On the afternoon of December 25, at the Government headquarters, Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man co-chaired a conference to disseminate and implement laws and resolutions passed at the 8th session of the 15th National Assembly.
According to the program, the conference will listen to the Government's report on the implementation of laws and resolutions passed by the 15th National Assembly at its 8th session. Leaders of ministries, branches, central and local agencies will report and give comments.
Speaking at the opening of the conference, Prime Minister Pham Minh Chinh stated that perfecting development institutions is one of three strategic breakthroughs, and institutions are the "breakthrough of breakthroughs", the resource and driving force for development.

The National Assembly and the Government have together implemented the Party's policies and spent a lot of time and resources on institutional improvement, but to date, institutions are still "the bottleneck of bottlenecks".
The 8th session of the 15th National Assembly passed a large number of laws and resolutions (18 laws, 4 legal resolutions and 17 socio-economic management resolutions) with high consensus and unanimity of National Assembly deputies.
Among them, many laws and resolutions are related to important areas of social life, such as: Investment; finance, budget, tax; social security; national defense and security.
He assessed that the laws and resolutions passed have thoroughly grasped the spirit of innovative thinking in law-making work under the direction of General Secretary To Lam, ensuring brevity, clarity, and ease of understanding; promptly removing difficulties, obstacles, and institutional bottlenecks to unleash all resources and promote socio-economic development.

According to the Prime Minister: "That result demonstrated the high determination, great efforts, drastic and focused actions of the National Assembly, the Government, relevant agencies and organizations in the work of building and perfecting institutions, the participation of compatriots, voters and businesses, continuing to affirm the increasingly effective and close coordination between the National Assembly and the Government."
Immediately after the 8th session, the Government and the Prime Minister directed relevant ministries and branches to urgently and effectively implement laws and resolutions, ensuring close connection between law making and enforcement, specifically disseminating and popularizing laws; issuing plans; assigning agencies to preside over drafting detailed regulations...
Practice has proven that putting policies into practice and making them effective is always a big challenge. Therefore, the conference is of utmost importance to evaluate the results of law-making at the 8th session and draw lessons to do better in the future.
With limited time and high demands, the Prime Minister asked delegates to promote responsibility, focus their intelligence, present reports and discussions briefly and concisely; express opinions clearly, and go straight to the point.
Accordingly, further promote the implementation of the requirement of "closely linking law-making with law enforcement, ensuring that laws are implemented fairly, strictly, consistently, promptly, effectively and efficiently".
At the same time, specifically and objectively reflect on the preparation work and implementation plan, frankly point out difficulties and obstacles, thereby proposing feasible and practical solutions to put laws and resolutions into practice, contributing to promoting socio-economic development, and completing the goals of the Resolution of the 13th National Party Congress.
