At the conference, the representative of the inspection delegation presented a draft report on the inspection results of the leadership, direction and organization of the implementation of 4 key topics in 2025 for the Standing Committee of the Quang Ninh Provincial Party Committee.
The inspection delegation assessed that the Standing Committee and the Provincial Party Executive Committee proactively led and directed the implementation of key contents according to the Central's direction in a synchronous, timely manner and in accordance with the local situation.

Submit personnel plan to Politburo in August
Regarding the organization of Party congresses at all levels for the 2025-2030 term, the province has seriously implemented the plan and direction of the Central Government. Personnel preparation ensures proper procedures and reasonable structure.
Up to now, Quang Ninh has completed 100% of the Party cell congresses under the grassroots Party Committees on schedule; and is actively preparing for the congresses of model Party cells and grassroots Party Committees.
The province strives to submit documents and personnel plans to the Politburo in August and organize the provincial Party Congress before October 31.
Quang Ninh is a pioneer in implementing Resolution 18, resolute in reorganizing and streamlining staff, achieving many outstanding results.
The provincial administrative apparatus has been streamlined by 42 units, reaching a rate of 25%, higher than the Government's orientation (15%). Many effective models have been recognized by the Central Government such as the Provincial Media Center, Nguyen Van Cu Cadre Training School, and the "People trust - Party nominates" model.
Regarding economic development targets, the province has proactively set a growth target of 14%, 2% higher than the target assigned by the Government, creating a solid foundation to achieve double-digit growth in the 2026-2030 period.

Quang Ninh Provincial Party Secretary Vu Dai Thang affirmed that the draft inspection report fully reflected the results achieved by the province, especially mentioning the experiences and methods that the province has implemented and achieved effective results in practice over the past 10 years.
This inspection is also an opportunity for the province to self-assess, evaluate, review the results achieved and have solutions to overcome shortcomings and limitations in the coming time.
The Provincial Party Standing Committee and the Provincial Party Executive Committee are also continuing to focus on directing and seriously implementing the Central's instructions, especially the work of arranging and streamlining the organizational apparatus.
Mr. Thang suggested that the Politburo, the Secretariat and central agencies soon issue specific guidelines on Party congresses at all levels. Along with that, consider allowing the application of a special government model for Mong Cai City to serve the goals of socio-economic development, ensuring national defense and security and foreign affairs; soon approve special mechanisms and policies for Van Don economic zone.
The Central Government will take Quang Ninh as a typical example to replicate.
President Luong Cuong highly appreciated the Provincial Party Committee Standing Committee and Party organizations for thoroughly grasping, implementing, and closely and seriously coordinating the set contents.
Through inspection, it is shown that Quang Ninh has achieved many outstanding results. Many contents have gone ahead of the whole country, especially in the arrangement of organizational apparatus, digital transformation, administrative reform and socio-economic development, ensuring national defense and security.
The President also pointed out a number of difficulties, problems and shortcomings and requested the Standing Committee of the Quang Ninh Provincial Party Committee to find solutions to overcome them.
With the hope that Quang Ninh will continue to develop, take off, and fly higher, the President requested the entire province to review its tasks; clearly assign people and tasks; focus on inspection, supervision, and guidance; and have solutions to remove barriers and bottlenecks for development, especially institutional bottlenecks.
The President noted that we must not be subjective, and must regularly follow the actual situation to gain experience in directing, operating and making timely adjustments.
At the same time, we must promote the tradition of solidarity, "discipline and unity" to progress quickly, steadily and sustainably in all aspects, and continue to set an example for other localities to learn and follow. The Central Government will take Quang Ninh as a model to replicate throughout the country.
Regarding the organizational arrangement, the President requested Quang Ninh province to thoroughly grasp and strictly implement the Central Committee's direction, the conclusions of the Politburo, the Secretariat and the instructions of the Central agencies to ensure that the apparatus after the arrangement must be streamlined, compact, strong, and operate effectively, efficiently and effectively.
Regarding the province's recommendations, the President said the delegation will fully absorb the opinions and relevant content to supplement and complete the report, records and documents to submit to the Politburo for consideration, conclusion and direction of implementation in accordance with regulations.
