Over the years, Mr. Phan Ba Hieu (born in 1988) - in Hamlet 2, Dien Sanh town, Hai Lang district, has always silently contributed his efforts and enthusiasm to developing the local sports movement. He has successfully organized the Duc Phuc 7-a-side Football Tournament for 4 consecutive seasons, creating a useful playground for those who share a passion for football in Hai Lang; sponsored funds for grassroots sports activities; organized many charity tournaments to raise funds to support people with serious illnesses... In addition, Mr. Hieu also led the district football team and Duc Phuc football club to participate in many amateur and grassroots football tournaments across the province with impressive results.

Positive effects
The grassroots football of Hai Lang district has developed quite strongly in the past 5 years. In that achievement, there are positive contributions from enthusiastic and passionate people like Mr. Phan Ba Hieu. Mr. Hieu is the one who initiated and established the Duc Phuc 7-a-side Football Tournament - a tournament with a scale and quality that is among the top in the district. The tournament is highly appreciated in the system of amateur football tournaments in Quang Tri organized in the form of socialized sports.
Mr. Hieu has loved sports since childhood, playing football best. In 2019, he founded Duc Phuc Football Club. As a team leader, coach and player, Mr. Hieu is especially concerned about how to develop Duc Phuc Football Club, aiming to become the leading club in Hai Lang district.
That determination has been gradually proven by him and the members of Duc Phuc FC through grassroots football tournaments organized by the district. Notably, they won the runner-up position in the Hai Lang District Club Football Tournament in 2019, then won the Championship Cup of this tournament in 2020. That success was the motivation for Mr. Hieu to bring Duc Phuc football team to participate in the Quang Tri Compatriot Football Tournament in Da Nang City and won third place.
“After participating in football tournaments held in the district and other localities, I thought I needed to do something to develop Hai Lang amateur football further and make a mark in the amateur football system organized in a socialized form in the province. When I talked about this plan, many teams and players supported it,” Hieu said.
In 2021, the Duc Phuc 7-a-side Football Tournament officially kicked off. The tournament has 12 teams, with 216 players participating. “The first time I organized the tournament, I had to make a lot of effort to overcome difficulties in funding, tournament organization methods, competition venues, ensuring medical work, security and order...
However, thanks to the attention and support from the district leaders, the referee team, businesses, football teams and football players in and outside the province, the tournament was a success. When the tournament ended, despite receiving many congratulations and high praise, I and the members of the organizing committee and the football team still sat down to learn from the remaining shortcomings and limitations. From there, we encouraged each other to maintain and develop this tournament better and better," Mr. Hieu shared.

The success of the first organization has become the motivation for Mr. Hieu to maintain and improve the quality of the tournament in the next 3 seasons. The tournament also has many positive changes in the tournament regulations, including allowing teams to invite more good players from outside the district to participate; the prize structure increases every year; organizing livestreams and commenting on matches is increasingly professional...
The tournament not only creates a useful playground but also brings positive effects, strongly impacts the development of football movement and socialization of sports in Hai Lang district. Also from this football tournament, many players and teams of Hai Lang have the opportunity to compete, accumulate experience to participate in grassroots football tournaments across the province with high results.
Mr. Hieu said that the Duc Phuc 7-a-side Football Tournament has helped Duc Phuc Club grow stronger. In the 4 times the tournament was held, Duc Phuc Club won the championship twice in 2022 and 2024. This is the basis for Duc Phuc to become a familiar name representing Hai Lang football, confidently participating in amateur and grassroots football tournaments across the province. In 2022, Duc Phuc FC won the Candy Beer Cup Football Championship in Quang Tri town; third prize in the Huong Hoa League Football Tournament; third prize in the Quang Tri Province U23 Football Tournament...
Community Oriented
As always, from his thoughts to his actions, Mr. Hieu hopes to develop football as well as the Hai Lang sports movement further, affirming his "brand" with localities in the province. With the prestige from successfully organizing the tournament that was highly appreciated by the players, Hai Lang district invited Mr. Hieu to lead the district's football team to participate in the provincial football championship in 2020 and 2022.
No matter what position he holds, he always devotes all his heart and soul to professional guidance, sponsorship and caring for the players. In addition to his passion for his hometown sports, Mr. Hieu always focuses on the community through many other meaningful activities.
In 2022, he decided to establish Duc Phuc Sport shop to provide quality products to local people. Duc Phuc Sport is also a place for him to satisfy his passion for using high-quality sports products. From this effective business, he has more resources to sponsor dozens of grassroots football tournaments taking place in the district, with an average sponsorship cost of about 4 million VND/tournament.
In addition, he also sponsors many local sports activities, school sports and some other football tournaments outside Hai Lang district such as Dong Ha League Football Tournament, Quang Tri Compatriot Football Tournament in Da Nang City...

Over the years, Mr. Hieu has directly initiated, along with football teams, to organize many charity football tournaments to raise funds and give gifts to people in difficult circumstances. Typically, in 2020, he organized the Charity Football Tournament - Sharing Love, donating 32 million VND to support Nguyen Du Duy Bao (with a serious illness) in Hamlet 4, Dien Sanh town; in 2024, he organized the Charity Football Tournament, donating 18 million VND to support Duong Thuan Phuoc (with heart disease) in Phuoc Dien village, Hai Dinh commune, Hai Lang district. In those charity tournaments, Mr. Hieu always sponsored free cups, flags, medals and supported the livestream.
With a heart towards the community, at the Duc Phuc 7-a-side Football Tournament in 2022, Mr. Hieu and the football teams donated 10 million VND to students of Bui Duc Tai Primary School in difficult circumstances. In parallel with volunteer football activities, Mr. Hieu and his brothers in the club actively connect and participate in social activities.
In 2020, he and Duc Phuc Club gave 160 gifts to people affected by floods in Hamlet 2, Dien Sanh town; in 2021, he organized the processing of "Salt Jar of Love" and gathered goods to support people in the South; gave Tet gifts to the poor and actively participated in local social security and education promotion activities.
“In the coming time, I plan to connect with more sponsors inside and outside the province to improve the quality of the Duc Phuc 7-a-side Football Tournament. I myself will also strive to organize more youth tournaments, create playgrounds for children and sponsor sports tournaments in my hometown Hai Lang. In particular, I will pay special attention and support in all aspects for schools, communes and towns in the area in sports activities and tournament organization. Hopefully, the district's sports movement will increasingly flourish,” said Mr. Hieu.
