(NLDO) - The Ministry of Home Affairs has just sent a document to the People's Committees of provinces and cities regarding the temporary suspension of a number of tasks and work related to administrative units at all levels.


As reported by Nguoi Lao Dong Newspaper, the Ministry of Home Affairs has requested the People's Committees of provinces and centrally run cities to temporarily suspend the submission of projects to arrange and establish district and commune-level administrative units according to the provisions of Resolution 1211 of 2016 (amended and supplemented in Resolution No. 27 of 2022) and Resolution 35 of 2023 of the National Assembly Standing Committee.

Regarding this, the representative of the Ministry of Home Affairs said that the work of arranging administrative units at district and commune levels that localities are implementing according to the above Resolutions of the National Assembly Standing Committee is temporarily suspended.

The Ministry of Home Affairs also stated that it will continue to develop a project to merge a number of provincial-level administrative units (DVHC) that are not organized at the district level, and continue to merge commune-level administrative units according to Conclusion No. 127 of the Politburo and the Secretariat.

In the recent period, localities have implemented the arrangement of administrative units at district and commune levels according to the standards prescribed in Resolution 1211 (amended and supplemented in Resolution No. 27).

At the same time, the National Assembly Standing Committee also issued Resolution No. 35/2023/NQ-HDTT, regulating the arrangement of district and commune-level administrative units for the 2023-2030 period.

In which, district and commune-level administrative units subject to rearrangement in the period 2023 - 2025 include:

- District and commune-level administrative units simultaneously have natural area and population size below 70% of the standards of the corresponding administrative unit prescribed in Resolution No. 1211 (amending and supplementing a number of articles according to Resolution No. 27).

- District-level administrative units simultaneously have a natural area of ​​less than 20% and a population size of less than 200% of the standards of the corresponding administrative unit prescribed in the Resolution of the National Assembly Standing Committee on standards of administrative units and classification of administrative units.

- Commune-level administrative units simultaneously have a natural area of ​​less than 20% and a population size of less than 300% of the standards of the corresponding administrative unit prescribed in the Resolution of the National Assembly Standing Committee on standards of administrative units and classification of administrative units.

Thus, with the above request of the Ministry of Home Affairs, the work related to the arrangement of administrative units according to the Resolutions of the National Assembly Standing Committee will be temporarily suspended. Instead, the contents according to Conclusion No. 127 of the Politburo and the Secretariat on implementing research and proposing to continue arranging the organization of the political system will be implemented.

On March 20, the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the 12th Central Executive Committee on a number of issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently issued a plan to continue to reorganize the political system.

The plan has proposed a roadmap for merging provincial-level administrative units nationwide as follows.

March 25, 2025: The Government Party Committee reported to the Politburo the project to rearrange administrative units at all levels and the two-level local government organization model.

April 1, 2025: The Government Party Committee reported to the Central Committee on the project to rearrange administrative units at all levels and the model of organizing two-level local government.

April 15, 2025: The Government Party Committee guides localities to merge provinces and communes and build two-level local governments.

June 30, 2025: The National Assembly passed the Resolution on merging provinces; the National Assembly Standing Committee passed the Resolution on merging communes and wards. After that, the Provincial Party Committee and the City Party Committee (before the merger) developed a project to not organize the district level and merge the commune level.

July 15, 2025: Provincial and municipal Party Committees (before the merger) complete the organization and staff of Party Committees of Party agencies, Party Committees of People's Committees, Military Party Committees, and Public Security Party Committees. Arrange and assign cadres, civil servants, public employees, and workers; arrange headquarters and equipment to serve the work of Party Committees, authorities, the Fatherland Front, and functional agencies of the province and city.

August 31, 2025: The Provincial Party Committee and the City Party Committee (before the merger) directed the organization of the Party Congress of communes, wards, and special zones for the 2025-2030 term.

October 31, 2025: The Provincial Party Committee and the City Party Committee (after the merger) complete documents, prepare and organize the Provincial and City Party Congresses for the 2025-2030 term.
