Voter Le Van Phuong (Gia Lam District Justice Department) stated that in the past time, Hanoi City and the ministries, departments and branches of the Central Government have been very responsible and active in preparing to build the Capital Law, which has been approved by the National Assembly. The Capital Law 2024 has breakthrough, unique and outstanding mechanisms that contribute to overcoming difficulties, obstacles and institutional shortcomings arising in practice, creating a foundation for building and developing the Capital.
In order for the Capital Law to soon come into effect, promote the effectiveness and efficiency of favorable mechanisms and policies, and create important momentum for the construction and development of the Capital, voters recommend that the City's National Assembly Delegation coordinate with departments, branches, and units from the City to districts, towns, and cities to strengthen propaganda, dissemination, and implementation of the Capital Law.
At the meeting with voters, the Hanoi National Assembly Delegation coordinated with the City Labor Federation to present 50 gifts, each worth 1 million VND, to workers and laborers in difficult circumstances in Gia Lam district.
In addition, direct the departments, branches and sectors assigned to preside over the drafting of documents in various fields to submit to the City People's Council to issue Resolutions, the City People's Committee to issue decisions and regulations that take effect with the implementation of the Capital Law. At the same time, promote coordination with ministries and sectors, advise on draft decrees, resolutions and decisions guiding the implementation of the Capital Law 2024. Along with that, recommend the Government, the Prime Minister, ministries and sectors to promptly issue documents under the authority of the Government, ministries and sectors guiding the implementation of the Capital Law 2024 so that when the law comes into effect, it will be implemented.
Meanwhile, voter Nguyen Duc Chieu (Mai Dong ward, Hoang Mai district) said that at the 7th session of the 15th National Assembly, the National Assembly discussed and gave opinions on the report proposing the investment policy for the "National Target Program on Cultural Development for the 2025-2035 period". To achieve the above goal, voters requested the National Assembly to soon approve the "National Target Program on Cultural Development for the 2025-2035 period" to create conditions for the development of our country's culture.
Regarding the arrangement of administrative units at district and commune levels, voter Phung Xuan Viet (Phu Dong commune, Gia Lam district) stated that on July 12, 2023, the National Assembly Standing Committee issued Resolution No. 35/2023/UBTVQH15 on the arrangement of administrative units at district and commune levels for the period 2023-2030. This is a correct policy suitable for the current period, contributing to continuing to innovate and arrange the organizational apparatus of the political system at all levels to be streamlined, effective and efficient.
Currently, the City People's Committee has completed the dossier to submit to the Government on the arrangement of district and commune-level administrative units in the period of 2023 - 2025. Of which, Gia Lam district has merged 12 commune-level administrative units (reducing from 22 units to 16 units). Voters requested the Hanoi National Assembly Delegation to urge and supervise the National Assembly Standing Committee to speed up the approval of the Hanoi City Project, contributing to facilitating grassroots units to organize Party Congresses at all levels in early 2025.
Pointing out that some regulations of the 2001 Law on Fire Prevention and Fighting and its 2013 amendments are no longer suitable to the practical situation, especially regulations on houses combined with business and regulations on the duties of civil defense forces, fire prevention and fighting forces and rescue forces at the grassroots level, voter Dong Thi Loan (Hoang Liet ward, Hoang Mai district) requested the National Assembly to continue to collect opinions and pass the amended Law to have feasible regulations.
Regarding the planning of Hanoi Capital for the period 2021-2030, with a vision to 2050; The overall adjustment project of the Hanoi Capital Master Plan to 2045, with a vision to 2065, voter Nguyen Thi Kim Thu (Tan Mai ward, Hoang Mai district) requested the National Assembly to continue giving opinions so that the Government can complete, approve and implement the Planning.
During the process of developing the Project, ministries, departments and branches shall evaluate the factors and specific conditions for the development of the Capital; the current status of technical infrastructure, traffic system, flooding, traffic congestion, cultural values, etc. During the implementation process, it is recommended to review to ensure compliance with the Party's policies, compliance with the Law on Planning, consistency and synchronization with the National Master Plan, regional planning, sectoral planning and compatibility with the Law on the Capital (amended)...
Focus on promoting the city's socio-economic development
Speaking at the meeting, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai said that voters in Hoang Mai and Gia Lam districts all agreed with the proposed content of the 8th Session. At the same time, the opinions expressed by voters were very enthusiastic, intellectual, accurate, multi-dimensional, rich and mentioned many issues from the construction of the Capital to the major contents and issues of the country; proposed a number of recommendations to the National Assembly, the Government and Hanoi City that the 8th Session of the 15th National Assembly will consider, comment on and approve. The National Assembly delegation will fully synthesize voters' opinions to report to the National Assembly as well as propose that central ministries, branches and city agencies consider and resolve.
Discussing a number of issues of concern to voters and informing voters about the implementation of the capital's political tasks, the Secretary of the Hanoi Party Committee said that 2024 is an acceleration year, of great significance in implementing the goals of the Resolution of the 13th National Party Congress; Resolution of the 17th City Party Congress; Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo "on the direction and tasks of developing the capital Hanoi to 2030, with a vision to 2045". At the same time, it is also the year to celebrate the 70th anniversary of the Liberation of the Capital (October 10, 1954 - October 10, 2024). In that context, the City Party Committee and Party committees at all levels continue to promote the spirit of solidarity, innovate leadership style in a scientific, democratic, and practical direction, and have achieved many important results.
Accordingly, in addition to the task of socio-economic development, the City is implementing many important strategic tasks related to the development of the Capital such as: organizing the implementation of the Law on the Capital (amended); preparing well the conditions and developing a plan to implement the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050; Adjusting the overall Master Plan for the construction of the Hanoi Capital to 2030, with a vision to 2050 immediately after being approved by the Prime Minister; continuing to implement and ensure the progress of the implementation of the City's key projects.
“The overall results of the city have important and positive contributions from the Party Committee, the government, the Vietnam Fatherland Front and socio-political organizations. Especially the unanimous support and active participation of voters and people of the city, including Hoang Mai district and Gia Lam district. The efforts of all levels, sectors and the business community have joined hands with the city in the task of socio-economic development, ensuring security - defense and social security of the capital" - Secretary of the Hanoi Party Committee emphasized.
Regarding the tasks in the coming time, the Secretary of the Hanoi Party Committee said that the entire political system of the city will continue to be more active, with higher solutions, proactively grasp and make good use of opportunities and advantages, overcome difficulties, have appropriate solutions and promote socio-economic development in the capital. Effectively promote outstanding mechanisms and policies for Hanoi to develop rapidly and sustainably with a new stature and position.
Regarding Gia Lam and Hoang Mai districts, the Secretary of the Hanoi Party Committee assessed that they had closely followed the direction of the Central and the City in implementing political, economic and social tasks in the first 9 months of 2024, achieving positive changes. Emphasizing that the tasks in the remaining months of 2024 are very heavy, the Secretary of the City Party Committee requested that Party committees and authorities at all levels in districts and towns continue to make more efforts, strive more, and have higher determination to achieve the socio-economic goals and targets in 2024.
Regarding voters' opinions, the Secretary of the Hanoi Party Committee said that the recommendations under the authority of the Central Committee will be fully accepted by the Hanoi National Assembly Delegation, reported to the National Assembly Standing Committee and competent Central agencies for specific study, and considered and thoroughly resolved. At the same time, the City also hopes for the consensus, trust, support and companionship of the People, voters and the business community in carrying out political tasks to build and develop the Capital and the country to become increasingly rich, civilized and modern, worthy of the trust and expectations of the people of the whole country.
