Budget revenue from import and export receives good signals

According to National Assembly delegates, the total budget revenue from import and export in the first two months of 2025 increased by VND 5,017 billion compared to the same period last year, which are positive and optimistic signs.


Good signs in the first months of the year

According to the latest report of the Customs Department sent to the press on the afternoon of March 10, the total value of import and export of goods in the first two months of 2025 reached 127.07 billion USD, an increase of 12% (equivalent to an increase of 13.57 billion USD) over the same period last year.

Of which, export value reached 64.27 billion USD, up 8.4% (equivalent to an increase of 4.95 billion USD) and import value reached 62.8 billion USD, up 15.9% (equivalent to an increase of 8.61 billion USD).

The total value of import and export of goods in February 2025 alone reached 63.77 billion USD, an increase of 0.8% (equivalent to an increase of 519 million USD) compared to the previous month.

State budget revenue from import-export activities in February 2025 reached VND 33,430 billion, an increase of 19.9% ​​(equivalent to an increase of VND 5,557 billion) compared to the previous month.

Total state budget revenue from import-export activities in the first two months of 2025 reached VND 61,303 billion, equal to 14.92% of the assigned estimate, up 8.91% (equivalent to an increase of VND 5,017 billion) over the same period last year.

Sharing with reporters of the Industry and Trade Newspaper, National Assembly delegate Truong Xuan Cu - Hanoi delegation expressed that these are positive and optimistic signals in the first months of 2025. This will create momentum for the following months, so that we can achieve the target of import-export turnover growth of about 12% in 2025 compared to 2024.

Although this is a very challenging goal, it is also very likely to be achieved, especially in the context of import and export activities gradually recovering.

According to some forecasts, import and export activities in 2025 will be more favorable because the world economic situation is more positive when the United States has sent messages to stop raising interest rates. The problem of high inventories in the markets is gradually being overcome, especially in key export markets such as the EU and the United States.

Strong involvement

Also according to delegate Truong Xuan Cu, domestically, the Government, the Ministry of Industry and Trade and other ministries and sectors have taken strong action with many comprehensive solutions to support the economy, promoting growth in import and export activities.

Most recently, Prime Minister Pham Minh Chinh issued Official Dispatch No. 22/CD-TTg on a number of key tasks and solutions to reduce administrative procedures, improve the business environment, and promote socio-economic development.

It clearly states that we should focus on thoroughly reviewing, cutting down, and simplifying regulations and administrative procedures related to investment, production, business activities, and people's lives, ensuring a reduction of at least 30% of administrative procedure processing time, at least 30% of business costs (compliance costs); and abolishing 30% of unnecessary business conditions.

At the same time, continue to extend and reduce taxes to remove difficulties for production and business activities, promote private economic development, and mobilize resources for development investment.

As the leading agency in managing and operating import and export activities, the Ministry of Industry and Trade has promptly identified difficulties and risks from export markets to advise and propose solutions to develop export markets.

Notably, the Ministry of Industry and Trade has just issued Directive No. 06/CT-BCT on a number of solutions to develop markets, promote exports, and manage imports in 2025. Accordingly, the Ministry has proposed many practical and feasible solutions to mobilize competitive advantages while proactively researching, advising on negotiations, and signing cooperation agreements with new markets.

In addition, in order to facilitate people and businesses in the process of customs procedures in particular and import and export activities in general, the Customs Department has focused on investing in infrastructure, automating 100% of customs procedures, and electronic budget collection reaching 98.4%...

The implementation of electronic customs procedures has created a breakthrough reform, completely changing the method of declaring and submitting customs documents from manual to electronic, the handling of feedback from customs authorities to businesses is also done through the electronic system, creating great convenience for import and export activities, minimizing documents and papers and simplifying customs documents in all stages... The time to receive and clear customs for green lane declarations is only 1-3 seconds.

Along with that, on the business community side, businesses with increasingly improved capacity have been more proactive in adapting to a rapidly changing and unpredictable market.

However, the world and regional situation will continue to have complex and unpredictable developments. Therefore, in order to achieve export growth targets set for 2025, delegate Truong Xuan Cu noted that balancing and diversifying between markets, customers and product types is very important. On the one hand, it is possible to maintain traditional customers and markets, while avoiding "putting all eggs in one basket" when the market is in difficulty.

Along with that, it is necessary to promote the development of logistics services; cooperate, invest, and use logistics centers abroad to promote the import and export of Vietnamese goods to international markets.

"Vietnamese businesses need to be ready to welcome the return of opportunities, as well as flexibly respond to challenges, and have the most suitable strategy for themselves," said Mr. Truong Xuan Cu.

According to the assessment, in 2025, exports will have favorable opportunities to continue growing thanks to the recovery of the world economy, controlled inflation, and expanded export markets following the tariff reduction roadmap in free trade agreements.
