At a national online workshop yesterday, February 28, the Ministry of Culture, Sports and Tourism summarized the feasibility study report of the National Target Program on Cultural Development, period 2025 - 2035.
The cultural development program is implemented to create a strong and comprehensive change in cultural development and to build and perfect personality, ethical standards, identity, bravery, and the value system of Vietnamese people and families.
At the same time, improve people's spiritual life, access to and enjoyment of culture, and their need for exercise and entertainment, narrow the gap in cultural enjoyment between regions, social classes, and genders, thereby improving labor productivity and work efficiency.
The program mobilizes the participation of organizations, individuals and communities in managing, protecting and promoting the value of the nation's cultural heritage; building professional, high-quality cultural and artistic human resources with political courage to serve domestic needs and aim to meet foreign markets...
The program sets out 9 target groups for each period until 2030 and 2035 along with 10 specific task groups. The scope of implementation of the program is nationwide and in a number of countries that have long-term cultural relations, long-term cultural interactions with Vietnam, and have a large number of Vietnamese people living, working and studying.
The program focuses on activities in specific cultural and artistic fields including: Cultural heritage; grassroots culture; performing arts (music, theater, dance, etc.); literature; fine arts, photography and exhibitions; cinema; library; cultural education; training; national culture (folk arts, ethnic minority arts, etc.); foreign cultural affairs; cultural industry, etc. The program includes 10 component projects.
Minister of Culture, Sports and Tourism Nguyen Van Hung said that the National Target Program on Cultural Development for the 2025-2035 period was approved by the National Assembly for investment in phase 1 according to Resolution No. 162, dated December 27, 2024 of the 15th National Assembly. The total capital to implement the program is at least VND 122,250 billion. Of which, the central budget accounts for 63%, the local budget accounts for about 24.6%, and the rest comes from other sources.
To implement the program in accordance with the correct procedures, the Ministry of Culture, Sports and Tourism has drafted a feasibility study report and asked localities to contribute their opinions.
Delegates who are leaders of ministries, branches, localities, scientists and researchers focused on discussing, analyzing and giving comments on many contents for the draft feasibility study report of the program.
Director of the Department of Culture, Sports and Tourism of Quang Nam Nguyen Thanh Hong said that he is very excited and has high expectations for this target program. Regarding the list and demand, Quang Nam has proactively reviewed and reported the initial list and total demand, and will continue to report fully.
Considering that the draft program is very in-depth, according to Mr. Hong, through the practical implementation of the 3 national target programs, it should be agreed to propose that the Prime Minister assign the Ministry of Culture, Sports and Tourism to preside over the development and solicit opinions from ministries, branches and ministries to have the most comprehensive and complete instructions for later implementation to avoid delays, problems and unsafe disbursement.
“Regarding specific policies, there are two major tasks that need to be included to mobilize more resources outside the budget. That is regarding the cultural industry, the state budget is only a “bait”, there needs to be specific policies to call for private investors to invest in cultural projects. There needs to be specific policies to prioritize investment in national and special national relics, including world heritages. Because for a long time these relics have been assigned to local management, but some localities are facing difficulties and do not have enough budget to invest in and promote the relics,” said Mr. Hong.
Minister Nguyen Van Hung said that the National Target Program on Cultural Development for the 2025-2035 period aims to build a civilized society. Therefore, localities need to closely follow the program's components, focusing on preserving and promoting cultural heritage values, promoting cultural industries to become important components of the national economy, paying attention to perfecting the cultural institutional system; promoting cultural cooperation to make a list of proposals and recommendations on indicators, solutions, and contents suitable for the locality to send to the Ministry of Culture, Sports and Tourism to complete the report.
The Ministry of Culture, Sports and Tourism will continue to collect opinions to complete the draft feasibility study report of the National Target Program on Cultural Development, period 2025 - 2035, and submit it to the Prime Minister for consideration and comments in May 2025.
