Nghe An Province Department of Home Affairs has just issued an official dispatch requesting the People's Committees of districts, cities and towns to arrange commune-level administrative units.

According to the Nghe An Department of Home Affairs, units such as Vinh City currently has 33 wards and communes, after the arrangement there will be 3 commune-level administrative units; Hoang Mai Town currently has 10 units and will be reduced to 2 commune-level administrative units; Tuong Duong District currently has 17 units and will be reduced to 6 to 7 commune-level administrative units; Nam Dan District has 17 units and will be reduced to 5 commune-level administrative units after the arrangement; Dien Chau District has 32 units and will be reduced to 6-7 commune-level administrative units after the arrangement; Yen Thanh District has 32 units and will be reduced to 6 commune-level administrative units after the arrangement; Do Luong District has 32 units and will be reduced to 6 commune-level administrative units after the arrangement; Nghi Loc District has 23 units and will be reduced to 5-6 commune-level administrative units after the arrangement...

It is known that Nghe An province has an area of ​​16,489.97 km2, a population of 3,419,989 people, and currently has 412 wards and communes. According to the guidance plan of the Department of Home Affairs, after the arrangement, Nghe An province will have 88 to 95 commune-level administrative units.

Previously, the Department of Home Affairs of Nghe An province also issued a document guiding districts, cities and towns to develop plans for commune-level administrative units in the locality. The document sets out criteria for the plan after the arrangement of commune-level administrative units must meet the criteria of area and population.

Accordingly, the mountainous commune has an area of ​​150 km2, population of 15,000 people (for mountainous, highland, border communes with 30% ethnic minorities, the population is arranged from 7,500 people or more). The plain commune has an area of ​​90 km2, population of 24,000.

Ward area 35 km2, population 50,000 people. The plan has arranged 5 commune-level administrative units into 1 administrative unit, so it is not required to merge more (even if they do not meet the standards). Limit the merger too much (exceeding the standards set by the Central Government).

In case the new administrative unit is arranged with a scale larger than the criteria, it must be proven that it ensures the conditions of socio-economic infrastructure, especially information technology, digital transformation and the quality of the civil servant team.

In case of arranging the administrative unit of ward with commune, the new administrative unit is called ward.

Encourage the original import, minimize the adjustment of part of one commune administrative unit to another commune administrative unit to establish a new grassroots administrative unit.

The criteria for determining the reorganization plan include: History, tradition, culture, ethnicity, religion, beliefs, customs and practices; geographical location, geographical-natural conditions, regional and sub-regional connectivity; scale and level of economic development; national defense, political security, social order and safety; traffic infrastructure and information technology.

Nghe An Department of Home Affairs requests People's Committees of districts, cities and towns to urgently prepare plans and send them to the Department before March 28, 2025.
