareness of households. Based on that thought, he suggested that the city should have a thematic and extensive political activity, mobilizing the participation of the Vietnam Fatherland Front and mass organizations to become aware of the cultural beauty of Hanoians in implementing urban civilized order.

Delegate Nguyen Vu Bich Hien (Soc Son District Group) highly agreed with the solutions proposed by the city in the Project to improve capacity and ensure fire prevention and fighting and rescue safety in the capital city by 2025, with a vision to 2030, because these are urgent issues to ensure the safety of people's lives and property.

The delegate said that the long-term and fundamental solution is still to educate people about fire safety and rescue. Propaganda work needs to be focused on and implemented more in schools at all levels, from kindergarten and above.

Sharing the same view, delegate Hoang Anh Tuan (Me Linh group) said that after issuing the Project to improve capacity and ensure fire safety and rescue in the capital, the city must have a detailed plan to propagate and mobilize so that each citizen has high awareness and responsibility in ensuring safety for themselves and their families against the risk of fire and explosion, then the project will be effective.

Agreeing with the Fire Prevention and Fighting Project, delegate Nguyen Ngoc Viet (My Duc district group) said that in the historical context of leaving behind too many serious fires, Hanoi needs to pass a comprehensive project. In the past, although all levels and sectors have been involved, the project shows the participation of all classes of people. After the project was launched, not only investment, technical infrastructure, professional fire prevention and fighting... but also the participation of all people. Therefore, it is necessary to continue to do a good job of propaganda, raising the sense of responsibility of the people, especially the militia, socio-political organizations; education sector...

Delegate Nguyen Ngoc Viet (My Duc district group) said that Hanoi needs to approve the overall project on improving capacity and ensuring safety in fire prevention, fire fighting, and rescue.

Concerned about the issue of fire prevention and fighting, delegate Truong Hai Long (Thach That district group) proposed to strengthen propaganda work, improve fire prevention and fighting skills; increase sanctions to strictly handle businesses that violate fire prevention and fighting regulations. Without drastic solutions, fires and damages will inevitably occur.

According to delegate Nguyen Doan Hoan (Head of the Phuc Tho District Group), the most important thing is to raise people's awareness in fire prevention and fighting; at the same time, there needs to be determination in implementing sanctions; checking the minimum equipment for fire prevention and fighting. It is necessary to review and evaluate the entire system related to fire prevention and fighting, and at the same time, it is necessary to put in place strong solutions. It is recommended that the City People's Committee direct local authorities at all levels to pay attention to investing in fire prevention and fighting.

Head of the City Party Committee's Inspection Committee Vu Duc Bao (a delegate from Long Bien District) also emphasized that if this project only focuses on investment, it will not fundamentally solve the problem, but we must invest in propaganda to raise awareness. The issue that needs to be discussed is people's awareness and solving the current problem, because boarding houses and mini apartments still have to operate.

During the group discussion, the delegates also suggested that the City People's Committee and local authorities conduct a comprehensive review of each apartment to identify whether each household and each business has a fire prevention and fighting plan; at the same time, raise awareness of fire prevention and fighting of each citizen, business, and business household. In the long term, there needs to be a strategy that each house and each apartment building must comply with fire prevention and fighting regulations to fundamentally solve the problem.
