On the afternoon of July 21, the Provincial People's Committee held a conference to review the work of preventing and combating crimes, social evils and building the movement "All people protect national security" in the first 6 months of the year; deploy the plan to implement the "Year of action to prevent and combat human trafficking" 2023 - 2024 , launching a peak period of propaganda, attack and suppression of human trafficking crimes in the province (July 1, 2023 - September 30, 2023).

In the first 6 months of the year, the Provincial Steering Committee 138 advised the Provincial People's Committee to resolutely and synchronously implement plans and solutions to firmly protect national security and ensure social order. Posted and broadcast 558 news, articles and reports on mass media; organized over 5,100 propaganda, dissemination and legal education sessions with over 443,000 participants. Built and launched 8 models on security and order (SOT), maintained and expanded 38 models in residential areas; transformed 48 key and complicated areas of SOT. Professional prevention and mass mobilization work received attention and direction; established management records for 2,400 drug addicts, and sent 61 subjects to compulsory drug rehabilitation facilities.
The criminal situation was controlled, down 9.25% compared to the same period in 2022; the rate of investigation and discovery of criminal cases exceeded the set target, maintained above 90%; no gangs, dens, or complicated networks were formed. Received and detected over 8,500 cases of illegal entry and exit; organized propaganda, mobilization, and fight to eliminate the activities of 2 illegal and heretical organizations. Detected and investigated 3 cases/6 suspects for human trafficking, received 4 citizens who were victims of human trafficking from the Chinese side...

Concluding the conference, Chairman of the Provincial People's Committee Hoang Xuan Anh suggested that in the coming time, the work of preventing and combating crimes, social evils and building the movement "All people protect national security" must be under the direct, comprehensive and consistent leadership of the Party; the management and administration of local authorities; the active coordination of agencies, departments, branches and organizations; and the enthusiastic support of the masses. The organization and implementation of crime prevention and combat solutions must be synchronous and drastic; regular inspection, urging, rectification, timely overcoming of loopholes and shortcomings and must have appropriate encouragement and motivation.
All levels and sectors proactively and synchronously implement solutions to ensure social security, eliminate hunger, reduce poverty, create jobs for workers, and improve the quality of life for people in remote, isolated, and ethnic minority areas. Regularly synthesize, review, and make a list of people at high risk of violating the law, especially drug addicts and illegal drug users... Strengthen propaganda and mobilization work, ensure regular, continuous, focused, and appropriate implementation for the target and locality.
Promote the application of advanced achievements of science and technology, digital transformation, and the transformation of the state of crime prevention and control work from "traditional" to "modern". Focus on effectively exploiting software and applications based on the National Population Database and Project 06/CP to serve social management, professional management, and crime prevention and control.
Strengthen the effectiveness and efficiency of state management of security and order, especially the management of weapons, explosives, support tools and fireworks, and business lines with conditions on security and order. Focus on synchronously deploying solutions to propagate, attack and suppress crimes to effectively implement the "Year of Action to Prevent and Combat Human Trafficking" 2023 - 2024 in the province, closely combining with the prevention and combat of illegal entry and exit, not allowing Cao Bang to become a complex area of cross-border crimes.
