Overcoming material source problems for Ho Chi Minh City Ring Road 3 project before March 15

Deputy Prime Minister Mai Van Chinh requested localities to fulfill their commitments on site clearance and material supply for Ho Chi Minh City’s Ring Road 3. Local leaders must be held accountable to the Prime Minister if they fail to complete the project on schedule.


On the afternoon of March 11, inspection team No. 7 led by Deputy Prime Minister Mai Van Chinh worked with leaders of the Ho Chi Minh City People's Committee and related localities, after surveying the implementation of the Ho Chi Minh City Ring Road 3 project in the morning.

Local leaders are responsible if project progress is not completed.

Deputy Prime Minister Mai Van Chinh requested investors and localities to focus on resolving difficulties to ensure project progress. In particular, it is necessary to closely follow the Prime Minister's instructions. Good deeds should be learned from to do better, and problems should be immediately resolved.

Regarding sand material sources, according to the report, Tien Giang, Ben Tre, and Vinh Long provinces have granted mining licenses. The Deputy Prime Minister requested that before March 15, obstacles must be resolved, and sand must be promptly and adequately supplied to construction units. Representatives of Binh Duong and Dong Nai provinces committed to providing enough rock and soil.

Regarding site clearance, Ho Chi Minh City and Binh Duong province committed to handing over 100% of the cleared site to the investor by the end of March. Technical infrastructure must also be completed by April 2025. The Deputy Prime Minister requested localities to seriously implement their commitments and ensure project progress.

The Ho Chi Minh City Ring Road 3 project is about 76.3km long, passing through Ho Chi Minh City, Dong Nai, Binh Duong and Long An. The total investment is 75,378 billion VND.

According to plan, the project will be basically completed in 2025 and put into operation in 2026.

The current difficulty is the lack of sand and stone materials for construction. Some locations in Ho Chi Minh City and Binh Duong are still stuck with land clearance. This greatly affects the overall progress of the project.

Regarding project capital, according to the Deputy Prime Minister, although localities have allocated enough, the disbursement rate in 2024 will be low. "Having capital but not being able to disburse is also a limitation, so we must learn from experience," said Deputy Prime Minister Mai Van Chinh.

He requested the provincial People's Committees to direct investors and contractors to re-schedule and find solutions to compensate for slow output. Some sections need breakthrough solutions to basically complete in 2025 as directed by the Prime Minister. Local leaders must be responsible to the Prime Minister if they fail to complete on schedule.

"Completing the project well will contribute to expanding the development space for Ho Chi Minh City and neighboring provinces, solving traffic congestion, attracting investment, consumption, and export... Currently, with capital and conditions, we only have the work table, the construction table, and the solution table to accelerate the breakthrough to make up for the delay," said the Deputy Prime Minister.

The biggest difficulty is the sand.

Previously, reporting to the working delegation, Mr. Bui Xuan Dung, Deputy Minister of Construction, said that the construction output of the Ring Road 3 project through Ho Chi Minh City reached 31.1% of the contract value, about 9.1% behind the contract ; the section through Dong Nai province reached 21%, 12.8% behind; the section through Binh Duong province reached 26%, 4.6% behind; the section through Long An province reached 57.4%, basically meeting the schedule.

The basic goal is to complete the entire project by 2025 and put it into operation in 2026 as directed by the Government.

However, Ho Chi Minh City and Binh Duong have not yet completed site clearance. In addition, the sand materials for the project have not met the demand, affecting the progress.

Speaking more clearly about the shortage of sand materials, Mr. Luong Minh Phuc, Director of the HCM City Traffic Project Management Board (Traffic Board) said that the total volume of sand needed for the entire HCM City Ring Road 3 project is about 8.5 million m3. The provinces of Vinh Long, Tien Giang, and Ben Tre have licensed 13 mines, 6 of which have been exploited, while the others are still stuck. Therefore, there is not enough sand at the construction site.

In 2025, about 4.65 million m3 of sand will be needed, but the supply volume from localities will only reach about 2.8 million m3.

Mr. Phuc said that if the mining capacity is increased to a maximum of 50% for all 13/13 mines, it will reach 4 million m3. The remaining 0.65 million m3 is expected to be supplemented from commercial sources and mainly sand from Cambodia.

Regarding stone and soil materials, mines in Dong Nai and Binh Duong have enough volume to supply the project. Mr. Phuc requested that localities carry out mining licensing procedures in March to April this year to keep up with the project's progress.

Many mine owners have not signed contracts with contractors.

According to Mr. Pham Van Trong, Vice Chairman of Tien Giang Provincial People's Committee, the locality is supplying sand for 5 major projects, of which Ho Chi Minh City Ring Road 3 is the top priority. However, due to problems, the province had to stop sand mining in the overlapping sections of waterways and waterway protection corridors, resulting in a shortage in output.

Regarding the proposal to supply 1.9 million cubic meters of sand in March, a representative of Tien Giang province said that this is very difficult. Although increasing capacity is within the province's capacity, the mine owner must request adjustments. Tien Giang province will review and develop a plan to ensure sand supply for the project.

Currently, the mining capacity is very low compared to the license. The reason is that after licensing, the enterprise (mine owner) signs a contract with the contractor, proposes a mining plan...

"However, this is very slow. Many mines have not even signed enough contracts. Many times the Provincial People's Committee has invited businesses, contractors, project management boards... to work and resolve difficulties, but many businesses still do not comply, while the province cannot do it for them," said Mr. Trong.

Mr. Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Committee, said that in recent times, the provinces of Vinh Long, Tien Giang, and Ben Tre have made great efforts to meet the sand demand for the Ring Road 3 project. He hopes that the localities will try harder to help the project basically complete in 2025.

Regarding the responsibility of Ho Chi Minh City, Mr. Duoc promised the Government that it will fulfill its commitment on site clearance progress. When there is enough land and construction materials, Ho Chi Minh City will speed up construction to ensure it is as planned.
