According to Ms. Thom, the baby's mother, Ngoc (about 20 years old) and father, Pham Minh Hieu (about 18 years old), came to rent a room around before Tet 2025. After that, the parents left the baby in the room and have not been able to contact them since. Therefore, Ms. Thom reported to the local authorities.

In order to find relatives, the People's Committee of Ho Nai 3 commune issued a notice about the abandoned baby so that the baby's relatives could come and complete the procedures to receive the baby.

After 7 days of notice, if no relatives come to contact, the local authorities will carry out procedures to transfer the child to a child care and protection facility according to regulations.
