Arrangement of administrative apparatus from central to local level
Recently, the Government and the Prime Minister have directed the drastic reform of the administrative apparatus, rearrangement and consolidation of the organizational structure towards streamlining, effective and efficient operation in the spirit of Resolution No. 18-NQ/TW.
Many Decrees and documents have been issued to perfect the institutions on the organization of the state administrative apparatus. In particular, the Ministry of Home Affairs has developed and submitted to the National Assembly, the National Assembly Standing Committee, the Government, and the Prime Minister many necessary legal documents to ensure the progress of reform.
In the first quarter of 2025, the National Assembly passed many important laws and resolutions such as: Law on Organization of the Government (amended); Law on Organization of Local Government (amended); Law amending and supplementing a number of articles of the Law on Organization of the National Assembly; 1 Resolution on handling a number of issues related to the arrangement of the state apparatus; 4 Resolutions to implement the arrangement of the apparatus of the National Assembly and the Government for the term of the 15th National Assembly; especially the Resolution on the organizational structure of the Government, the structure of the number of Government members for the term of the 15th National Assembly (2021 - 2026) and perfecting 06 positions of Government members (including: 02 Deputy Prime Ministers and 04 Ministers).
Accordingly, the organizational structure of the Government for the 2021-2026 term has 17 ministries and branches (including 14 ministries and 3 ministerial-level agencies), a reduction of 5 ministries and branches compared to before.
Implementing the Plan of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW and the Resolutions of the National Assembly, the Ministry of Home Affairs has presided over and coordinated with relevant ministries and branches, especially agencies subject to consolidation, transfer of functions, tasks, and organizational apparatus according to the Central's orientation, to promptly develop projects and documents regulating the arrangement of ministries, ministerial-level agencies, and agencies under the Government to ensure streamlining, efficiency, effectiveness, and efficiency; proactively and promptly guiding localities to carry out the streamlining of specialized agencies at the provincial and district levels, ensuring unified direction in performing state management tasks from the Central to local levels.
Implementing Resolution No. 176/2025/QH15 on the organizational structure of the Government for the 15th National Assembly term, to date, 13/14 Ministries, 2/3 ministerial-level agencies and 5/5 Government agencies have had the Government issue Decrees stipulating their functions, tasks, powers and organizational structure.
Regarding the organization within ministries, ministerial-level agencies, and government agencies, 13/13 general departments and equivalent organizations were reduced, 519 departments and equivalent organizations were reduced, 219 departments and equivalent organizations were reduced, and 3,303 sub-departments and equivalent sub-departments were reduced.
For localities, 63 provinces and cities, following the general direction of the Government, have reduced 343 specialized agencies and equivalents under the provincial People's Committees; 1,454 specialized agencies and equivalents under the district People's Committees.
Besides, the number of public service units of ministries, ministerial-level agencies, government agencies as well as local authorities has decreased significantly.
Streamlining staffing associated with improving the quality of staff
Along with the organizational reform of ministries, branches and localities, we continue to streamline staff and build and perfect job positions.
The review results show that the total number of civil servants and public employees of ministries, branches and localities reduced according to the provisions of the Government's Decrees is 16,149 people. After the process of restructuring the apparatus at ministries, ministerial-level agencies and agencies under the Government, the number of employees at ministries and branches decreased by about 22,323 people (about 20%).
Ministries, branches and localities have basically used the assigned number of positions, not exceeding the number of positions approved by competent authorities, proactively developed plans to implement the roadmap for streamlining the payroll associated with restructuring and improving the quality of the staff according to job positions. By the end of December 2024, 100% of ministries, branches and localities had completed the approval of job position projects. The Ministry of Home Affairs has compiled the results of approving job positions in administrative agencies, organizations and public service units with a total of 840 positions in administrative agencies and organizations; a total of 559 positions in public service units; and 17 positions for commune-level cadres and civil servants.
Regarding the reform of the organization and operation of local governments, the Ministry of Home Affairs is currently focusing on advising on the implementation of Conclusion No. 121-KL/TW, Conclusion No. 126-KL/TW and Conclusion No. 127-KL/TW on the implementation of Resolution No. 18-NQ/TW, including the arrangement of provincial and communal administrative units and the construction of a 2-level local government organization model to ensure prudence, thoroughness and quality, and the implementation of the arrangement and merger of provincial levels, the abolition of district levels, and the reorganization of district-level administrative units.
This aims to build a system of long-term stability, with a strategic vision for the overall development of the country, ensuring consistency with historical, cultural, traditional, religious, ethnic, defense, and security factors and closely linked to geopolitical, geographical, geo-economic, geo-cultural, and geo-population issues; creating space for sustainable development as a foundation to promote the overall development of the country in the new era and support localities to develop together.
At the same time, it also meets the general management trend of countries around the world in streamlining the organizational system to ensure efficiency, effectiveness, and efficiency, associated with restructuring and improving the quality of cadres, civil servants, and public employees, especially cadres and civil servants at the commune level.
