The Standing Committee of the Ho Chi Minh City Party Committee has just decided to establish a Steering Committee to reorganize district and commune-level administrative units in Ho Chi Minh City in the period of 2023 - 2030 (referred to as the Steering Committee). Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen is the Head of the Steering Committee.

Accordingly, comrade Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee, is Head of the Steering Committee.
Comrade Phan Van Mai, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee, as Deputy Head of the Standing Committee of the Steering Committee.
The Deputy Steering Committee members include: Nguyen Ho Hai, Standing Deputy Secretary of the Ho Chi Minh City Party Committee; Nguyen Thi Le, Deputy Secretary of the City Party Committee, Chairwoman of the Ho Chi Minh City People's Council; Nguyen Phuoc Loc, Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City; and 10 members of the Steering Committee.
According to the decision, the Steering Committee will organize inter-sectoral coordination to help the Standing Committee of the Ho Chi Minh City Party Committee study and resolve important issues related to the arrangement of administrative units at district and commune levels.
At the same time, direct the development of a master plan and detailed project to rearrange administrative units at district and commune levels; organize to collect voters' opinions, hold People's Council meetings at all levels to issue resolutions approving the policy of rearranging administrative units at district and commune levels, complete documents and procedures to submit to competent authorities for approval.
In addition, direct information and propaganda work; direct the consolidation and arrangement of the apparatus in the political system; arrange the staff, civil servants, public employees, and workers; handover, reception, and conversion of documents; direct the organization of the publication of the Resolution of the National Assembly Standing Committee; summarize the arrangement of administrative units at the district and commune levels in the period 2023 - 2030.
The operating mechanism of the Steering Committee is that the members of the Steering Committee work part-time, use the seal of their agency in the process of performing their duties and enjoy the regime according to regulations; use the staff and civil servants in the agency or unit to advise and assist in performing the tasks of the Steering Committee.
The Party Executive Committee of the Ho Chi Minh City People's Committee is the Standing Body of the Steering Committee responsible for synthesizing and reporting at the request of the National Steering Committee for the implementation of administrative unit arrangement at district and commune levels for the period 2023 - 2030 and of Central agencies.
The Head of the Steering Committee assigned the Standing Deputy Secretary of the City Party Committee and Deputy Head of the Committee to sign the Decision to establish the Executive Committee, the Steering Committee's Working Group, and the Executive Committee to reorganize district- and commune-level administrative units in Ho Chi Minh City in the period 2023 - 2030.
The Steering Committee is subject to the direction and assignment of tasks by the Head of the Steering Committee; it will self-dissolve after completing its tasks.
Strengthening the Steering Committee for External Information Work of Ho Chi Minh City
The Standing Committee of the Ho Chi Minh City Party Committee also decided to reorganize the Steering Committee for External Information Affairs of Ho Chi Minh City. Accordingly, Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Ho Hai will be the Head of the Committee; Head of the Propaganda Department of the Ho Chi Minh City Party Committee Phan Nguyen Nhu Khue will be the Standing Deputy Head of the Committee; Vice Chairman of the Ho Chi Minh City People's Committee Vo Van Hoan will be the Deputy Head of the Committee; and 20 members.
The Steering Committee for External Information Work of Ho Chi Minh City is responsible for directing and orienting external information activities in Ho Chi Minh City. Along with that, it participates in building a coordination mechanism and providing information on external information activities of Party, State and people's foreign affairs agencies.
